SAN DIEGO (KGTV) - A team of scientists at UC San Diego is getting into the beach business."We looked around and said 'what's the most important thing that we could possibly make?" said Biology Professor Stephen Mayfield. "And that answer is obvious. Flip flops and surfboards."Much more important than the products themselves is what they are made of. Mayfield wants to make plastic products out of more sustainable materials than the traditional petroleum. He says extracting the oil from algae is a much cleaner process. And because it is biodegradable, old and worn-out flip-flops and surfboards won't sit in landfills for thousands of years.The surfboards are virtually indistinguishable from traditional boards, and only cost about five dollars more. Mayfield says about a dozen professional surfers are already using algae boards in worldwide competition.His team at UCSD is working with a local manufacturer to bring the boards to market. Mayfield expects them to be ready by the end of spring.The flip flops are currently in the prototype stage. Mayfield plans to distribute several pairs to UCSD students this summer for testing. He hopes they will be ready for sale to the public by next year."My dream would be if we could make all the flip-flops in the world out of this material. This would have an enormous benefit to the planet."Mayfield's team are experimenting with the chemistry to control how quickly the flip-flops will biodegrade. SAN DIEGO (KGTV) -- A stolen Mustang was found abandoned and on fire in Paradise Hills.It happened just before 4 a.m. Monday on Valley Road along State Route 54.The car fire spread to the nearby brush, which made its way up the hillside towards the SR-54.Fire crews had the blaze knocked down in about 15 minutes. No structures were threatened. Investigators believe the car may have been intentionally set on fire. 423

SAN DIEGO (KGTV) -- A task force assembled by Governor Gavin Newsom wants to impose a statewide mandate requiring local governments to address homelessness, and hold jurisdictions that fail to make measurable progress accountable with lawsuits.The proposal by the 13-member Council of Regional Homeless Advisors would require an amendment to California’s constitution. If approved by voters, California would become the first state with such a mandate.“A legally-enforceable obligation will sharpen focus. It will enhance a bias towards action and it will elevate this on the list of priorities,” said San Diego County Supervisor Nathan Fletcher, a member of the task force.Although the specifics are still under negotiation, the task force outlined an example scenario where cities and counties would have one year to reduce their homeless populations by “tens of thousands.”“These plans would include specific benchmarks and timelines that jurisdictions would have to meet for moving people into permanent housing through both services offered in interim interventions and creation of housing opportunities,” the Council said in its proposal letter.“It won’t be enough to buy your way through with putting up a number of shelters to make the public think you’re taking action,” Fletcher said. “You will actually have to find a way to tackle the underlying problems.”Supporters likened the proposal to California’s renewable energy mandate. It’s still unclear how much the housing mandate would cost.“I would not be supportive of the state coming down on cities like San Diego and saying you have to change the way you do business, change the way you operate, and not give us any money to do that,” said San Diego City Councilman Chris Cate. SAN DIEGO (KGTV) - A San Diego woman is among those killed in the Conception boat fire off Santa Cruz Island, her coworkers in Coronado told 10News Tuesday. A manager at Nicky Rottens restaurant at 100 Orange Ave. identified Nicole Quitasol as one of the victims of the deadly fire. Quitasol was on the dive trip with four relatives, her coworkers posted on Facebook. "Nicole has worked with our Nicky Rottens Coronado family for years, and she will be remembered as an adventurous & loving soul," wrote Bryn Butolph, who described Quitasol as smart and loving."She will be greatly missed," Butolph added. He told 10News Quitasol was devoted to her dog, Peanut Butter.The family of five was among 34 people presumed dead in the blaze. All were sleeping below deck when the fire started early Monday.
