Steven and Michele Smith were on board the Grand Princess cruise ship, which docked in Oakland Monday after more than 20 passengers tested positive for coronavirus. They were flown to San Diego Wednesday. Nearly 500 passengers are now being quarantined at the base. The Smiths are symptom free but frustrated. They've been in the same clothes since Monday. Their luggage is missing, after a possible mix-up with the baggage of passengers sent to other bases. The Smiths sent 10news photos of a laundry room they're not allowed to use and a lobby full of unclaimed luggage."Ours had a blue tie on it and none of those in the lobby have a blue tie. Somewhere the deck got shuffled and our luggage went wherever," said Steven Smith.They Smiths believe lack of resources and organization are also causing issues. They haven't been tested for coronavirus and have yet to receive a temperature check."Our friends being quarantined at the others bases are getting two temperature checks a day ... It feels like maybe there could be some concern ... they're not keeping up with our health," said Michele Smith.10news reached out to the base and officials at the Department of Health and Human Services about the Smiths' concerns and are waiting to hear back. 1379

SAN DIEGO (KGTV) -- Saturday marks the first day of the electric scooter and motorized device ban on San Diego's beach boardwalks. They include La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay.The ban comes after multiple reports of wipeouts, severe injuries, and even deaths. It was finalized by a 5-4 city council vote in December. For the first 30 days, San Diego Police will be issuing warnings. After that, they will be giving out citations. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks. This is slower than the average walking speed and the safest way to enforce the ban.10News met Felicia Minton and her mommy group, walking along the boardwalk in Mission Bay. She said she feels much safer since the ban went into effect. "Is it a good thing. I think people are naturally starting to understand that it's not the safest way of transportation," Minton said. Some people said it is not fair to be lumped in with e-scooter renters who are not good at what they do.We also met Will Brockett, who owns and rides a device called the "One-Wheel." It resembles a skateboard with one giant motorized wheel in the center of the board. "I just hit 1,300 miles on it," Brockett said. He is in a Facebook group of enthusiasts who go on group rides, mostly in Mission Bay, including the boardwalk. Before the council vote, his group submitted a petition to stop the ban, arguing that as responsible owners, they take care of their rides and prioritize safety. "You don't ride completely hammered after a Saturday night, on a dark street with no safety gear," Brockett said. California law defines a motorized scooter as a vehicle that has two wheels, handlebars, a floor-board that can be stood up while riding, and a motor. But the local prohibition includes ALL electric devices, including e-scooters, e-bikes, Segways, and one-wheels. "If somebody is acting with no regard for safety or pedestrians, that falls on the individual. Not on a whole group of individuals," Brockett said. He is hoping that the ban gets reversed.The prohibition excludes motorized devices for people with disabilities. 2188

SAN DIEGO (KGTV) — San Diego Police say possible human remains were discovered in a Fiesta Island fire pit early Thursday.Just after 10:30 a.m., a man on the east side of the island flagged down San Diego Lifeguards after making the grim discovery. Officers responded and sent an image to a forensic anthropologist, who confirmed the remains were possibly human.ABC 10News spoke to the man who made the discovery. Dan Conklin says he was hoping to spend the day on Fiesta Island and was planning to grill some hot dogs when he parked his van near the fire pit. Conklin says he noticed a lot of trash surrounding the pit and some extra wood, so he decided he would stay. When he started cleaning up, he says, he noticed what looked like human remains. "I kept thinking it was a joke, something to do with Halloween, it had to be a mannequin or a dummy or something that you put on your porch or something," said Conklin. Conklin says he flagged down a lifeguard in the bay who then called police. Conklin says when he arrived at the pit, it was still smoldering. SAN DIEGO (KGTV) — Speaking from the charred landscape ravaged by one of California's largest current wildfires, Gov. Gavin Newsom strongly asserted that more has to be done to battle the "climate emergency."Newsom toured the devastation at a park in Oroville, Calif., that was burned by the North Complex fire. Since the fire began on Aug. 18, the fire has burned 252,534 acres through Plumas, Butte, and Yuba counties and is 23% contained.It's one of 28 major wildfires burning across California, according to CAL FIRE.During his tour, the governor shot back at the debate over climate change and pledge to continue the state's efforts at lower carbon emissions. Newsom cited August being the state's hottest month in state history and annual drought conditions throughout the state."I'm a little exhausted that we have to continue to debate this issue. This is a climate, damn, emergency. This is real. And it's happening," Newsom said on Friday. "This is the perfect storm. It is happening in unprecedented ways. Year in and year out. "And you can exhaust yourself with your ideological 'BS' by saying, 'well, 100 years ago, we should've done this or that.' All that may be true. And I'm not going to suggest for a second that the forest management practices in the state of California over a century-plus have been ideal. But that's one point. But it's not 'the' point."Newsom said the current "mega-fires" are fueled by "mega-droughts" that have impacted the state."There's something else going on, not just bad practices over the last century related to forestry," Newsom said.Friday, Newsom signed AB2147 into law, which will allow inmates from the state's inmate firefighter program to become firefighters after completing their prison time. CAL FIRE trains minimum-security prison inmates who volunteer to perform the same work as their crews. Volunteer inmates also perform conservation and community service projects while not fighting fires, according to CAL FIRE. According to the Associated Press, inmates are paid per hour while on the frontlines and per day when they're not on duty. Inmates normally have their sentences reduces while participating in the program, the AP says.Previously, volunteer inmates were not eligible to become firefighters after serving time. 2299

  

SAN DIEGO (KGTV) - Snoopy’s San Diego Comic-Con pop-up store is celebrating the Peanuts gang’s history with NASA and the Apollo 10 mission. In 1969, Apollo 10 used a lunar module to “snoop around” the moon’s surface in advance of the Apollo 11 moon landing. The crew named the module “Snoopy” and the command module “Charlie Brown”. As Gene Cernan, Apollo 10's Lunar Module Pilot once said, "No one remembers Apollo 10—until you tell them our spacecrafts were named Snoopy and Charlie Brown, and they say 'Oh! I remember!' " To honor the 50th anniversary, Oscar-winning director Morgan Neville created “Peanuts in Space: Secrets of Apollo 10”, a mockumentary demonstrating the ties between the beloved cartoons and the space agency.
