SAN DIEGO (KGTV) In light of the death of George Floyd in Minnesota, the Racial Justice Coalition of San Diego is calling for a ban on all neck restraints used by law enforcement officers."They are inhumane, they are improper," said Yusef Miller with the coalition.Miller has called on San Diegans to write to local leaders demanding a ban on any neck restraints still used by officers.It's called the I can't breathe campaign."Whether kneeling on a neck, which is unconscionable or putting them in a carotid restraint, we're saying to ban all those restraints," he explained.Under the San Diego Police Department's use of force policy, carotid restraints are approved.Officers are not allowed to use their knees.A chokehold cuts off a person's air supply and can be deadly, which is banned by SDPD.The carotid restraint instead cuts off the blood supply, which can knock a person unconscious but is considered less dangerous overall."The carotid restraint becomes the chokehold in the field, and people are killed in this manner," said Miller. "We want all neck restraints banned, not only in San Diego, not only statewide, but throughout the nation."The renewed call to action comes after a video posted to social media showed an officer in Minnesota kneeling on George's Floyd's neck, an unarmed black man."He never even flinched, he never stopped for a second, he didn't take any pressure off for even one second," said Walter Cameron with the group Showing Up for Racial Justice. SAN DIEGO( KGTV) - A Navy veteran has earned a spot with Federal Fire San Diego, getting hired the day she graduated from the fire academy.More competitive, Federal Fire is the civilian department which oversees San Diego naval bases.After serving her country, rookie Caitlyn Argeris says she wanted to serve her community.“She was hungry for it, we saw the fire get lit, and we wanted to nurture that," said Chief Mary Anderson.While still on active duty, the young mother took EMT classes at night“I wasn’t sure if I’d be strong enough, fast enough, have the mental aptitude or physical capabilities," said Argeris. "But you push through it and keep going."Chief Anderson says Argeris is the second Navy veteran they've hired on the spot after graduation.Anderson is on a mission to recruit more women into her department. They're at 2 percent, compared to the national average of about 5 percent.“Women bring something unique to the fire service: compassion," said Chief Anderson. "Once they realize they can do it, they catch that bug as well.”Argeris hopes her story will inspire other women to consider joining the fire service. 1142

San Diego (KGTV)- For weeks, the pandemic left nursing students at CSU San Marcos in limbo when it came to completing their graduation requirements. Now, thanks to the county, the students can get their clinical hours.When the pandemic hit in March, nursing students were forced out of public health facilities to get their hands-on experience for their classes.“We didn’t know when we were going to go back, and it was halfway through the spring semester,” says nursing student Winter Minton.Minton will be graduating from CSU San Marcos in the spring.The nursing student says for weeks, students were unsure about how they would obtain their clinical hours. A total of 135 hours are needed for two classes.“When we were ready to go back, the county was not willing, ready to have nursing students on site at all,” says Course Coordinator Madelyn Lewis.In August, the county opened a COVID-19 testing clinic on campus and allowed nursing students to work on-site. The students assist patients with self-administered COVID tests while wearing full protective gear.“Not only does it benefit us, but it benefits so many people,” says Minton. “I heard people driving all the way down from Irvine or Fullerton just to get the exam done.”Minton says the walk-in clinic sees more than 300 patients a day.The testing site is open to the public seven days a week. 1363

SAN DIEGO (KGTV)-- The special needs teacher accused of having a sexual relationship with a student, pleaded not guilty to 20 felony counts. He also declared he would represent himself in the case. Against the advice of the judge, 49-year-old Juan Carlos Herrera told the courtroom, he will fight this alone. "I would like to represent myself," Herrera said. Relinquishing rights to counsel, the San Diego High school special needs teacher read the 20 felonies for the first time inside the defendant's box. Those charges include having sex, performing other sex acts, and physically and emotionally abusing one student between February 2018 and this March, when she was 15 and 16 years old."They occurred on an almost daily basis," Deputy District Attorney, Jessica Coto said. "They took place in hotels, in his car, and in his classroom." Coto said his ongoing manipulation extended to making threats."The defendant also routinely threatened the victim, that if she told anybody about what was happening, that she would cut off her arms and legs," Coto said. This all came to light on May 5, 2019, when police arrested Herrera at the US-Mexico border. Days prior, the girl's mother found inappropriate messages from Herrera on her daughter's phone.Because of the nature of the charges, and Herrera's second home in Mexico, the prosecution requested million bail. As his own attorney, Herrera fought back, saying he is a Navy veteran with a 25-year clean record with the district."It's not conceivable for someone with my earnings to make million, nor would I flee," Herrera pleaded. "I have been a person of honor and honesty since the beginning."The judge disagreed and kept the bail at million, handing Herrera his first loss, leaving him in utter disbelief.The judge also put a criminal protection order for the now-17-year-old victim. If convicted, Herrera could face a maximum of 16 years eight months in prison. But the prosecution mentioned, more time could be added if they find more evidence of sexual abuse. 2037
