WASHINGTON (AP) — Washington’s National Zoo says panda matriarch Mei Xiang has given birth and is caring for her newborn attentively.The National Zoo said the birth happened at 6:35 p.m. ET on Friday.Watch the zoo’s panda-cam. Mei Xiang has had three previous cubs. All were eventually transported to China under an agreement with the Chinese government. Mei Xiang has been spending most of her time in a small den indoors, where she has created a nest out of branches. In an Instagram post Friday afternoon, the zoo says, "Mei Xiang has become increasingly restless and started body licking — both signs that labor has probably started!”Mei, at 22, would be the oldest giant panda to successfully give birth in the United States. WASHINGTON (AP) — The Department of Homeland Security is moving 1 million from FEMA, the Coast Guard and other agencies to fund immigration detention beds and support its policy forcing asylum seekers to wait in Mexico.Homeland Security officials say they will transfer 5 million for temporary hearing spaces along the U.S.-Mexico border to help hear asylum cases faster. They will also transfer 6 million to fund Immigration and Customs Enforcement detention bed space, though Congress specifically did not authorize additional ICE funding.Democratic House lawmakers are objecting. The chair of the Homeland Security Appropriations subcommittee says the change would support "inhumane" programs and take away necessary funding for other agencies.The news comes as hurricane season is ramping up and Tropical Storm Dorian is barreling toward South Florida. 873

WASHINGTON, D.C. -- Inside one Washington D.C. bicycle repair shop is a cacophony of sounds, where both the bicycles and employees get a chance they may not have otherwise.“Working with your hands is still very important,” said Keith Jackson, operations manager at Gearin’ Up Bicycles.The nonprofit trains Black teens about everything it takes to run a bike shop.“For a lot of the young Black youth, this is really their only opportunity to get their feet wet in a bicycle business,” Jackson said.It’s an opportunity Daiquan Medley knows firsthand.“I’ve been here a long time now,” he said.Medley started coming to Gearin’ Up Bicycles several years ago, eventually working his way up to youth shop manager. It is quite a journey for someone who didn’t take to bicycling right away.“I couldn’t ride at first,” he said.Eventually, though, Medley picked it up and now envisions a future full of bicycles.“I would still have a full-service bike shop,” Medley said, “but then also have programs within it to actually still be able to teach people and they can learn how to maintain their bike on their own.”It’s an inspiration drawn from Gearin’ Up Bicycles, which helps young people build their own bicycles to keep and teaches them how to fix donated bikes that otherwise may have ended up in a landfill.“Our main goal obviously is workforce development, but I hope they get a sense of confidence and empowerment that they can do any job once they leave here,” said Lauren Shutler, the organization’s outreach coordinator.The repaired bicycles are then resold during Saturday sales, which have grown increasingly popular during the pandemic’s global bicycle shortage.“Our general sales are up 60%,” Jackson said. “Our bicycle sales are up 330% over last year.”The money from the sales then goes back into the nonprofit, though they say there’s always room for more.“As a nonprofit, we need people to come in and support us in that way,” Shutler said.It’s all part of the program to keep these wheels, and lives, in motion.“We've got them,” Jackson said.For more information on Gearin’ Up Bicycles and how you can help, click here. 2135

WASHINGTON, D.C. – The Federal Trade Commission (FTC) and a coalition of 48 attorneys general have filed lawsuits against Facebook, accusing the company of illegally stifling its competition to protect its “monopoly power.”The lawsuits allege that Facebook illegally acquired competitors in a predatory manner and cut services to smaller threats, depriving users from the benefits of competition and reducing privacy protections along the way. They claim Facebook took these actions to boost its bottom line through increased advertising revenue.The FTC says it's seeking a permanent injunction in federal court that could require divestitures of assets, including Instagram and WhatsApp. It could also prohibit Facebook from imposing anticompetitive conditions on software developers and require the company to seek prior notice and approval for future mergers and acquisitions.New York Attorney General Letitia James is leading the bipartisan coalition, which includes attorneys general from 46 states, Washington D.C. and Guam. Their goal is to “stop Facebook’s anticompetitive conduct,” according James.“Today, we are taking action to stand up for the millions of consumers and many small businesses that have been harmed by Facebook’s illegal behavior,” said James in a statement. “Instead of competing on the merits, Facebook used its power to suppress competition so it could take advantage of users and make billions by converting personal data into a cash cow.”The coalition's lawsuit claims Facebook employs a variety of methods to impede competing services and “build a competitive moat” around the company. The plaintiffs claim the two most utilized strategies have been to acquire smaller rivals and potential rivals before they can threaten Facebook’s dominance, as well as suffocating and squashing third-party developers that Facebook invited to utilize its platform.The attorneys general use Facebook’s purchases of Instagram and WhatsApp as examples. They claim Facebook saw Instagram as a direct threat quickly after the company launched, so they acquired it for billion in 2012. The company then bought WhatsApp for billion in 2014.The coalition of AGs is asking the U.S. District Court for the District of Columbia to halt Facebook’s “illegal, anticompetitive conduct” and block the company from continuing this behavior in the future.Additionally, the collation is asking the court to restrain Facebook from making further acquisitions valued at million or more without advance notice to the states.Finally, they’re asking the court to provide any additional relief it determines is appropriate, including the divestiture or restructuring of illegally acquired companies, or current Facebook assets or business lines.Responding to the lawsuits, Facebook released this statement on Twitter: 2831
