Europe is proposing a ban on single-use plastic items such as cutlery, straws?and cotton buds in a bid to clean up the oceans.The European Commission wants to ban 10 items that make up 70% of all litter in EU waters and on beaches. The list also includes plastic plates and drink stirrers.The draft rules were unveiled Monday but need the approval of all EU member states and the European Parliament. It could take three or four years for the rules to come into force.The legislation is not just about banning plastic products. It also wants to make plastic producers bear the cost of waste management and cleanup efforts, and it proposes that EU states must collect 90% of single-use plastic bottles by 2025 through new recycling programs.The European Commission estimates that these rules, once fully implemented in 2030, could cost businesses over €3 billion (.5 billion) per year. But they could also save consumers about €6.5 billion (.6 billion) per year, create 30,000 jobs, and avoid €22 billion (.6 billion) in environmental damage and cleanup costs.The Rethink Plastic Alliance -- an association of environmental organizations -- called the proposals "a leap forward in tackling plastic pollution" but criticized some perceived shortcomings.The proposals do not set targets for EU countries to reduce the use of plastic cups and food containers, it said."This could result in countries claiming they are taking the necessary steps as long as any reduction is achieved, regardless of how small," the alliance said in a statement.The proposal also faced criticism from the plastics industry.Plastics Europe, which represents manufacturers, said it supported the "overarching objective" of the proposal but said there must be more resources dedicated to "waste management" to ensure better collection of used plastic."Plastic product bans are not the solution," it said in a statement, and noted that "alternative products may not be more sustainable."On a global basis, only 14% of plastic is collected for recycling. ESCONDIDO, Calif. (KGTV) - The Old Palomar Hospital on the eastern edge of downtown Escondido could be redeveloped into hundreds of new homes and thousands of square feet of commercial, recreational and office space.In a letter to the city, developer Integral Communities says it wants to turn the site into a 450 homes, and 5,500 square feet of commercial spaces. The project could serve as a new gateway to downtown and add some much needed foot-traffic to Grand Avenue. Some businesses were closed Wednesday despite this being the midst of holiday shopping season. Beth Stevens, who owns the Vinklectic boutique on Grand Avenue, said she would welcome the project and the crowds it could bring. "I think new development is a good thing for everyone," Stevens said. Other business owners, however, said they are concerned about the project's increased traffic. But Rorie Johnston, who heads the Escondido Chamber of Commerce, said downtown needs to become more walkable. "The more you can slow people down, the more you can keep people in an area longer, the more possibility you have to engage with them," she said. Integral reached a deal with Palomar in February to buy the site for million. Palomar moved most of its services to its new hospital in west Escondido in 2012, making the older hospital available. It still offers cancer treatments, mental health services, and has office facilities at the downtown site. A hospital spokesman says it expects to stay in the downtown location through March 2020. ENCINITAS, Calif. (KGTV) - A North County woman says she was scammed at a gas station by a performance 'worthy of an Oscar.'"We pull in and my husbands about to pump in the gas," said Alice. An ordinary trip to fill up turned eventful last month at the Shell gas station on Santa Fe Drive. "I see a man pull up in a black SUV, brand new and shiny," said Alice. Alice says a man in his 30s got out of the GMC Yukon and approached them."He was in head-to-toe designer clothes," said Alice. In the backseat was a well-dressed woman and a little girl."He says, 'Excuse me, Sir. I'm here vacationing from Dubai with my family and my wallet was stolen,'" said Alice. The man asked for some money for gas and then took out a ring."Here, take my ring. It's worth 0. I have money and plenty of jewelry at home. I just need money for gas and food," said Alice.Alice told the man to keep the ring and then had her husband put in on a pump with their credit card."I believed their story ... I put myself in their shoes. I would be devastated, and I would want someone to help me," said Alice.Days later, she learned from her cousin in Los Angeles those strangers were scammers. "I was the 4th person she knew of personally that this happened to. I was duped," said Alice."Then this past Wednesday, Alice was back at the gas station and filling up, when she saw something familiar," said Alice.It was another new GMC Yukon. Inside was a different family. She saw them talking with a young man, before pulling out a ring. "I ran over put my hand in front of the guy and said, 'You should be ashamed of yourself. This is a scam!" said Alice. She learned the family had a similar story about vacationing from Dubai. The SUV sped off, leaving behind a woman hoping others don't fall victim."It makes me angry. It's the giving season and they take advantage of that. They're actors. They played their part perfectly. They're going to get an Oscars, and I handed them the award," said Alice.Alice believes both vehicles had out-of-state license plates. She says she contacted the sheriff's department but was told this incident would likely be defined as panhandling, which isn't a crime. 2184

Facebook has taken down 652 pages, accounts and groups it says were part of a coordinated disinformation campaign. Some of the pages originated in Iran and Russia.The pages and groups were spreading misinformation in the United States, United Kingdom, Latin America and the Middle East while posing as a group called "Liberty Front Press."It also removed content that is says could be traced to groups previously connected to Russian military services. Those campaigns were not related to the Iran page, and did not target the US.Facebook made the announcement Tuesday evening. The pages were identified by Facebook after a tip from cybersecurity firm FireEye.Facebook is now working with US law enforcement and the investigations are ongoing.CEO Mark Zuckerberg said the company's attempts to proactively identify fake pages, groups and accounts are making Facebook safer."While it's still early, we're starting to see it pay off and we're identifying more of this before the election," he said.This is a developing story. ESCONDIDO, Calif. (KGTV) - A brush fire broke out in Escondido¡¯s Kit Carson Park Friday, sending a plume of smoke above the area. The flames started just before noon in a riverbed of the park at 3333 Bear Valley Parkway near Westfield North County mall, Escondido Fire reported. At least 10 engines and a firefighting helicopter responded to the scene to put out the fire in brush and trees. No structures were threatened because winds were blowing the flames away from nearby homes.By 2 p.m., the fire's forward rate of progress was stopped with two acres burned and 80 percent containment.San Pasqual High and LR Green elementary schools were briefly put on lockdown to safely keep students inside during the firefighting efforts.The North County Transit District rerouted its BREEZE route 350 to the mall because police and fire personnel blocked its route for firefighting efforts.
