SAN DIEGO (CNS) - A community vigil to honor last week's El Paso shooting victims is set for 7 p.m. Sunday in Balboa Park, organizers said Saturday."We wanted to express our grief and be there for the community," Jessica Yanez Perez, a vigil organizer, said. "As a border city with strong Latino heritage, we stand with El Paso and grieve with them."The two-hour event will be held outside the Centro Cultural de la Raza in Balboa Park and will feature community speakers, a prayer vigil and biographies of the 22 victims of Aug. 3's mass shooting, Perez said."This event is an opportunity to bring the community together as we mourn, remember and hopefully, in time, heal," Perez said. In a news conference, Newsom said he directed all bars, nightclubs, wineries and brew pubs to close to help stop the spread of the virus. Samuel and Ronan Peterson will have an interesting story to tell for the rest of their lives, thanks to Daylight Saving Time.The infant twins — born overnight on Nov. 6, 2016 — have a strange twist to their ages because of the time change.According to Cape Cod Healthcare in Massachusetts, Ronan is the older twin despite being born 31 minutes after Samuel.How does that work?According to hospital officials, Samuel was born at 1:39 a.m. Eastern and when his twin Ronan was born 31 minutes later, the clock had reset to 1:10 a.m., instead of being 2:10 a.m., because Daylight Saving Time had come to an end.So, despite technically being 31 minutes younger, Ronan's official time of birth is listed as 29 minutes earlier than Samuel's.One of the hospital's maternity nurses, who has 40 years on the job, said she'd never seen anything like it.Seth Peterson, the boys' father, figured something strange was going to happen due to his wife Emily giving birth on the night of Daylight Saving Time's end."I said earlier that night that they were either going to be born on two different days or the time change was going to come into play," he said, according to Cape Cod Healthcare.Clint Davis is a reporter for the Scripps National Desk. SAN DIEGO (CNS) - A grand jury report released Wednesday found multiple gaps in institutional safety and training in the Child Welfare Services division of San Diego County's Health and Human Services Agency. The grand jury reviewed the workloads of social workers in the CWS division, as well as how CWS workers are trained to provide support and care to foster children and parents. The panel also looked into the effects of the state's Continuum of Care Reform Act, which required regional foster care systems to increase support for foster families and improve outcomes for foster youth. The grand jury found that most social workers are overworked and often spend as much or more time on administrative work than interacting with foster children and families, resulting in poor communication and coordination. CWS staff and foster parents also lack the proper training to offer trauma- informed care or support for victims of human trafficking, according to the report. RELATED: Team 10: Child maltreatment in foster careThe grand jury launched the study after the San Diego Union-Tribune reported last July on a lawsuit alleging multiple instances of abuse of foster children over a seven-year period. Through interviews with county officials and a review of current CWS practices, the grand jury received reports that nearly one-third of foster children were abused in some way in their foster homes. In addition, roughly 20% of all calls to the county's child abuse hotline were from foster youth. ``Even though foster families have 12 hours of initial training including an orientation and eight hours of continuing education/year, the grand jury believes increased training in trauma and parent education will decrease maltreatment in (the Resource Family Approval program) and kinship care,'' the report says. Those workers coordinate with local law enforcement to investigate abuse and mistreatment allegations. The panel also recommended that the county study both current workloads for its social workers and overall turnover rates to improve recruitment and retention efforts. The study should also focus on how to increase interaction between social workers, foster youth and their foster families, according to the grand jury. 2740
