SAN DIEGO (KGTV) — Several recent storms to hit the San Diego County region could spell disaster for erosion prone areas of the coast and inland valleys.Rainfall running over coastal bluffs with a history of erosion could increase the likelihood of future erosions along our shores. Adam Young, a scientist with Scripps Institution of Oceanography San Diego, says an active season already could led to more crumbling of local cliff sides following heavy showers."Pretty much whenever you have a new rainfall event, you'll pretty much see a new landslide ... The more rain we get, the more landslides," Young says. As waves erode the bottom of cliffs, rainfall running over the top can create more stress and instability, Young added."As long as waves are hitting the cliff, they're going to keep falling down," Young said. "At the beach, waves and rain work together to speed up the process."This month, Scripps researchers were surveying a Del Mar cliffside when a 55-foot-wide slab crumbled before their eyes — and on video."it's almost certain that landslide was caused by that rainfall," Young said refering to recent rains. "The state we're in now is because we had a bunch of rain. Any extra rain is a problem."RELATED: Researchers tracking crumbling Del Mar bluffsAt the beach, minerals in the cliff soak up water like a sponge, says San Diego State University Professor Emeritus Pat Abbott. Rainfall slowly moves through rocks, increasing the weight of the cliff and sapping its strength — until gravity takes over."That water is very slowly flowing through there," Abbott said of San Diego's coastal bluffs. "After the rain stops, several weeks later we'll be back to before the rain started. We're definitely not over."That's not to say inland bluffs aren't at risk. While rainfall helps speed up the process at the coast alongside waves, the risk remains further into the county as well.Inland, the minerals actually swell as it absorbs water, Abbott said, becoming heavy until, once again, gravity grabs hold.RELATED: Devastating 'ARk' storm envisioned for California by U.S. Geological Survey"When we go inland, we're talking about clay minerals. Think about a regular old book. If you took a paper book and dumped it in water, it would swell," Abbot said. "[Inland minerals] actually take the water inside their structure and swell ... they lose strength."Abbott pointed to San Diego's 1982-83 El Ni?o, which caused major destruction to inland communities as well as coastal communities."[There's a] high probability that these cliff collapses will continue at least through the rainy season," Abbott says. "We're getting to the place that it wouldn't be a surprise if we had inland landslides that affect homes." 2944

SAN DIEGO (KGTV) — San Diego Police say the man shot in an officer-involved shooting downtown last weekend has died from his injuries.Leonardo Hurtado Ibarra, 25, died of his injuries at the hospital on Monday just before 10:30 p.m., SDPD said Tuesday.On Saturday, two officers in the area of 1200 6th Avenue saw Ibarra leaving a building and recognized him from a recent wanted flier regarding a robbery, according to SDPD. Police say the officers attempted to stop and talk with Ibarra but he began to walk away.RELATED: SDPD release surveillance video, body cam footage from officer-involved shooting in Downtown San DiegoPolice say Ibarra dropped the items he was carrying and "reached into his waistband." He drew an object and pointed it at an officer, prompting both officers to fire their service weapons, police added."He produced a handgun and then pointed it at the officers," said SDPD Capt. Rich Freedman over the weekend. "For fear that they were going to be shot, the officers return fire."Ibarra was hit at least once. He was taken to a nearby hospital where he underwent surgery and was placed in the ICU with life-threatening injuries.A loaded revolver wrapped in a bandana was recovered at the scene, but police have not determined if Ibarra fired the weapon at officers.The two officers involved, identified as Jonathon Lucas and Tevar Zaki, were not injured. Both officers have been with SDPD for about four years, according to the department. Footage from a smart street light overhead and a nearby security camera were also released to the public.After SDPD's homicide unit completes its investigation, the case will be reviewed by the county District Attorney's Office to determine if the officers are subject to any criminal liability, according to police.If any policy violations are discovered, the Internal Affairs Unit will conduct an investigation.SDPD says the Shooting Review Board will evaluate the tactics used by the officers. The Community Review Board on Police Practices will also review the incident and give any recommendations.The Federal Bureau of Investigations and U.S. Attorney's Office will monitor the investigations, police added.San Diego Police could not comment further while the investigation is ongoing. 2507

SAN DIEGO (KGTV) — San Diego's shifting real-estate market could mean new opportunities for entry-level home buyers.A new study from realestate.com says the rate of appreciation for homes at the lower third of the price range are appreciating at 2.2 percent annually. That's a large drop off from the 10.4 percent price growth those homes saw from 2017 to 2018. “Those homes, priced in the bottom third of the market, have been appreciating the fastest and have seen the least inventory in recent years and price cuts are becoming more common as the balance between buyers and sellers is trending toward evening out," said Skylar Olsen, director of economic research for Zillow Group, which owns realestate.com "That’s not a huge surprise, as annual home-value appreciation has been well above historic norms for some time, and was due to slow back toward normal.”The typical entry level home in San Diego County is now worth 4,500. That's still a hefty price for San Diego renters who are paying an average of about ,000 a month and struggling to save for a down payment. Still, down payment assistance programs are available through the County and San Diego Housing Commission. Additionally, potential buyers can qualify for an F.H.A. loan with as little as 3.5 percent down. And Veterans can buy homes with nothing down through a V.A. loan. Carlos Espinoza and his wife Esther are buying a two-bedroom condo in Rancho Penasquitos for 9,000, the full asking price. They put 12 percent down, which they accumulated by increasing contributions to Carlos's 401(K), then borrowing from that fund. "Save as much as you can, even though sometimes you may feel like it's not enough," Carlos said. "The American Dream is alive again."Rich Kushner, a realtor with Burke Real Estate Consultants, said the most important thing an entry level buyer can do is get pre-approved for a loan. That will cause a seller to take an offer more seriously."Everything's negotiable when you write a contract, but you're going to have a stronger offer if you have a pre-approval letter," Kushner said. Realestate.com says inventory of entry level homes is up 21 percent annually in San Diego. Still, challenges remain. SAN DIEGO (KGTV) — San Diego Zoo biologists are part of a team of researchers that have rescued the last remaining southwestern pond turtles from an area ravaged by the Bobcat Fire.The researchers spend the last couple of weeks finding and recovering the reptiles from the San Gabriel Mountains. The area, which was scorched by the Bobcat Fire, from Sept. 6 until early November, is now at risk of mudslides and debris flows from rain, which could impact the turtles."Our role as conservationists is to provide refuge and care for wildlife in trouble," said Kim Gray, curator of herpetology and ichthyology, San Diego Zoo Global. "We are happy to make a home for these pond turtles until their home in the mountains can be made safe for them and their offspring."The southwestern pond turtle is now rare in Southern California and faces risks to its survival, including habitat loss, invasive nonnative predators and competitors.Over the two weeks, researchers rescued eight southwestern pond turtles. The turtles will be cared for at the San Diego Zoo until their habitat is made after this year’s rainy season. When their habitat is secure, they will be returned. 1173
