SHENYANG, Feb.3, (Xinhua) -- Fire gutted Thursday a five-star hotel in Shenyang, capital of northeast China's Liaoning Province, and no casualties had been found, local officials said.The fire broke out at 0:13 a.m. at Tower B, an apartment building of the Dynasty Wanxin building complex, and the flames quickly spread to the adjacent Tower A, which is largely a five-star hotel.All the 50-odd people in the hotel were evacuated. No casualties are found.The fire was effectively controlled, Shenyang Municipal Public Security Bureau officials told Xinhua at 4:35 a.m..Police said the fire was triggered by fireworks, which accidentally sparked off the external wall of the buildings. Further investigation into the cause and losses of the fire is still underway.Fire engines, whose water guns could jet water only 50 meters high, were helpless at the fire which flamed on the top of Tower A, 219 meters high.Power supply in the hotel was not cut off, which was said to keep the automatic spray facilities in operation in the building.Personnel from adjacent five-star Sheraton Shenyang Lido Hotel were evacuated, and residents around the Dynasty Wanxin building mainly stayed at home.Top leaders of the province and the city, including Chen Haibo, mayor of Shenyang, arrived at the site soon afterwards to direct efforts to quell the fire.The Dynasty Wanxin building complex, located in the bustling Qingnian Street of Heping District, comprises of three towers. The fire engulfed Tower A and B, with Tower C intact.

WASHINGTON, Feb. 4 (Xinhua) -- Major trading partners of the United States, including China, did not manipulate their currencies to gain an unfair advantage in international trade in 2010, according to a report released by the U.S Treasury Department on Friday."Based on the resumption of exchange rate flexibility last June and the acceleration of the pace of real bilateral appreciation over the past few months," China's behavior did not qualify under the official definition of manipulation, the Treasury said in its long-delayed semiannual report to the Congress on International Economic and Exchange Rate Policies.With respect to exchange rate policies, ten economies were reviewed in this report, accounting for nearly three-fourths of U. S. trade. Many of the economies have fully flexible exchange rates. A few have more tightly managed exchanges rates, with varying degrees of management."No major trading partners of the United States" met the standards identified by the Congress as currency manipulator, concluded the report.Since the June 19, 2010 announcement by China's central bank of greater exchange rate flexibility, its currency, also known as renminbi (RMB) has appreciated 3.7 percent against the dollar, or about 6 percent annualized. The renminbi has appreciated 26 percent in total against the dollar since 2005.The Treasury said that because inflation in China is significantly higher than it is in the U.S., the RMB has been appreciating more rapidly against the dollar on a real, inflation- adjusted basis, at a rate which if sustained would amount to more than 10 percent per year.The U.S. accuses Beijing of keeping its currency undervalued, flooding the country with cheap exports and costing U.S. jobs. But many economists believe that the appreciation of RMB will help little to the U.S. employment."Treasury today again made the right call on China's currency policy in its latest exchange rate report," John Frisbie, President of the U.S.-China Business Council (USCBC) said in a statement after the U.S. Treasury Department'report."While USCBC believes that China should allow its exchange rate to better reflect market forces, designating China as a ' manipulator' would achieve nothing. HARARE, Feb. 9 (Xinhua) -- The two-day visit to Zimbabwe by Chinese Foreign Minister Yang Jiechi starting Thursday is an endorsement of relations between the Southern African country and China, local figures told Xinhua.Former Zimbabwean ambassador to China Chris Mutsvangwa said in an interview on Tuesday that Yang's visit will also boost economic relations between the two countries."The visit of a foreign minister is a big banner announcement to say that relations between Zimbabwe and China are reaching for a new level," he said."This is a visit which will mark a new diplomatic high watermark in Zimbabwe's international relations because to get the visit of an important and emerging super-power like China with such economic clout is a big vote of confidence on the part of Zimbabweans who have been pummeled by sanctions" imposed by the West.Yang, who will make the visit at the invitation of Zimbabwean Foreign Minister Simbarashe Mumbengegwi, is scheduled to meet President Robert Mugabe and other senior government officials.Mutsvangwa said the Chinese veto at the United Nations in 2008 was "a landmark diplomatic decision where it basically saved Zimbabwe from punitive sanctions instigated by an irate and sulky former colonial power.""So, now this visit will give an opportunity for Zimbabweans tofinally thank China for this act. LOS ANGELES, April 7 (Xinhua) -- Unrecycled energy-efficient bulbs release tons of mercury into the environment every year, raising an environmental concern, it was reported on Thursday.Demand for the energy-efficient lights -- the compact fluorescent light bulb (CFL) -- is growing as government mandates for energy-efficient lighting take effect, yet only about two percent of residential consumers and one-third of businesses recycle the new bulbs, the Los Angeles Times said, quoting the Association of Lighting and Mercury Recyclers (ALMR).Each CFL contains up to five milligrams of mercury, a potent neurotoxin that's on the worst-offending list of environmental contaminants, the report said.As a result, U.S. landfills are releasing more than four tons of mercury annually into the atmosphere and storm water runoff, the Journal of the Air and Waste Management Association said in a study published by the paper.The federal Clean Energy Act of 2007 established energy- efficiency standards for light bulbs that dimmed the future for old-fashioned incandescents, which don't meet those standards. Incandescents are to be phased out by 2014 in the U.S., and California passed even stricter rules, calling for store shelves to be cleared of them by 2013.The old-style bulbs are just too wasteful, converting to light only 10 percent of the energy they consume. The rest is squandered as heat.Sales of energy-efficient alternatives like CFLs, halogen bulbs and LEDs have been growing steadily, with the low-cost CFLs the biggest sellers, according to the paper.If every California household replaced five incandescent bulbs with CFLs, the move would save 6.18 billion kilowatt-hours and prevent the annual release of 2.26 million tons of heat-trapping carbon dioxide, according to the California Energy Commission. That 's equivalent to taking 414,000 cars off the road.But no federal law mandates recycling of household fluorescent lights. Federal rules exempt some businesses, based in part on the number of bulbs used, said Paul Abernathy, executive director of the ALMR, which is based in Napa, Calif.Several states, including California, Massachusetts, Maine, Vermont and Minnesota, do require that all households and businesses recycle fluorescents, the paper said.But the ALMR said compliance is low because of a lack of convenient drop-off options.

BAODING, Feb. 2, (Xinhua) -- All-out efforts should be made to combat drought for a summer grain harvest, said Chinese President Hu Jintao Wednesday in an inspection tour to north China's Hebei Province."We need to adopt comprehensive measures to ensure supply of capital, technologies, facilities and materials to enable winter wheat to safely grow through the winter," said Hu, when inspecting drought conditions at a wheat field in Xishanbei Township of Baoding City, Hebei.Over the past three months, North China has been hit by severe drought, seriously threatening normal agricultural production.Hu, who is also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the inspection visit in Baoding from Tuesday to Wednesday, to welcome the Spring Festival, or China's Lunar New Year, with local officials and residents.Hu beat a drum together with villagers during a new year celebration in Shijiatong Village, Xishanbei Township of Baoding.The president visited the home of Yan Deshu, an aged CPC member in the village, and pasted the Chinese character "Fu", meaning fortune and happiness, on the gate of Yan's yard.Hu also visited a long-distance coach station in Baoding, and extended Spring Festival greetings to passengers, station workers and volunteers.Hu inspected a unit of armed police in Baoding and made Chinese dumplings together with the officers and soldiers.
