SAN DIEGO (KGTV) - A San Diego man has been sentenced to more than six years in prison after pleading guilty to multiple gun charges in a Tucson, Arizona federal court.Joshua Pratchard came to the FBI's attention after a short-lived attempt to join what prosecutors call a border militia group in Arizona in January 2018. The group kicked Pratchard out after just a few days, saying he did not want to follow their rules, including repeatedly asking to get physical with detainees and demanding to put a silencer on his weapon. He was also deemed eager for confrontations with criminal bandits known as "rip crews" who seek to steal drug loads in the desert.Pratchard continued to be involved in activity in Arizona, leading to contact with a member of the group who was a FBI informant. Pratchard revealed that he manufactured and sold weapons. The informant reported this to the FBI, which led to an investigation. Eventually, Pratchard was arrested after selling firearms to the informant. A search of Pratchard's apartment in Pacific Beach led to the discovery of a "gun factory." Along with the machinery to build firearms and bullets, agents found four homemade guns and enough gunpowder for 9,000 rounds of ammunition.The FBI investigation also discovered Pratchard's criminal history, which includes a conviction for having ecstasy when he was serving in the Marine Corps, and a 2007 felony assault conviction.Although he has been sentenced on the gun charges, Pratchard's legal trouble may not be over. During the sentencing hearing, prosecutors made multiple references to a non-profit organization Pratchard ran in San Diego which could see fraud charges filed in the future. 10News uncovered Pratchard's involvement leading a charity known as "Second Chance Fields," which is dedicated to rebuilding or refurbishing athletic fields at San Diego schools. His website touts to significant projects, including renovation of the baseball field at Mission Bay High School and a large-scale renovation of football and lacrosse facilities at Del Norte High School. For the latter project, Pratchard recruited former San Diego Padres star Adrian Gonzalez, who appeared at a press conference with Pratchard at the school and whose foundation donated ,000, according to the Second Chance Fields website.10News asked the FBI if there was an investigation underway into Pratchard and Second Chance Fields. A spokesperson responded that the Bureau could not confirm nor deny an investigation. 10News also left a message for Pratchard's attorney in Tucson. She did not call back as of air time. 2603

SAN DIEGO (KGTV) – A man was shot and killed in the Midway District Sunday morning, leading to a standoff in North Park, and a suspect is still on the loose, according to police.San Diego Police responded after receiving reports of a shooting behind a 24 Hour Fitness near Kemper Street and Midway Drive around 11 a.m.After arriving, police found a 27-year-old white man dead at the scene. SAN DIEGO (KGTV) — A San Diego family is living in an empty home and says nearly everything they own is being held hostage by a moving company.They’re part of a growing group of people around the country who say they’re victims of a deceptive bait-and-switch operation. 10News has spoken to a representative of the moving company who denies wrongdoing.Over FaceTime, Brad and Vanessa Angle gave 10News a tour of their house in North Carolina. They recently moved there from their home in Poway. The family is sleeping on mattresses on the floor since their furniture and household items never arrived. The goal of relocating was to live a stress-free life, but the feeling of emptiness is driving them to tears.“It affects a lot it. It affects my daily life. I have to keep going, you know. I try to stand up every day for my kids. I have three kids that I have to be there for,” Vanessa said.What hurts the most is losing the memories. Her husband, Brad, says Titan Moving and Storage has the family’s irreplaceable belongings, like the photos and videos of their kids, and Vanessa’s wedding dress.On Titan Moving and Storage’s paperwork to the Angle family, it shows the company’s address is in Chantilly, Va.The Angles say the company had originally given them a binding estimate of ,300 with ,205 down. Yet after movers loaded everything up during the family’s moving day in July, the Angles say the movers claimed that the family had more items than what they were originally quoted for. The movers doubled the estimate.The Angles say the movers demanded a partial payment.“I think it was ,700-something dollars that we had to write a check for,” says Brad. He says his family was assured that any issues could be worked out with a company associate come Monday.Monday came and went. “[An associate] answered the phone on my first call and then immediately hung up and then wouldn't answer after that,” says Brad of his attempt to resolve the dispute with the company.The Angles stopped payment on the check and the situation went from bad to worse.The Federal Motor Carrier Safety Administration, or FMCSA, is the government agency that oversees interstate moving trucks. The agency reports that the carrier has never been authorized to move household goods. The FMCSA is currently investigating the carrier.This year alone, the FMCSA reports there have been 98 complaints filed against the carrier. Complaints have come in from customers like Chris Baumann in Florida. He says the company pulled a bait-and-switch operation on him.“If I didn't have a headset on, you'd hear this house echoing. It's empty,” he said over video chat about not receiving his belongings from the moving company.He and others say they had checked reviews before hiring the company. Titan Moving and Storage only has one star on Yelp, but there are other companies listed on Yelp with similar names and better reviews, causing confusion for customers. The Angles recently got what they call "hostage” photos from the carrier. They were sent pictures of their items that are being held at an undisclosed storage facility in California. The company tells us it won’t release anything until receiving a storage payment from the family.“They're trying to charge us over a thousand dollars a month for storage which is insane,” says Brad.Titan Moving and Storage’s website has been down for several days. A manager with the company told us they're not taking new customers. He declined a taped interview but acknowledged that the company does not have a license to move household goods.He claimed it was due to a “filing issue” and said the company works with licensed third-party movers. The FMCSA tells 10News that the company is still not authorized to use third-party movers for household goods. The manager also told us that the company tried to resolve the matter with the Angles last month by offering them a reduced moving fee.The Angles call that a lie.“I see it as a crime. They don't have a license,” adds Vanessa.According to the FMCSA, the FMCSA does not have the authority to resolve claims against a moving company. State law enforcement, transportation and consumer affairs agencies are responsible for pursuing suspected incidents of moving fraud and regulating the operations of intrastate moves.According to the California Department of Consumer Affairs, moving companies that operate within California are required to be licensed by the Bureau of Electronic and Appliance Repair, Home Furnishings and Thermal Insulation (BEARHFTI), part of the Department of Consumer Affairs.The BEARHFTI became the new licensing and regulatory home for household movers on July 1, 2018. The BEARHFTI is aware of the consumer complaints against Titan Moving and Storage but cannot comment specifically during the open investigation.A spokesperson tells 10News that the company is not licensed with the BEARHFTI.A sergeant with the San Diego County Sheriff’s Department tells 10News that its detectives are looking into the matter. 5031

SAN DIEGO (KGTV) -- A man who reportedly threatened to “kill all the gays and children” at the San Diego Pride parade was charged with three bank robberies after authorities linked him to both the threats and the robberies. According to authorities, Andre Lafayette Holmes was linked to three bank robberies in San Diego County spanning from 2016 to 2019 after reportedly making the threats against Pride. FBI agents identified Holmes following threats he made to Pride organizers on July 10, 2019, according to a news release from the U.S. Attorney’s office. In the first of two late-morning calls to organizers of the parade, the caller said: : “I think I’m going to have to kill all the gays and the children.” He then repeated, “I’m going to have to kill the f------ and children.” The employee asked, “Sir, what’s your name?” The caller replied: “I don’t like them” and “I hate the f------," the U.S. Attorney's office says. Authorities say he then hung up the phone before calling again about four minutes later, stating: “F--- Donald Trump. I hate Hillary. I hate f---. I’m going to shoot up the Pride event.” San Diego Police were able to track Holmes down near Miramar College using his cellphone. After searching his vehicle and home, investigators found evidence linking him to the bank robberies, including a semi-automatic pistol, a rubber “old man” mask, a large bag of cash and clothes believed to have been worn by the bank robber. Holmes is accused of robbing a US Bank on Campo Road in Spring Valley on November 4, 2016; Mission Federal Credit Union in San Diego on June 14, 2018, and California Bank and Trust on Fifth Avenue, also in San Diego, on June 28, 2019. SAN DIEGO (KGTV) - A man from El Salvador has been granted asylum in the United States after having been sent back to Mexico to await his trial.According to his attorney, Narciso Cruz, the man is only the second person to receive asylum who had been sent back to Mexico due to the Trump administration’s Migrant Protection Protocol (MPP.)“This individual is a bit of a rarity,” said Cruz, referring to his client’s success in court.But his story is not a rarity.Marcos fled violence in El Salvador and did no want to use his full name for this story, still fearing the gang he fled in El Salvador.“They’re a terrorist group,” said Marcos.He became targeted earlier this year after he tried to help his cousin who was being recruited by the gang. After he interfered, he started receiving death threats.“They will kill you and your entire family,” he said.He traveled to the United States, crossing the border on June 25 somewhere near Tecate.He said he wandered in the desert for five days before he was eventually picked up by Border Patrol agents and taken to a holding facility. Within a day he said he was sent back across the border to Mexico where he would wait for his case to be heard.The Trump Administration implemented the MPP in January. Despite some pushback from the courts, the policy, also called “remain in Mexico,” was allowed to go forward.As of September 1, the U.S government has sent 42,000 asylum seekers to Mexico, according to the Department of Homeland Security.As for Marcos, his case is not officially done yet. The government reserved its right to appeal the court’s decision. They have until October 25 to file an appeal. 1659
