During a stop for his book tour in Missoula, Montana, Monday night, former Vice President Joe Biden discussed his 2020 prospects, saying he believes that he is the "most qualified person" to be president, noting a decision is coming in the next two months, and acknowledging he's a "gaffe machine.""I'll be as straight with you as I can. I think I'm the most qualified person in the country to be president," Biden said to applause at the University of Montana. "The issues that we face as a country today are the issues that have been in my wheelhouse, that I've worked on my whole life.""No one should run for the job unless they believe that they would be qualified doing the job. I've been doing this my whole adult life, and the issues that are the most consequential relating to the plight of the middle class and our foreign policy are things that I have -- even my critics would acknowledge, I may not be right but I know a great deal about it," he added.Biden said his family must now decide as a "unit" whether or not they're prepared for a run -- setting a decision time frame of the next six weeks to two months."I have two young grandchildren my son left who love me and adore me and want me around. I want to be there to take care of them, so we've got to figure out whether or not this is something we can all do as a family," he said. "We're going to make that decision in the next six weeks to two months, and that's the basis of the decision."The moderator, Bruce Feiler, pointed out some of the potential liabilities of a Biden campaign, saying "He's too old. He signed, he cosponsored the crime bill. He was the chairman of the judiciary committee during the Anita Hill hearings, and he's out of touch in the era of Me Too. .5 million ain't gonna cut it anymore, you need 0 million. Who wants to wake up at 6 a.m. for the next two years and get insults from the President of the United States?...You're a gaffe machine. I could go on. Which of these scares you the most?""None of them," Biden said before moving on to defend some of those potential liabilities."I am a gaffe machine, but my God what a wonderful thing compared to a guy who can't tell the truth," he said. "I'm ready to litigate all those things, the question is what kind of nation are we becoming? What are we going to do? Who are we?""Whether or not I run, whoever runs, I'm going to break my neck to make sure they win," he said. "We can't have four more years."Earlier in the night, Biden discussed some of the missteps of his 1988 presidential campaign, including accusations of plagiarism while he was in high school."It all came out in the wash -- I never did plagiarize, I never did -- and it all was proven that that never happened," Biden said. However, in 1987, Biden acknowledged that he had plagiarized part of a law school paper.The-CNN-Wire 2854
EL CAJON, Calif. (KGTV) - A young trick-or-treater sorting through her candy made a stunning discovery."They were excited. Loved Halloween and candy," said Jean Bilbrey. As with so many other families, Halloween night for the Bilbrey's three children - ages 11,9 and 4 - was a blur of costumes, front doors and a steady flow of treats. Their family started around Falmouth Drive and Virgina Court and walked for several hours, stopping by 30 to 50 homes. In all, they filled about six buckets' worth. This past weekend, the kids went about the task of sorting the candy."My middle daughter, who is nine, said 'Mom, Mom, I found something in my candy' and brought me a ring," said Bilbrey. It was a woman's ring, possibly a precious one. "Looks like a wedding band similar to mine. Possibly an anniversary band ... somebody wears on a hand that means something to somebody ... my first thought was we need to get this back to the owner. As a woman, my jewelry, I don't have much but what I do have is very important to me," said Bilbrey. The piece of jewelry likely slipped off while someone was handing out candy. Like any good mystery, there are a few clues, including the candy found next to the ring. "Candy corn and the Sour Patch candies. That's what she had in her hand was the candy corn," said Bilbrey.Bilbrey spread word of the ring on social media, but so far, she's come up empty."I'll keep it safe. I've got it here. Happy to return it and hopefully soon," said Bilbrey. If you have any information on the mystery of the trick-or-treat ring, Tips@10news.com. 1574
EL CAJON, Calif. (KGTV) - Unforeseen problems at the East County Performing Arts Center will delay a renovation project and plans to turn the venue into a rock concert hall. They will also cost the city about million more to complete the project. The City Council approved the extra cost at their meeting on December 11th.The ECPAC has been closed since 2010, a casualty of the Great Recession.Over the years it fell into disrepair. But in 2017, city leaders put together a plan to reopen it. They signed a contract with concert promoter Live Nation to bring about 70 acts per year to the venue.Part of the deal called for nearly .3 million of renovations to make it more like a concert venue than a performance hall.RELATED: Renovations underway as Live Nation takes over East County Performing Arts CenterAs that work went on, other problems surfaced. Engineers found the heating, ventilation and air conditioning system needed to be replaced. They also found parts of the roof that needed repairs. The extra cost for those two combined is about .7 million. To prepare for any further problems that the city also agreed to add 2,000 to the budget as "contingency" money. The new money will come from the city's general fund, which had a surplus last year. They'll also use about 0,000 from the original budget for renovations that hasn't been spent yet.Speaking at the Council Meeting on the 11th, Mayor Bill Wells voiced support for the extra cost, saying the project shouldn't be done with "half measures.""Since we're investing so much in this and Live Nation doesn't want it to be a hot summer day in August and have the air conditioning go out, we collectively made the decision it was prudent to spend the extra money," Wells said. With the extra work, the venue will now open in the fall of 2019. The original plan was to have it ready by this coming spring. The council approved a resolution for the extra money with a unanimous 4-0 vote. Councilmember Ben Kalasho abstained. 2000
