NEW YORK (AP) — Pacific Gas & Electric says its equipment may have ignited the 2018 Camp Fire, which killed 86 people and destroyed an entire town in Northern California.The embattled utility, which filed for bankruptcy protection in January, said Thursday it's taking a .5 billion charge for claims connected to the Camp Fire in its fourth quarter earnings.The cause of the Camp Fire, the deadliest in California history, is still under investigation. But firefighters located the start of the fire near a tower on PG&E's Caribou-Palermo transmission line. PG&E says that transmission line lost power right before the fire and was later found to be damaged."We recognize that more must be done to adapt to and address the increasing threat of wildfires and extreme weather in order to keep our customers and communities safe," said John Simon, interim CEO of PG&E, in a statement. "We are taking action now on important safety and maintenance measures identified through our accelerated and enhanced safety inspections and will continue to keep our regulators, customers and investors informed of our efforts."PG&E also recorded a new billion charge related to the 2017 wildfires in Northern California, saying it still estimates it is facing wildfire liabilities in excess of billion.Citing extraordinary challenges from wildfires, PG&E's management concluded the circumstances "raise substantial doubt about PG&E Corporation's and the Utility's ability to continue as going concerns."PG&E also said there was an outage and downed wires in another location, called Big Bend, that morning. NEW YORK CITY — The co-owner of a Staten Island bar that continues to flout local coronavirus restrictions was arrested again early Sunday morning after allegedly hitting a sheriff's deputy with his vehicle, officials said.After a night of surveillance at Mac's Public House, two uniformed deputy sheriffs approached Daniel Presti, 34, just after midnight to place him under arrest, but he ran from the officers, got into his vehicle and began to drive away, according to the sheriff's office.Presti allegedly drove into one of the uniformed deputies, officials said. The deputy was thrown onto the hood of the vehicle and Presti reportedly continued to drive down South Railroad Avenue with the injured deputy still clinging to the hood of the car.,Presti drove about 100 yards before stopping his vehicle, officials said. He was arrested and taken to a police precinct, where he is expected to be charged.The deputy sheriff who was struck by the vehicle was taken to Staten Island University Hospital for treatment, officials said.The car crash was the latest incident surrounding the controversial Staten Island bar — which has garnered national attention and was even spoofed on Saturday Night Live over the weekend.Presti was also taken into custody by deputy sheriffs on Tuesday after an investigation revealed the bar was offering indoor dining and defying several other coronavirus restrictions despite rising infection rates in the area. Staten Island has the highest COVID-19 positivity rate in New York.Bars and restaurants in state-designated "orange" microcluster zones are only allowed to offer takeout and outdoor dining, with a four-person maximum per table.Despite Presti's initial arrest and the loss of the the bar's liquor license, Mac's Public House opened its doors to indoor diners again this weekend, according to the sheriff's office.On Saturday night, deputy sheriffs reported witnessing dozens of people entering and exiting a neighboring commercial space to access the back door of the bar.According to the sheriff's office, food and alcohol were being served to unmasked and standing patrons in exchange for "monetary donations."Following Presti's arrest Saturday night, Mac's Public House said on Facebook that the restaurant would remain open."We will not back down! You have not scared us!! New plans for student loan debt forgiveness are being proposed as President-elect Joe Biden prepares to take office in just a few weeks. Many of those with student loans, as well as many economists, are hopeful some form of student loan debt forgiveness will pass.“I think it is one of the most accessible ways President-elect Joe Biden has to stimulate the economy,” said Suzanne Kahn, director of education, jobs, and worker power at the Roosevelt Institute in New York.In an interview covering the possible benefits of student loan debt forgiveness, Kahn explained the two ways in which the Biden can get the debt forgiven. One, he can push for Congress to include this debt relief in the next stimulus package, or two, he can take executive action. Either option could eliminate student loan debt for roughly 15 million borrowers and reduce the debt of another 30 million Americans.The president-elect is currently focused on pushing for ,000 to be forgiven in the next stimulus bill and has not said if he would actually consider executive action. However, he has also not refuted that option either.The latter option is certainly the more controversial way to get this debt forgiven, although many Democrats argue it is still legal and fully within a president’s power to do so. Many high-ranking Democrats in Congress explain Biden would have the authority to do this through the Higher Education Act.Experts like Kahn believe it is more likely that Congress will not agree on any amount of student loan debt forgiveness and Biden will take executive action.“I think that it is through executive action, or at least the first movement we see around it will be executive action,” said Kahn. “That really is because the federal government owes 95 percent of student debt, and the Secretary of Education has the ability to cancel it.”“My stance is that it is not inevitable,” said Neal McClusky, director of the Center for Educational Freedom at the Cato Institute.McClusky believes a third option is that no form of student loan debt forgiveness is passed, while he concedes there is a chance that Biden could issue an executive order forgiving student loan forgiveness. However, he also points out that option could be challenged in the courts with some questioning his authority through the Higher Education Act.“There seems to be straws that he can grab and say, ‘Look, this gives me the authority to just write off this debt.’ Other people say it is not clear in the law that he can do that,” said McClusky. “So, what would be the most likely outcome is that he would try. If he were to try and cancel student loan debt through executive action, it would end up in court and would be a pretty long court battle.”So, at the end of the day, where do we really stand with student loan debt forgiveness? The consensus is that it is more likely than ever before that some form of student loan debt will be forgiven, but we’re still nowhere close to a guarantee that will actually happen anytime soon.“I don’t think it is inevitable, but I do think it is important that it is on the table,” said Kahn. 3115

NEW YORK — Each year, twin towers of light shine into the night sky over Manhattan in honor of the thousands killed during the terrorist attack on Sept. 11, but the sky will be a little darker this year.The 'Tribute in Light' was canceled because of concerns over the coronavirus pandemic, 9/11 Memorial and Museum spokesman Michael Frazier said. The annual reading of the names was also recently canceled.“The world’s beloved twin beams of light regrettably will not shine over lower Manhattan as part of this year's tributes to commemorate 9/11," Frazier said.
