SAN DIEGO (KGTV) — After a bitter primary, voters are getting a clearer picture of who will move on in the race to replace Congressman Duncan Hunter in East County's 50th Congressional District. Democrat Ammar Campa-Najjar and Republican Darrell Issa, a former Congressman, are leading the field. With 100 percent of precincts reporting, Campa-Najjar had 34 percent of the vote; Issa had 25 percent, former San Diego City Councilman Carl DeMaio had 21 percent, and State Senator Brian Jones had 11 percent. There are still about 350,000 provisional and mail-in ballots to be counted. It is unclear how many of those would include district voters. "He's been going around the county trying to find a seat for himself. He fled his own seat and now wants to run in this district. It's not up for grabs, it's not for sale. We're going to vote for someone who is from the district," Campa-Najjar said. Meanwhile, Issa said he is very connected to the 50th District, and has represented swaths of it in the past. "At the end of the day, I can't take him as seriously, as long as he isn't voting for a Republican speaker that's going to, in fact, move a conservative, positive agenda, which I will," Issa said. Campa-Najjar is pitching a moderate agenda that he says can bring together those who are both pro-choice and pro-life, and those who are pro-and anti-gun rights. SAN DIEGO (KGTV) - A team led by Scripps Research has yielded positive results in a new research study involving antibodies.Researchers say they've worked to isolate the most potent antibodies in the blood of recovered COVID-19 patients. The study was published in "Science."Dennis Burton, the study's co-author, says once they identified the most potent antibodies, they cloned them."You clone the really good ones, and then you make lots and lots of them in production facilities and then use as a standard to protect and-or treat Covid-19," Burton said.They've tested the cloned antibodies, or monoclonal antibodies, on animals, and they've yielded positive results. They hope to conduct human testing early next year.When asked if it is similar to antibody treatments from convalescent plasma donations, Burton says what they're making is more efficient and can be produced for masses.He says the monoclonal antibodies could be used as a preventive measure given to uninfected but at-risk people before a vaccine is available, and could even be useful for people that may not respond well to a vaccine.He also says the monoclonal antibodies could be used to design better vaccines by giving researchers a better idea of which antibodies are most effective. 1268

SAN DIEGO (KGTV) -- A water line break allowed more than 9.2 million gallons of treated and untreated wastewater to flow from Tijuana into the U.S. this week.The transboundary flows were reported Monday night due to a break in the main water line from the La Presa-Aguaje la Tuna urban aqueduct at about 11 p.m. CILA said the break produced flows that ended at the Tijuana River channel, causing a berm at a CILA pump station to collapse and allow wastewater into the U.S. The flow in the Tijuana River exceeded the pump station's capacity. The station continued to operate through the break, but was unable to divert all of the flow in the Tijuana River channel.Mexico's International Boundary Water Commission (CILA) said the flows were estimated at about 9,219,399 gallons of wastewater, including flows from the water line break, as of 11 a.m. Tuesday.Crews began repairs on the line late Monday and completed the fix by 11 a.m. Tuesday, according to CILA. 968

SAN DIEGO (KGTV) — An Escondido Union School District school is suspending on-campus operations for the rest of the month after three positive COVID-19 tests.Three people in the Pioneer School community tested positive for the virus in separate, unrelated instances off-campus. Due to this, and the high case rate in the surrounding area, the school district says it is temporarily suspending all on-campus activities at Pioneer School through Nov. 30.The suspension includes pausing the school's hybrid instruction model and extended care, and moving students to virtual learning. The school's distribution of free, to-go meals will continue."EUSD’s decision to suspend on-campus learning at Pioneer School was not directed by a public health department. County health officials have continued to express confidence in EUSD’s health and safety protocols. This decision was made to ensure the stability of the educational program offered to our students, as well as to continue our commitment to ensuring the health and safety of our students and employees," a district statement read.The school says the campus closure will affect 449 students.
