ALGIERS, Nov. 4 (Xinhua) -- Visiting top Chinese legislator Wu Bangguo held talks Wednesday with Abdelaziz Ziari, speaker of the Algerian National Assembly, on issues of common concern and they agreed to boost bilateral relations and cement cooperation between the two parliaments.     China and Algeria always handle the bilateral relations from a strategic perspective, said Wu, chairman of the Standing Committee of China's National People's Congress (NPC), highlighting that the relations have endured the test of time since the two countries established diplomatic relations 50 years ago.     Wu expressed his appreciation of Algeria's adherence to the one-China policy, noting that China respects the choice Algerian people have made on path to develop their own nation.     China feels satisfied with the current bilateral cooperation especially with the two-way collaboration at multilateral occasions on issues of UN reform, human rights and anti-terrorism, he said.     Wu offered a four-point proposal to promote China-Algeria relations: firstly, maintain high-level exchange and increase political mutual trust; secondly, expand the substantial cooperation especially in infrastructure, agriculture and energy for mutual benefit; thirdly, intensify the exchange on humanitarian issues to carry out the traditional friendship; and lastly, strengthen coordination with an aim to safeguard the common interests.     Ziari, for his part, called Wu's visit to Algeria "a big event "for the bilateral relations and "a symbol" marking a higher level of the inter-parliamentary cooperation.     The speaker agreed with Wu's views on the bilateral relations and recalled the fact that China was the first non-Arab country who recognized Algeria's independence and forged the diplomatic relations with it, while expressing his gratitude to China's assistance to Algeria's national development. Wu spoke highly of the bilateral relations, saying the ties between the two nations are "in their best time."     Wu said the good political relations should work effectively to promote the development of the trade cooperation, pledging that China would make concerted efforts with Algeria to step up cooperation with mutual benefit and give a fully play to the two business communities especially on some big projects which could help push forward the overall development. BEIJING, Oct. 18 (Xinhua) -- China's new rules on foreign media reflected the country's determination to carry on the policy of opening up to the outside world, a senior information official said here Saturday, hours after the issuing of the new rules.     Wang Chen said this in a ceremony for the establishment of "Israel Epstein Research Center" of Qinghua University.     Wang pointed out that the new rules draw on the experience of providing service and managerial assistance for foreign correspondents during Beijing Olympics, and they will make foreign correspondents reporting activities in China more convenient.     "Chinese government welcomes foreign media and reporters, and we hope more stories about the country will be told to the world. We will spare no effort to provide help and service to them," he said," meanwhile, we hope foreign media and reporters could abide by Chinese laws and professional morals, to report unbiasedly and justly, so to promote understanding and cooperation between China and the rest of the world."     According to the new rules, foreign reporters wishing to interview organizations or individuals in China no longer need to be received and accompanied by the Chinese organizations.     An item in the old version was also cancelled, which asked foreign reporters to get approval from the local government's foreign affairs department when they wanted to do reporting in the regions open to them.     Seymour Topping, a famous journalist from the United States and the former administrator of the Pulitzer Prizes, told Xinhua that the removal of the restrictions on foreign correspondents may mark an important progress of China,     China should learn to tolerate the judgement of the outside world, be it positive or negative. DESTROYER WUHAN, Dec. 30 (Xinhua) -- A Chinese naval fleet en route to the Gulf of Aden and waters off Somalia for an escort mission against pirates completed its first replenishment at sea Tuesday.     The fleet, two destroyers and a supply ship, has entered the Indian Ocean after a four-day voyage which set sail from China's southernmost island province of Hainan.     In the afternoon, the supply ship Weishanhu successfully refueled the two destroyers Wuhan and Haikou with several hundred tons of oil, an operation that an official for fleet support described as "highly efficient."     The fleet will cruise for about 10 days before arriving in the Gulf of Aden to join a multinational patrol in one of the world's busiest sea lanes endangered by surging piracy.     The recent pirate attack on a Chinese fishing vessel has raised great concern of the Chinese government and people. Statistics showed that some 1,265 Chinese commercial vessels have passed through the gulf so far this year and seven have been attacked.     The UN Security Council has adopted four resolutions calling on all countries and regions to help patrol the gulf and waters off Somalia since June. The latest resolution authorized countries to take all necessary measures in Somalia, including in its airspace to stop the pirates. BEIJING, Oct. 15 (Xinhua) -- China's senior political advisors convened here on Wednesday to discuss the new Party decision on rural reform and advice on the issue.     During the four-day third meeting of the Standing Committee of Chinese People's Political Consultative Conference (CPPCC) National Committee, political advisors were expected to carefully review the decision made at the third Plenary Session of the 17th Communist Party of China (CPC) Central Committee that closed on Sunday, said Jia Qinglin, the CPPCC National Committee chairman who presided over the meeting.     The CPPCC had made great efforts to study the issues of agriculture, rural development and improving farmers' life, he said. "We hope political advisors can present their findings, put forward proposals and contribute to the rural reform and development."
