SAN FRANCISCO (AP) — In his 20 years as a paramedic, Mickey Huber assisted in two emergency deliveries. But to him, the most memorable birth is the one that didn't happen on his watch.Huber was helping people evacuate from the terrifying wildfire that tore through the Northern California town of Paradise on Nov. 8 when he heard on the scanner about a pregnant woman going into premature labor.Anastasia Skinner's baby wasn't due for another month, but she began to feel contractions as she grabbed her mother's two dogs and raced to escape the fast-moving blaze. The flames had already hit her car by the time she fought the panic-driven traffic jam out of town and reached a gas station, honking the horn and screaming for help."I knew I wasn't going to make it," Skinner, 25, said during a phone interview on Friday. "I called my husband and told him goodbye, tell all the kids I love them and make sure they remember me."A motorcyclist who saw Skinner in distress flagged a police officer who helped her move to the back seat of her Honda Pilot. Several women who were stuck in the traffic jam brought her blankets and pillows, A retired fire chief came to her aid and someone requested a helicopter to airlift her to the hospital.Huber, the assistant chief of operations for Butte County Emergency Services, was two miles away but had to get through 30 minutes of gridlock to get to Skinner. When he arrived and evaluated her condition, he knew she couldn't wait much longer for a helicopter."The smoke was thick, and the winds were blowing. The helicopters were having a hard time fighting the fire let alone airlifting patients," Huber said.Because Skinner was having a high-risk pregnancy after suffering two miscarriages and other complications related to an inherited disorder, Huber said she may not have made it if she went into full-blown labor.He arranged a caravan that included three police vehicles to rush Skinner to an ambulance. Then he jumped in the back seat, where he kept her calm until she reached a hospital where her labor was stopped."He was sweet. He told me, 'I'm a guy. I don't know what this feels like for you, but I'll try to help you get you through it,' " Skinner said. "Then he would yell at people outside of the car, waving his hat and telling them to get out of the way.""My goal was to keep her breathing and get her down the hill," Huber said. "Two of my ambulance crews were trapped by the fire moments before I got to Anastasia so there was a lot of doubt, a lot of worry."Skinner said a doctor later told her smoke inhalation put her body under stress and triggered the contractions.On Dec. 12, more than a month after the fire began, Skinner gave birth via C-section to a full-term, healthy girl and named her after the man she believes saved her life."She's a blessing in every way including what happened at the Camp Fire," she said about her daughter, Zoele (rhymes with Noel) Mickey Skinner.Skinner and her husband, Daniel, have three other children, ages 8, 6 and 4.After getting Skinner to the ambulance, Huber helped with the mass evacuation until the next day. He said he was shocked and honored when he learned the baby was named after him."That day was full of a thousand different emotions but that is the strongest memory of the day for me," Huber said.More than 50,000 people in Paradise and the neighboring communities of Magalia and Concow were forced to quickly flee the towering, wind-driven flames that burned an area about the size of Chicago — 240 square miles (622 square kilometers) — and became the deadliest U.S. wildfire in at least a century. San Diego shipbuilder General Dynamics NASSCO has notified nearly 1,500 workers that they could be out of a job next month. The shipbuilder, however, says it anticipates letting go of closer to 350 workers. NASSCO says the layoffs are related to a dry dock accident in July that caused damaged to its facilities, although the workers union president says other factors are at play.“We are pursuing all available options to avoid or lessen the impact of these reductions and hope to increase our workforce as soon as possible to support work expected in 2019,” NASSCO president Kevin Graney said in a layoff notice to the state. Robert Godinez, who heads the Boilermakers Union Local 1998, said the number of potential layoffs is high because NASSCO uses an evaluation system to guide which workers it lays off. Those with the lowest evaluation are out first, and that can change with training.Godinez said he expects the layoffs to last about four to six months until NASSCO can fix its dry dock. "If they lay off 400, 500, 600, 700, that should cover that notification requirement," he said. The layoffs come after NASSCO held a large hiring fair in April, as it looked to add 800 to 1,000 new welders and shipbuilders.However, Godinez said the shipbuilder did not hire even close to that number. He said Navy repair work fizzled and that a construction project got set back. Additionally, a union newsletter mailed before the accident reported 48 workers had been laid off - a number too low to trigger a WARN public notice. “People weren't ready for this, they weren't ready for the layoff,” Godinez said. “They were walking into the shipyard, they were watching these humongous banners that they’re going to be hiring like crazy and everyone’s on the upswing, and all of a sudden the layoffs start.”At the time of the accident, the fire department said a barrier that keeps water from going into the ship collapsed, leading to a flood. No one was hurt. Godinez said 4 million gallons of water rushed in and hit a 70,000 ton ship. SAN DIEGO (KGTV)-- It's been more than a year since the first legal cannabis transaction took place in the City of San Diego. Marijuana industry professionals gave members of the City Council an update on revenue, but also pushed for updated laws.The City if San Diego found out that going green generated green. It's the culmination of a 5% tax from the 14 legal pot shops within the city in 2018.Dallin Young with the Association of Cannabis professionals also updated Council members that crime numbers around marijuana establishments are close to none. However, Young also expressed the industry's hopes for updated city rules. He said the permits are a massive hurdle for pot shop operators. As it stands now, both public retailers and harvesting facilities are only permitted in areas one thousand feet from parks, schools, and churches, 100 feet away from residential areas, and they must be in industrial zones. “Those properties are a little more expensive, they’re off the beaten path, and there are not many available," Young said. Because of these strict rules, Young said future operators struggle to open. More people are applying for permits than what the city has made available. He said the supply and demand for marijuana facilities in the city of San Diego do not align. “We’re just asking for this business and industry to be treated like any other business when it comes to commercial sales," Young said.The industry is also asking the city to consider a place for customers to use their products. Now, people can only smoke pot products if they own their home, or if their lease allows for pot smoking. That is why Young is suggesting the city to approve the opening of a pot version of a hookah bar.“[We are asking for] Consumption at these retail locations or a separate use like a cigar bar or more like a tasting room for a brewery,” Young said.Lastly, Young is hoping the city extends the operating hours for pot shops to match the State's. Currently, the city only allows pot shops to operate between 7 am and 9 pm. The State of California allows for sales between 6 am and 9 pm.“We want to make sure that this industry is thriving and it does well. So if it’s one extra hour, that’d be great," Young said. Young understands that changing rules for a new industry is not easy. SAN FRANCISCO (AP) — California voters approved a measure Tuesday requiring all eggs sold in the state come from cage-free hens by 2022.Proposition 12 led with 59 percent of the vote with nearly 4 million ballots counted.Supporters say the measure is a step toward more humane farming practices, while opponents say it doesn't go far enough.The measure sets new minimum requirements on the sizes of pens that farmers use to house breeding pigs and calves raised for veal, and it bans sales in California of products from hens, calves and pigs raised in other states that do not meet California's standards.Dubbed the Prevention of Cruelty to Farm Animals Act, Proposition 12 builds on an earlier ballot measure, Proposition 2, that passed in 2008 and banned keeping hens, calves and pigs in tiny cages so cramped they couldn't stand up, lie down or turn around.That measure took effect in 2015 but lacked specific size requirements and did not apply to out-of-state farmers whose products were sold in California.Proposition 12 specifies how much floor space farmers need to give each animal.The measure was sponsored and financed by the Humane Society of the United States, which also backed Proposition 2 and says the upgrade will strengthen the earlier measure and restore California as a leader in the ethical treatment of farm animals.A decade ago, Proposition 2 was the furthest-reaching law for farm animals in the country. Since then a dozen states have banned or restricted confinement for at least one farm animal.
