SAN FRANCISCO (AP and KGTV) — California's state auditor says the California State University system kept .5 billion in discretionary reserves while raising tuition at its 23 campuses and lobbying the Legislature for more funds.Auditor Elaine Howle says in a report released Thursday that CSU put the money, which came primarily from student tuition, in outside accounts rather than in the state treasury.It says CSU accumulated the surplus from 2008 to 2018. That is during the same time it nearly doubled student tuition. CSU did not fully inform legislators and students about its surplus.CSU Chancellor Timothy White said in a statement the report is misleading. SAN DIEGO (KGTV)- As we get into the heart of fire season, there are big concerns for neighbors who live along a former golf course. The old Carmel Mountain Ranch Country Club is full of dried brush. Neighbors say they are worried the owner is letting the property become a fire hazard. Chain linked fences block off the entrances to the now-shuttered golf course. "It's looking pretty rough," says neighbor Jeffery Acogido. He's been living in his Carmel Mountain Ranch home for almost 30 years. "The course was actually here before the residences."The brush from the site comes right up to neighbors backyards. As we continue to see, warmer weather neighbors say the unwanted vegetation is becoming a fire hazard. "The community is really concerned that it's just going to be a matter of time that something unfortunate might happen."There have been talks of developing the land. 10News made calls to speak with the owner about the neighbor's concerns but haven't heard back. SAN DIEGO, Calif. — Trying to plan for life’s most joyful experiences has become another source of stress during the pandemic. With large weddings still on hold, couples remain in limbo.“These are people who’ve planned their weddings, spent a year, maybe two years, planning their wedding. And it’s just starting to crumble beneath them a little bit. Everything is being just ripped away, all these things they had planned," said Sara Whittaker, owner of Desert Born Studios in San Diego. And when weddings came to a halt, so did Whittaker's livelihood. “I looked at a lot of my other friends who are vendors in this industry and watched their years kind of plummet. And everyone struggling financially and still wanting to work,” said Whittaker. Knowing vendors were in need of work, and couples eager to get married, Whittaker set out to create a COVID-friendly wedding experience.“As a small business owner you really have to adapt or die," she said. "If you can’t figure out a way to roll with the punches that the world gives you, you’re not going to make it.”Teaming up with industry vendors, she crafted an all-inclusive wedding elopement experience. The ,500 package includes florals, hair and makeup, photos, video, and a wedding officiant. Couples can invite up to 15 people to the elopement ceremony in Joshua Tree National Park.Bree Steffen, owner of Pause Creative Collective, built and designed a desert-themed ceremony backdrop. "It was just really cool to be a part of something this intimate and special while still being safe. It was awesome to capture these couples being so strong and committed to each other and finding a safe way to celebrate their love, even during a pandemic!" said Steffen, who is also the event videographer. After months of wedding planning stress and anxiety, Izzy Van Vleet opted for the desert elopement soon after hearing about it. “We had a big warehouse venue picked out, with 200 guests. It was going to be a big celebration. I had a lot of the planning done and it didn't look like those plans were going to work out." said Van Vleet.She liked the idea of an intimate wedding with her closest friends and family. “Now, we get to spend time with the people that are most important, that we would’ve wanted to spend time with anyway and just really celebrate our love and getting married," said Van Vleet. “It’s not so much about who’s got the biggest floral budget or the most expensive dress. It’s about marrying the person you love, and having those people that you love the very most being able to witness it as well," said Whittaker. She believes it's a trend that could continue after the pandemic and plans to create new elopement experiences in the future. 2725

  

SAN DIEGO, California —An 81-year-old woman was arrested at the Tecate port of entry Wednesday, carrying 92 pounds of heroin valued at more than 0,000. “The cartels will try and manipulate anyone to smuggle their narcotics through the ports of entry,” said Pete Flores, the San Diego Customs and Border Protection Director of Field Operations. “CBP officers are aware of the many tactics used by the cartels and remain ever vigilant to stop anyone attempting to smuggle narcotics.”CBP officers working at the Tecate border crossing encountered a 81-year-old woman, United States citizen when she entered the U.S. driving a 2011 Chrysler 200 at about 11:30 a.m. Wednesday. A CBP K-9 team was screening vehicles as they waited in line for inspection when the detector dog alerted to the driver side rocker panel.CBP officers referred the vehicle for a more in-depth inspection and discovered and extracted a total of 34 wrapped packages of heroin from the vehicle’s rocker panels. The estimated street value of the heroin is over 0,000.The woman was arrested and turned over to Homeland Security Investigations agents for further processing and CBP officers seized the vehicle. 1209
