MOSCOW, Aug. 7 (Xinhua) -- A state of emergency has been imposed in a district in the Krasnodar Region in south Russia amid an out break of the African swine fever, the regional emergencies center said on Sunday.The emergencies center told local reporters that the African swine fever virus (ASFV) was found in a private farm where 15 pigs died of the disease, but the source of the infection is still unclear.Local authorities said some 12,000 pigs in and around the Krylovskaya village, some three km away from the private farm, are being culled, 50 of which have already died of the ASFV in recent days.In April, the regional emergencies has temporarily declared a state of emergency in the Labinsky district in the region, as the ASFV was found at a livestock farm. 85 pigs were culled at the farm.

KATHMANDU, Aug. 7 (Xinhua) -- Ban on smoking in public places will be enforced from Sunday with the Tobacco Control and Regulatory Act-2010 coming into effect.Those smoking in public places will be fined and civil servants will be liable to departmental action.Government offices, corporations, educational institutions, libraries, airports, public vehicles, orphanages, childcare centres, cinema halls, homes for the elderly, cultural centres, children's gardens, hotels, restaurants, resorts, girls' and boys' hostels, department stores, religious sites and industries have been designated no-smoking zones.Health Secretary Sudha Sharma said mass awareness campaign highlighting punishment will be carried out. She also said an inter-ministerial coordinating committee has been formed to enforce the law to ensure people's right to health. Pasting no- smoking notices at every public place will be mandatory.According to The Himalayan Times daily, the ban covers sale of tobacco products and single sticks within a 100-meter radius of educational and health institutions, children's homes, child care centers and home for elders.Anyone selling tobacco products to persons under the age of 18 years and pregnant women will be fined.The Act also prohibits advertising and sponsoring programs in the name of tobacco-related products through media. Offenders will be fined.The government's mass awareness campaign will cover the entire country to ensure effective implementation of the Act.

SUVA, Sept. 21 (Xinhua) -- The Secretariat of the Pacific Community (SPC) stressed on Wednesday that sustainable use and management of forests and tree resources will remain its important focus for the foreseeable future.Sairusi Bulai, a forestry team coordinator of SPC's Land Resources Division (LRD) told a regional workshop currently underway in Fiji's western tourist city of Nadi that "our main issue was and continues to be the lack of adequate resources to enable countries to effectively implement sustainable forest management.""Therefore, we are very fortunate that we have this opportunity to discuss findings and recommendations of the mission, which the UN-REDD Program has undertaken in the Pacific earlier this year," he added.REDD+ is a new international mechanism to compensate developing countries for reducing their rate of deforestation and forest degradation and increasing their carbon stocks.Developing countries participate on a voluntary basis. They provide technical and financial assistance to enable eligible countries to meet the requirements for future participation. BERLIN, June 5 (Xinhua) -- German authority said on Sunday that bean sprouts might be the "most convincing" source for the E. coli outbreak which has killed 22 people and infected more than 2,000 in the Europe.Gert Lindemann, Agriculture Minister of the state Lower Saxony, told reporters in a press conference that restaurants and food outlets where the cases of E. coli had been reported all had received shipments of the particular bean sprouts.A related company in the Uelzen region has been shut down and its products have been recalled, he said."It is the most convincing... source for the E. coli outbreak," Lindemann said. Although a conclusive laboratory analysis will not come out until Monday, current indications were strong enough to issue a public warning, he said.Authorities have been racing to track down the source of the pathogen since the outbreak, which has infected people in 12 countries - all of whom had once traveled in northern Germany. More than 600 of those infected have developed Hemolytic Uremic Syndrome (HUS), a potentially deadly complication attacking the kidneys.The source of E.coli was first thought to be the cucumbers from Spain, which has caused huge loses for Spain farmers. However, this conclusion was overthrown by Laboratory tests in Hamburg on Tuesday.
