SAN DIEGO (KGTV) — The San Diego Symphony has overcome the last major obstacle to a permanent home along San Diego's waterfront.The Port of San Diego's Board of Commissioners has granted a 15-year lease for the Symphony's Bayside Performance Park project. The project will see the construction of a seashell-shaped concert venue at Embarcadero Marina Park South, as well as various improvements to the surrounding park.The lease also includes four options allowing the Symphony to extend their lease up to 50 years.The San Diego Symphony will invest a minimum of million toward those improvements, including 66 new restrooms, expansion of the current promenade, and improvements to the park's existing basketball courts and exercise equipment.RELATED: Margaritaville Island Resort coming to San Diego“We’re confident concert-goers will love the improved access and state-of-the art stage and sound system, and bayfront visitors will love the new and improved park,” said Board Chairman Garry Bonelli.The Symphony could begin construction of the venue as soon as September. It wasn't immediately clear when the venue would open.A permanent concert venue for the symphony has been on the organization's wish list for years now. Since 2004, the Symphony has had to assemble and disassemble its temporary venue for its Bayside Summer Nights concert series. The permanent concert stage will also provide four free public events each year."Our hope is that it will become a coastal destination for everyone, and an iconic landmark for the region and its coastline," said Martha Gilmer, San Diego Symphony CEO.The park's landscape will also change, with the Symphony adding a sloped lawn with temporary seating open to the public during non-event hours. SAN DIEGO (KGTV) — Thursday night, the State Board of Education voted to decline the renewal charters for all four Thrive Charter Schools in San Diego. They explain the test scores are too low and keep dropping. The vote technically didn't carry because the board needs six votes to pass any motion. The vote Thursday night was four to two, not all members were present for the vote. If the schools are forced to shut down, nearly 1,000 students would have to look for new schools at the end of the school year. She tells me this is her daughter's first year, "it's been a Godsend because I was so done with not being able to have LeLe brought up to her potential in the public schools". This school year, Buehler moved her daughter to Thrive and says she doesn't think the state board should shut the schools down solely based on that, "it's mind-blowing because this is going to change so many students lives, not the better, and it’s a shame that it's based on numbers on a paper when you actually see these are future leaders in our community."Meanwhile, some parents have already contacted the San Diego Unified School District to enroll their children for next year. The District Operations Support Officer, Marceline Marques, tells 10News, "in the past 24 hours, we've already placed 60 students throughout the district from Thrive". SAN DIEGO (KGTV) - There is a memorial of candles, notes, and flowers along 4th Avenue near Main Street in Chula Vista.They are in memory of 23-year-old Christina Garcia, who was found dead at a nearby field on Aug. 5th. Chula Vista police say they were called out to 3100 block of Main Street after someone found her body. They say she had an apparent gunshot wound and opened a homicide case.“That afternoon, she wanted to see her daughter and pick up the truck, so it was a brief encounter,” her mother, Lisa Garcia, said. “I expected her to come back, and I wish I took advantage of that situation longer.”Lisa says Christina leaves behind a two-year-old daughter.“I think the saddest thing for me is that her daughter is only going to know her through pictures because she’s so young,” She said. “She’s never going to remember her mom’s touch, her kiss, her voice.”Lisa says her daughter was very likable and smart.“She tested out in the 10th grade and started southwestern college and finished her classes there,” Lisa said. She was also a skilled welder and liked working with her hands. Most recently, they bought a home and worked on remodeling it.“She’s very hands-on, like her mom,” Lisa said, “you know, taking the popcorn ceiling down, remodeling the walls.”She says it’s been tough knowing Christina’s killer has not been caught. Lisa says she has many questions and is cannot find any closure without finding answers.“Was she dumped there? Was she shot there? So my brain is at 100 miles per hour trying to come up with all these scenarios,” she said.Police are asking for witnesses or anyone with information to come forward, saying they can even remain anonymous through Crime Stoppers.“There might be information out there that people think is irrelevant,” Lisa said. “But it could be very relevant to law enforcement.” 1845

SAN DIEGO (KGTV) — The suspect of a Spring Valley murder nearly seven years has been arrested in New York.Waverly James, 49, was arrested in New York for the Dec. 6, 2012, murder of 52-year-old Stanford Roy Johnson, according to the San Diego Sheriff's Department.Deputies say they were called to a home in the 9000 block of Lemon St. on Dec. 6, 2012, for a welfare check. Deputies found the rear door open and discovered Johnson dead from multiple stab wounds.James was identified as a suspect and arrested on a warrant in New York. He will be extradited to San Diego and booked for murder. 599

SAN DIEGO (KGTV) — The tight race between two democrats to become San Diego's next mayor is seeing an increase in attacks, less than four weeks before the election.Democrats Todd Gloria and Barbara Bry have both said they were not involved with messages that have gone out over the last few days. On Wednesday, Barbara Bry called a news conference Wednesday in response to two mailers she said were deceptive — one sent to Democrats made her out to be the Republican choice for mayor, while the other, sent to Republicans, made her out to be very liberal. "I think these mailers are very deceptive, they do not explain who I am as a person, they were done in a deceitful way to purposely deceive voters about who I am," she said. Both mailers appeared to be in support of Bry, with quotes or images from well-known public local officials. But a closer look shows that a committee that supports Todd Gloria paid for the ads. Attorney Gil Cabrera, the principal for Neighbors for Housing Solutions Supporting Todd Gloria, which sent the mailers, says their purpose is to show that Bry is trying to be different things to different voters."The one thing she hasn't said is that any of the quotes are inaccurate or any of the policy positions are inaccurate, which is, I think, interesting," he said. A spokesman for Gloria says the candidate is not legally allowed to coordinate with those mailers and has not done so. Meanwhile, Gloria is taking attacks from conservative radio host Carl DeMaio over his recent support of a bill that doesn't automatically force someone to register a sex offender in certain circumstances after sex with a minor - meant to end discrimination against LGBTQ individuals.Demaio said he did it on his own and said he has not endorsed Bry. Bry said her campaign had nothing to do with the texts and disagreed with Gloria's vote on the bill, Senate Bill 145.Political Analyst John Dadian said denouncing an ad would be a victory for an opponent. "You're never going to agree with your opponent, so that's why she's saying I'm not going to denounce it, you go talk to Carl DeMaio," he said. "And then on the other side of the coin, Todd Gloria is doing the exact same thing."The race is in a dead heat, according to the ABC 10News/Union-Tribune scientific poll released this week.
