Voters in Maine are trying out a new election system this year.“It is going to be used this fall for the first time in the presidential race, and that was a focus of a series of court challenges that went back and forth up though just a few weeks ago before it was finally determined, yes it will be used in the presidential race,” said Mark Brewer, Professor of Political Science at the University of Maine.What is ranked-choice voting? And how does it differ from how you fill out the more traditional “choose one,” or plurality, ballot design?“Normally you'll have a grid of candidates, all the candidate names on the left side and all of your choice columns along the top,” said Chris Hughes with the Ranked Choice Voting Resource Center. “Once we get everybody's ballots in, you count up all the first choices. If anyone has the majority, they get 50% of all those first choices, then that person is the winner.”However, if no candidate gets 50%, “you eliminate whoever has the fewest first choices and count the second choices on those ballots instead,” Hughes said.Ranked-choice voting has already been used for some local elections in states like California.“The big surge we’ve seen in the last 20 years started in San Francisco. San Francisco adopted ranked-choice voting in 2002 to eliminate their run off elections. Now they have a single general election,” Hughes said. “The last 20 years we’ve seen this huge growth, even between 2016 and 2020 we’ve seen five more cities adopt ranked-choice voting.”Why is Maine making the change now, in the brink of a critical presidential race? It’s a decision that was made four years ago. In 2016, the Ranked Choice Voting Act was passed by Maine voters, which meant ranked-choice voting would be used in certain statewide elections going forward.However, with every type of voting -- and there are many methods -- there are pros and cons.“In simpler elections ranked choice voting is probably going to do a decent job. But in more complicated elections where there are a bunch of candidates and it’s a tight race you run more of a risk of anomalies occurring,” said Aaron Hamlin with The Center for Election Science.What does this voting method mean for Maine, and the U.S. as a whole this election?“Ranked choice is going to come into play in the United States Senate race here in Maine,” Brewer said.“It’s not inconceivable that the Maine Senate race ends up deciding control of the U.S. Senate, and we're not going to know the outcome of the Maine Senate rate on election night. I can't imagine we will. (KGTV) -- California could become the first state in the nation to use recycled plastic as part of its roads and freeways.The state Senate unanimously passed SB 1238, which directs Caltrans to study the use of plastics in asphalt for construction, or repair of a state highway or road."There's no other state in the nation that has more paved roads in California," said Sen. Ben Hueso, who wrote the bill. "So, imagine if California developed the use for a product that it's abundant in … This would be a game changer. This would be a great way to reuse plastic.”That's especially important now, as China has stopped buying recycled materials from the U.S. Prior to 2018, California sent 2/3 of its recyclable materials to China, which has since banned all plastic trash imports.Now, instead of going into the landfill, it could go into California’s roads."It would help create jobs in our state. It would help a local contractor that we have in our county, it would help improve the sturdiness of our roads and reduce the maintenance of our roads," said Hueso.Hueso said he got the idea from a group of students at Bonita Vista High School in Chula Vista. He met with their Progressive Club and Green Club, challenging them to find solutions.The students introduced Hueso to MacReber Southern California, a Vista company that takes plastic and prepares it to be used in asphalt."It makes too much sense not to do," said MacReber CEO Rebeca Sparks. "With this technology, we can truly offset our footprint, and not only offset it but be do more than that to be plastic positive."MacReber takes plastic out of the recycling and landfill chain, and then processes it. The company then sells the plastic to asphalt companies. They use the plastic mix instead of oil when making asphalt.MacReber said in addition to being more environmentally friendly, it also creates a stronger, sturdier road."It's going to look feel and move the same as a traditional asphalt," said MacReber President Chris Sparks. "But our product lends to a stronger, longer lasting asphalt road."Hueso said finding a use like this for all of the plastic waste produced in California is vital to the environment, especially now that China has stopped buying the state's plastic waste.The bill still has to get approval from the state Assembly, and then it would need the governor’s signature to become law.After that, Caltrans would be responsible for studying and implementing the idea. 2478

VIRGINIA BEACH, Va.— The new virtual school year comes with challenges for many students, but one nonprofit is teaming up with a Virginia Beach business to help give kids the space they need to succeed.“When children have a place to sit down and learn, they’re going to do much better,” said George Melnyk Jr., President of Premier Millwork and Lumber Company.Melnyk’s wife, Kim, is a Virginia Beach School Board member. They decided to take on a project to make desks for CHIP, a child readiness non-profit advocacy program.“They’re going primarily to low-income homes, kids that just need a desk,” said Trish O’Brien, President of CHIP of South Hampton Roads.Machines and manpower are churning out the pieces that will become desks for hundreds of CHIP families.There’s no hardware, no tools, just four pieces that easily interlock in under a minute to create a temporary space that a child can call their own at no cost to mom and dad.“At the end of the day, they can disassemble them, slide them under the couch, stick them in the closet, put them away for the weekend, and then the next day, put them back together and be ready to work,” said Melnyk.Each desk cost .50 to build thanks to employees who are donating their time to keep labor costs at zero.Last Saturday, the crew built 110 desks. VISTA, Calif. (KGTV) -- The San Diego Sheriff's Department is reviewing the actions of several deputies after a witness posted a controversial video on Facebook.The video shows two deputies walking a man in handcuffs just before they slam his head into a fence. Later in the video, they can be seen smacking another man in the head who is already down on the ground in handcuffs.The woman who shared the video on Facebook claims they deputies used excessive force and wants justice for the two men. A Sheriff's spokesman says the video was taken on Monday morning when deputies were responding to a domestic violence call at a Vista apartment complex.When deputies arrived the suspect was wielding a weapon and holding someone against their will, the spokesman said. During the arrest, other parties fought with the deputies. The spokesperson says the department is reviewing the body camera footage and the cell phone video.10News visited the scene of the arrests. WASHINGTON — The International Monetary Fund has sharply lowered its forecast for global growth this year because it envisions far more severe economic damage from the coronavirus than it did just two months ago. The IMF predicts that the global economy will shrink 4.9% this year, significantly worse than the 3% drop it had estimated in its previous report in April.
