The idea is in it's beginning stages, no formal paperwork has been submitted to the city clerk. 10News spoke with her Wednesday and she said the developer, Zephyer Partners, has been talking with council members.Neighbors have already been hearing construction equipment hacking away at the remains of the drive-in that operated before the swap meet took over."When I was driving by and I saw you standing here I thought I need to find out because she probably knows more than I do," Neighbor Liz Lewellen said.She said the neighborhood has been wondering what could happen to the lot. Mayor Weiss told 10News the developer gave him this pitch, "n active sports complex, there would be a BMX track, a climbing wall, things like that, it would also have a hotel and then sports oriented retail." He also described a wave pool that mimics the Kelly Slater Surf Ranch in Fresno. The facility is state-of-the-art and perfect for competitions.The idea sparking interest in the community. Lewellen was shocked and excited when she heard."I love the idea that it's commercial coming in because this area desperately needs more restaurants more things," Lewellen said. (AP) — A federal judge has ordered the U.S. Census Bureau for the time being to stop following a plan that would have had it winding down operations in order to finish the 2020 census at the end of September. The federal judge in San Jose, California, issued a temporary restraining order late Saturday against the Census Bureau and the Commerce Department, which oversees the agency. The order stops the Census Bureau from winding down operations until a court hearing is held on Sept. 17. The head count of every U.S. resident every ten years helps determine how .5 trillion in federal funding is distributed and how many congressional seats each state gets. Those who have not filled out the paper census yet can fill it out online by going to the official census 2020 website. The temporary restraining order was requested by a coalition of cities, counties and civil rights groups that had sued the Census Bureau, demanding it restore its previous plan for finishing the census at the end of October, instead of using a revised plan to end operations at the end of September. The coalition had argued the earlier deadline would cause the Census Bureau to overlook minority communities in the census, leading to an inaccurate count.Because of the coronavirus pandemic, the Census Bureau pushed back ending the count from the end of July to the end of October and asked Congress to extend the deadline for turning in the apportionment numbers from December, as required by law, into next spring. ORANGE COUNTY, Calif. (KGTV) - When an earthquake strikes seconds of warning can save lives. That's why, for decades, the United States Geological Survey (USGS) has been working with partners to create a warning system to do just that. "Eventually we would like to have something like an Amber Alert where you would get a text message that says shaking is about to occur in your area in a few seconds," said Alex Cadiao, a USGS Field Engineer.He's part of a small team which travels to remote parts of the state to install earthquake sensors into the ground. They provided 10News exclusive access to the region's newest sensor in Orange County. RELATED: 'ShakeAlert' message buzzes San Diego County phones"Ultimately we just want a grid across the whole state," said Christopher Bruton, Research Engineer at Caltech's Seismological Laboratory. There are 45 sensors throughout San Diego County, and dozens more are planned for the rest of Southern California. "The more sensors we have, the better the data, the greater coverage we have and better the quality, and faster response time of these stations," said Cadiao. The sensors work by detecting the initial, less-destructive waves of an earthquake, alerting people shaking is coming and to take cover.Seconds of warning can be critical for surgeons in the operating room, halting trains, or shutting off gas lines. The City of Los Angeles currently has the ShakeAlert app available to people in the city; the hope is that technology will eventually work statewide. "I get a lot of gratification knowing one day this will help save a lot of lives," said Cadiao. The engineers say it will likely be a few more years until all of Southern California will get ShakeAlert warnings on their cell phones.
