ADDIS ABABA, Nov. 8 (Xinhua) -- At the invitation of Ethiopian Federal Council Speaker Degefi Bula, Chinese top legislator Wu Bangguo on Saturday afternoon arrived here to begin an official visit to Ethiopia on the third leg of his five-nation Africa tour.     In a written statement released at the airport upon his arrival, Wu, chairman of the Standing Committee of China's National People's Congress, highlighted the rapid growth of the China-Ethiopia relations in the past 38 years since the two nations forged diplomatic relations, noting that the bilateral cooperation between the two nations have yielded remarkable achievements in fields such as economy and trade, culture, public health and tourism. Wu Bangguo (R), chairman of the Standing Committee of China's National People's Congress, the country's top legislature, hugs the girl presenting flowers to him at the airport in Addis Ababa, capital of Ethiopia, Nov. 8, 2008. Wu Bangguo arrived in Addis Ababa for an official goodwill visit to Ethiopia on Nov. 8. "We have witnessed the best ever relations and I hope my visit would help promote traditional friendship and cement cooperation with mutual benefit in an effort to bring the China-Ethiopia all-round and cooperative partnership to a higher level," Wu said in the written statement.     In addition to Degefi, Wu is scheduled to meet with Ethiopian President Girma Wolde Giorgis, Prime Minister Meles Zenawi, Speaker of Council of People's Representatives Teshome Toga to exchange views on bilateral relations and other regional and international issues of common concern.     Wu is also expected to visit the African Union (AU) headquarters in Ethiopia's capital. It is the first visit to the AU headquarters by a Chinese top legislator.     Wu arrived here after he concluded his official visit to Algeria and Gabon. After Ethiopia, he will travel to Madagascar and Seychelles.

BEIJING, Dec. 30 (Xinhua) -- Accountability became a vogue word in Chinese politics in 2008, highlighted by the resignation of the chief quality supervisor.     Li Changjiang, former director of the General Administration of Quality Supervision, Inspection and Quarantine, stepped down in September in the tainted milk scandal, days after the resignation of Shanxi Governor Meng Xuenong following a deadly landslide triggered by the collapse of an illegal mining dump.     Many junior officials also swallowed the bitter pills of penalties and resignations. In early December, the director of the construction bureau of Shijiazhuang, capital of Hebei Province, was removed from his post after six bureau officials were found gambling during work time.     Officials were even punished for dozing in meetings, such as 12local officials in Shaanxi Province, who were reprimanded in June.     "The accountability system has been taken to a new high, which reflects the method of administration as stipulated in the keynote report of the 17th Party congress," said Wu Zhongmin of the Party School of the Communist Party of China (CPC) Central Committee.     "The party underlines the idea of people first, so it is not unusual that officials are punished after public interests are infringed," Wu said.     Chinese media have used the word "storm" to describe the wave of cases in which officials were punished over accountability -- often indirect -- in accidents and scandals this year. Such events were rare in the past decade.     In southwestern Yunnan Province, 864 officials have been punished so far this year, while at least 279 in the northeastern Jilin Province have been punished since last November.     "A storm is powerful, and the accountability storm shows the country's determination to run the party and government properly," said Han Yu, professor in the Party School of the CPC Hebei Provincial Committee.     The storm also shows the power of public opinion, Han added. "There should be someone held responsible for serious infringement of public interests."     China activated the official accountability system during the severe acute respiratory syndrome (SARS) crisis in 2003. More than1,000 officials, including then Health Minister Zhang Wenkang and Beijing Mayor Meng Xuenong, were ousted for attempts to cover up the epidemic or incompetence in SARS prevention and control.     The system was later introduced at all levels of government, and more officials lost their jobs over major accidents or administrative errors.     Just days before Li's resignation, President Hu Jintao, also general secretary of the CPC Central Committee, reprimanded "some officials" over work and food safety accidents this year.     These accidents indicated that some cadres lacked a sense of responsibility and had loose governance, and some paid no attention to people's complaints and were even insensitive to life-threatening problems, Hu said.     As early as in May, a father complained about tainted milk powder after his 13-year-old daughter developed kidney stones, and the Department of Health of Gansu Province in July received a report implying problematic milk powder produced by the Sanlu Group headquartered in Shijiazhuang city.     However, the scandal was covered up until September. The Ministry of Health has said it was likely the contamination killed six babies. Another 294,000 infants suffered from urinary problems such as kidney stones.     Premier Wen Jiabao said development of enterprises and the economy should not be achieved at the cost of lives and public health, and he vowed to punish officials for major incidents.     Conditions could be tougher for officials in the future, as the CPC Central Commission for Discipline Inspection said in late December that authorities are drafting rules to intensify the accountability system.

BEIJING, Oct. 30 (Xinhua) -- China's quality watchdog said on Thursday it found toxic chemicals in food products imported from Japan.     Tests conducted by Guangdong Entry-Exit inspection and quarantine institution found Japan-produced soy sauce and mustard sauce were contaminated by toluene and acetic ester, the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ) said on its website.     The food products were produced by three Japanese factories. But GAQSIQ didn't reveal the names of the producers.     Maximal toluene content was 0.0053 mg per kg, while acetic ester content was 0.537 mg per kg. This would risk people's health, said experts.     Toluence and acetic ester are chemicals that can be used as dyeware, paint and solvent. It will lead to headache and vomit if people eat the food tainted with them.     The GAQSIQ has ordered Chinese importers to inspect and test products of the same kind and remove them from shelves, in a bid to ensure consumer safety.     No sickness were reported in China, but earlier Japanese media said some Japanese people felt sick after eating food tainted by the two chemicals.

BEIJING, Jan. 9 (Xinhua) -- China said Friday it welcomes and supports the UN Security Council resolution on Gaza.     "The resolution reflects the concerns and desires of the international community on the situation in Gaza," Foreign Ministry spokesman Qin Gang said in response to a question.     China called for effective implementation by all parties concerned of the new resolution and an immediate ceasefire in Gaza, Qin noted.     China also urged Israel to withdraw its forces from Gaza, ensure the smooth operation of humanitarian aid activities and ease the humanitarian crisis in Gaza at an early date, he said.     Qin called on all parties concerned to continue the political process to achieve a just and reasonable settlement of the Palestinian-Israeli issue and realize the establishment of an independent Palestinian state and peaceful coexistence.     The UN Security Council on Thursday adopted a resolution calling for an immediate ceasefire in Gaza "leading to the full withdrawal of Israeli forces."     The new resolution, drafted by Britain, was adopted with 14 voting in favor and the United States abstaining after a compromise was reached between Arab foreign ministers and their Western counterparts.     More than 700 Palestinians reportedly died in 13 days of Israeli military action in Gaza, which was undertaken in retaliation for the firing of rockets into southern Israel by Hamas militants.

BEIJING, Jan. 16 (Xinhua) -- Chinese Vice President and member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau Xi Jinping Friday conferred certificates on graduates of the Party School of the CPC Central Committee.     Xi, also a member of the Secretariat of the CPC Central Committee, heads the school.     Politburo member and director of the CPC Central Committee Organization Department Li Yuanchao and Ling Jihua, director of the General Office of the CPC Central Committee, both members of the Secretariat of the CPC Central Committee, also attended the graduation ceremony.     The ceremony marked the graduation of 577 Party officials from the Central Party School and more than 2,600 graduates from the school's branches.     The Party School of the CPC Central Committee is the highest institution for training high- and middle-ranking party officials and Maxist theoreticians. The School's history dates back to the school of Marxism and Communism set up in March 1933.
