SAN DIEGO (KGTV) — A scenario study on a 6.9-magnitude earthquake on the Rose Canyon fault zone paints a bleak picture, saying the San Diego region could suffer "devastating consequences."The San Diego Earthquake Planning Scenario report examines the possible outcome of such an earthquake on the Rose Canyon fault line, which runs through the heart of downtown San Diego. "Additionally, the earthquake will damage a large percentage of the housing stock in the San Diego region, further exacerbating housing affordability issues particularly for more vulnerable populations such as low income residents."While the report is not a precise look at San Diego's seismic history or forecast of its future, it believes a 6.9M earthquake could potentially cause several scenarios: billion in damages, in which 120,000 buildings would suffer moderate to complete damage, 8,000 buildings would be beyond repair, and 36,000 households would be displaced;Many older and more vulnerable buildings, including key City of San Diego buildings, could be severely damaged and suffer from partial to total collapse;Coastal communities, stretching from La Jolla to Silver Strand, could be cut off from nearly all lifeline utilities and services, with some basic services being out for months; andLoss of water pressure to certain communities could also impact response to any fires; andInterstate 5 corridor would also be severely impacted, as potential roadway and bridge failures could present more challenges for first responders and residents"Community and economic activity could be disrupted for years until the region’s housing stock, commercial and government facilities, and infrastructure are repaired or replaced," the report said.RELATED: San Diego urged to make water line improvements ahead of future earthquakesBased on its findings, the report recommended several steps moving forward to prepare San Diego for seismic activity, including:A county-wide study of earthquake hazards;Formation of a "seismic resilience" group to identify mitigation actions, priorities, and funding;Local jurisdictions should compile vulnerable structures and develop a way to retrofit them;Various agencies — including wasterwater utilities and emergency management agencies — identify and prioritize investments into needed upgrades; andUpdates to emergency response plans for local jurisdictions and increase public awareness Ideally, the study envisions the San Diego region being retrofitted and ready for a major earthquake by 2050."With a better understanding of the severity of damage, challenges for repair, and the interconnectedness of structures and their lifelines, communities can take mitigation measures to aid in reducing the potential impacts to life and property and societal disruption in the region following future earthquakes. SAN DIEGO (KGTV) — After San Diego leaders passed an ordinance allowing people to sleep in their vehicles, a group of critics say they're ready to camp in front of the Mayor’s house to reverse course or address the matter another way."I don’t think they realize that vehicle habitations were the beach community’s biggest problem,” said Racheal Allen, who's a part of the coalition opposed to vehicle habitations on residential streets. The new coalition is fighting against the City Council’s decision to repeal a decades-old ordinance that had prohibited people from living in vehicles on city streets. Now that it’s legal again the group says vans and RVs are creating homeless camps in their neighborhoods.RELATED: Allowing homeless to live in vehicles is causing problems, residents say“We have literally witnessed buckets of waste being thrown out of some of these vehicles," Allen said. "I’ve seen drug dealing out of some of the vehicles, we’ve seen bike chop shops operating."All of this, just in the month that living in vehicles has been legal again. And the coalition has been hounding the Mayor’s office to change it. SAN DIEGO (KGTV) - A senior "hero" leapt into action when she saw a man snatching a neighbor's package in the La Jolla area.On a quiet afternoon last week, Gillian Ackland was in her living room when she saw an unfamiliar white car park right in her cul-de-sac off Colima Street in Bird Rock."It felt kind of strange," said Ackland.Next door was a big package sitting outside her neighbor's door.MAP: Track crime happening in your neighborhood"The car suddenly starts backing up diagonally. I realize he's going for the package, and I run out the front door, saw him with the package and ran to his side of the car," said Ackland.Her neighbor's Ring camera captured it all. In the video, a man is seen walking up to the door, grabbing the big package and a smaller one. As he starts running to his car, so does Ackland, who yells, "That's not yours!" three times.He shoves the package in the back seat, but the door didn't fully close."There was adrenaline going," said Ackland.Ackland sensed her chance."I knew I had a few seconds and I could do something - and I did it," said Ackland.She opened the back door and tried to pull the package out. The package starts to fall out, but not far enough, as the car drives off. Ackland has no regrets."The injustice of all kept me going. I just felt it's not right, and I just thought I could get the package away from him," said Ackland.Another neighbor took a photo of the car showing an Uber sticker on the front windshield. Inside the package was a side table. She says the neighbor missing the package thanked her profusely. He told 10News she is a "superhero neighbor.""It's actually a little embarrassing," said Ackland.The video was shared on the "Neighbors by Ring" app."It's important that neighbors look out for each other. SAN DIEGO (KGTV) - A woman struck by a hit-and-run driver on a Logan Heights street suffered life-threatening injuries Friday, San Diego Police said. The crash happened about 11 a.m. in the 700 block of Cesar Chavez Parkway at Kearney Avenue. A white Ford F-150 pickup truck was driving west and struck a woman also heading west on the north sidewalk, police said. The truck made a right turn onto Kearney Avenue and struck the woman. The driver did not stop to help the woman and continued north on Kearney Avenue, according to investigators. The 52-year-old victim suffered major head trauma. Police said the truck had a tinted back window and a white California sticker. Anyone with information can call the San Diego Police Department. 747

SAN DIEGO (KGTV) -- A stolen cello worth 0,000 has been reunited with its owner. "I was driving home from downtown and I saw it. It was on C and 7th where the mailbox is at and I thought, well this is really weird. And then I got out and I knew what it was right away, so I took it," said Tony Cozano, who found the instrument. The instrument was returned to its owner, John Walz Monday. Walz is the principal cellist for the Los Angeles Opera and has played on more than 1,500 film scores from Titanic to Indiana Jones, even the new Star Wars films. RELATED: Police searching for person who reportedly stole 0,000 cello"I walked in to the house and just burst into tears. It's in perfect shape. There's no damage to it. Happy ending," said Walz in describing being reunited with the instrument. According to police, the cello was stolen on August 8 between 8 and 10 p.m. at the Town and Country Hotel on the 500 block of Hotel Circle North. In a news release, police said someone broke into the hotel room when Walz was away and stole several items. The cello was made by Mario Miralles and is valued at 0,000.  1174
