GUANGZHOU, July 22 (Xinhua) -- Two people were killed and the lives of more than one million people were disrupted after Chanthu, the third typhoon of the season, made landfall at the coastal area in south China' s Guangdong Province Thursday noon.Two pedestrians were killed by walls that blew over in strong gales accompanying Chanthu after it went ashore at Wuchuan City at around 1:45 p.m., according to officials at the provincial flood control headquarters.Chanthu also brought torrential rains to several cities in Guangdong.As of 8 p.m., more than 1.35 million people in 20 counties or cities in Guangdong were affected and 2,915 houses collapsed in the rainstorms and strong gales, with economic losses estimated at 2.2 billion yuan (about 324 million U.S. dollars), according to statistics from the headquarters.Photo taken on July 22, 2010 shows fishing boats anchored at Shapa Harbor in Yangjiang City, southern China's Guangdong Province. BEIJING, Aug. 10 (Xinhua) -- China's Ministry of Health reported 1,397 deaths from infectious diseases on the mainland in July.Some 750,000 infections were registered last month, including 10 cholera infections, according to a statement released Tuesday by the ministry.No plague cases or deaths from cholera were reported in July, the statement said.Plague and cholera are categorized as Class A infectious diseases -- the most serious class under China's Law on the Prevention and Treatment of Infectious Diseases.More than 350,000 cases of Class B diseases were also reported in the month, with 1,251 of them resulting in death.Tuberculosis, viral hepatitis, dysentery, syphilis and gonorrhea were among the five most frequently reported cases in the month, accounting for 94 percent of all Class B cases, the statement said.The death toll due to Class C disease was 146. The top three Class C diseases were hand-foot-mouth disease (HFMD), infectious diarrhea and mumps, which accounted for over 98 percent of cases in this category, the statement said.

BEIJING, July 14 (Xinhua) -- China publicized regulations on natural disaster relief on Wednesday.The regulations, which make clear the responsibility of governments in disaster relief work, will take effect Sept. 1, 2010.According to the regulations, leaders of governments at all levels will be held accountable for relief work, and the nationwide relief work is to be commanded by the national disaster reduction authority.The regulations also stipulates that governments above county level are responsible for mapping out emergency response plans, providing transportation and communication facilities to disaster relief work, designating emergency shelters and training disaster relief teams.Further, the Legislative Affairs Office of the State Council issued a statement Wednesday, further clarifying the regulations.The statement notes that China is a natural disaster prone country. Over the past two decades, natural disasters have killed 4,300 people each year.The central government has allocated over 5 billion yuan (737 million US dollars) of annual relief fund during the past five years.The statement goes on to say that disaster relief work is still plagued by several problems, such as slack supervision over donations and other concerns.To address this problem, the regulations stipulate that donations could only be used in relief work. Governments at all levels, including grass-roots communities, should make public all information about donors, amounts of donations, and its specific usage.The regulations also stipulates that governments at all levels must devise a supervisory system dealing with complaints and whistle blowers, to prevent abuse of disaster relief donations and materials.
