When cruise lines begin sailing again, the Centers for Disease Control and Prevention has some guidance. The health agency issued their “framework for resuming safe and responsible cruise ship” operations Friday, ahead of the no-sail order expiring Saturday.The no-sail order, which originally began in April, prohibits cruise ships from carrying 250 passengers in waters subject to US jurisdiction.The CDC said it has identified at least 3,689 coronavirus-related illnesses, and 41 associated deaths, connected to cruise ships. Although the CDC cautions these figures are likely an underestimate.The framework urges a phased approach, and applies to ships that have the capacity to carry at least 250 passengers in waters subject to U.S. jurisdiction.“A phased approach is necessary because of the continued spread of the COVID-19 pandemic worldwide, risk of resurgence in countries that have suppressed transmission, ongoing concerns related to restarting of cruising internationally, and need for additional time for the cruise industry to test the effectiveness of measures to control potential COVID-19 transmission on board cruise ships with passengers without burdening public health,” a statement from the CDC reads.During the beginning, cruise line operators will have to demonstrate adherence to testing, quarantine and isolation plans, as well as social distancing requirements for passengers and crew members.The CDC says they will help by “establishing a laboratory team dedicated to cruise ships to provide information and oversight of COVID-19 testing,” updating instructions and creating a system to track ship status and passenger cases.Meanwhile, cruise lines will need to build out the capacity and ability to test crew and passengers on a regular basis.In their framework, the CDC says there may be simulated, or mock, voyages with volunteers to test cruise ship operators’ ability to apply COVID-19 mitigation measures.Although the no-sail order will be lifted, Carnival, Royal Caribbean and other cruise lines have already cancelled sailings until 2021. 2083

WEST SENECA, N.Y. —From the running water to the statues and perfectly trimmed plants, Pam and Dave Hubert's backyard in West Seneca, New York, is a place the couple can sit back and relax.But last fall was anything but relaxing for the family."I had a lump in the right side of my throat that I've had many times from having sinus infections," explained Dave. "I went to the doctor and he said something's not right this time.""His words were: you have cancer," Dave said. "You're going to go through hell, but you're going to survive."Dave was diagnosed with throat cancer at the end of August. He had 35 radiation treatments and two rounds of chemo. After months of grueling recovery, he was cancer-free, and could finally sleep and eat again.Pam was by his side throughout it all."We said there's got to be other purpose here than us being sick," Dave said. "I didn't get sick to get sick. I got sick cause someone else needs us to help them get through this."As fall approached this year, Dave had one question for his wife."He said to me, 'do you plan on decorating the yard for the fall?'" Pam recalled. "And I said 'yeah I usually do.' And he said, 'I was hoping you would say that, because last year I just couldn't, I was too tired, too weak I just didn't enjoy it the way I wanted to enjoy it.'""I tried to be out here doing some work," Dave said. "But I was just so tired. I was just so exhausted from the treatment."Pam decided this year needed to be different, so she put out a call on Facebook to people she knew, and to strangers."If there's somebody you know battling cancer or survived cancer, or may have lost a battle to cancer, I would like to honor them," Pam said. "And if you have a pumpkin I'm happy to put it in my yard and we'll display it."That's when the pumpkins started showing up. While the Centers for Disease Control and Prevention is urging Americans not to travel this holiday season, it's clear that many will choose to do so anyway.Between Nov. 25 and Nov. 29 — the height of the Thanksgiving travel surge —the Transportation Security Agency (TSA) said it screened about 4.5 million travelers. While that represented 39% less travelers than last year, it represented the most travelers the agency had screened since the start of the pandemic.With another surge in travel expected for Christmas and New Year's, the TSA has offered some helpful tips when it comes to packing luggage for the holiday season.Packing giftsDo not pre-wrap gifts: Gifts need to be screened like any other piece of luggage, meaning gifts need to be unwrapped if they need to be inspected. The TSA suggests wrapping once you reach your destination, or wrapping in a gift bag.Be sure to pack gifts that contain large amounts liquid, like perfumes, gel candles or snow globes, in a checked bag. TSA allows containers with 3.4 ounces of liquid or less for carry-ons.Snowboards, snowshoes and ice skates can be carried on, but be sure to check with airlines about a plane's overhead bin space. Skis and ski poles will need to be checked.Packing foodHomemade baked goods and other treats can be carried on, but any sort of jams, jellies or syrups are liquids and should be checked if they're in a container larger than 3.4 ounces. A rule of thumb? "If you can spill it, spray it, spread it, pump it or pour it, then it should be packed in a checked bag if the container is larger than 3.4 ounces."Higher-proof alcoholic beverages (between 24% and 70% alcohol by volume) are limited in check bags to five liters a passenger. Any beverage with less than 24% alcohol by volume has no size limit in a checked bag.Mini bottles of alcohol can be carried on, as long as they are less than 3.4 ounces and fit "comfortably" in a single quart-sized bag.Packing electronics Electronics to be given as a gift can be carried on, but remember to place electronics larger than a laptop in their own bin with nothing above or below it.TSA allows drones past checkpoints, but double-check with airlines on their policies about transporting drones.Remember, loose lithium batteries are prohibited in checked bags. With millions of Americans set to lose a weekly 0 unemployment supplement this week, leaders in Washington are discussing another stimulus package that could extend the supplement for the unemployed. While it appears Democrats and Republicans are in agreement that there should be another stimulus bill, compromising to the details remains an issue.On Tuesday, President Donald Trump said that he is looking at continuing an unemployment supplement, but at of 70%. Trump said that he and other GOP lawmakers believed that the supplement gave Americans an incentive to remain unemployed.“We want to have people go back and want to go back to work as opposed to be sort of forced into a position where they're making more money than they expected to make and the employers are having a hard time getting them back to work,” Trump said. “It still worked out well because it gave people a lifeline, a real lifeline. Now we're doing it again.”Senate Minority Leader Chuck Schumer agreed that an unemployment supplement is needed as unemployment levels remain in double figures. Democrats in the House passed a bill in the spring that would have extended the added unemployment through the end of the year. The GOP-held Senate has not considered the legislation.“It makes no sense to cut back at a time when we have over 20 million unemployed and we have the greatest unemployment crisis since the Great Depression,” Schumer said in an interview with CNN. “To cut back on unemployment insurance makes no sense whatsoever. That's what they're proposed. In the other proposal, we'll pay people to go back to work. Well, those who go back to work are getting the salary.”Senate Majority Leader Mitch McConnell suggested that an agreement is still a ways off. He also hasn’t signed off on an unemployment supplement, and says that his focus is to get workers back to work rather than provide supplemental unemployment. McConnell, however, said that his proposal would include a second round of stimulus checks. Details of that plan are not available, but McConnell previously said a second round of stimulus would include fewer Americans. With coronavirus cases remaining at high levels and large gathering spaces forced to operate at reduced capacities, it is hard to imagine employment levels reaching pre-coronavirus levels. McConnell told reporters earlier in July that the next round of stimulus funds should cover Americans making less than ,000 per year, which is far lower than the threshold for stimulus funds during the last round of aid, which many Americans received in April and May.McConnell said on Tuesday that the Senate is also looking at replenishing the Paycheck Protection Program, which gave companies funds to help them make payroll during the coronavirus pandemic.“With the majority of businesses expected to exhaust their initial paycheck protection funding this summer, we'll also be proposing a targeted second round of the PPP with a special eye toward hard hit businesses,” McConnell said. “And speaking of building on what worked in the Cares Act, we want another round of direct payments, direct payments to help American families keep driving our national comeback." 3375
