BRUSSELS -- The European Commission is set to propose an end to the five-year anti-dumping duties on Chinese energy-saving lightbulbs, a spokesman said on Thursday. A group of trade experts at the European Union's executive body have been debating whether to drop the anti-dumping duties for several months as the trade defense measure against lightbulbs made in China was introduced for five years in 2001. Peter Power, a spokesman for EU Trade Commissioner Peter Mandelson, said a majority of specialists support the end to the anti-dumping duties as the five-year period has expired. "The outcome of the discussions puts the commission in a position to proceed with a formal proposal to end the duties," he said. Some European bulb makers have been pressing had for a renewal of the duties for another five years, but the measure was criticized by environmentalists as unjustified in EU's fight against global warming. EU member states will give a final say to the issue, based on the commission's proposal. The 27-nation bloc has launched a review of its trade defense policy, notably anti-duping measures. As an increasing number of EU companies now invest in China, the EU wants to have a second thought on whether such measures would hurt its own interests.

China's Labour and Social Security Minister Tian Chengping urged the country to accelerate legislation over social insurance on Saturday.Addressing a national social security forum in Beijing, he said the country's social security work still lacks laws or high-level laws to go by.Gao Fengtao, deputy director of the legislative office of the State Council, said at the forum that the social insurance law is being drafted and will be submitted to the National People's Congress (NPC) for deliberation as soon as possible.A senior NPC official said earlier the NPC Standing Committee will deliberate the draft of social insurance law this year, noting a sound social insurance law is important to ensuing social stability.

Aerospace experts saved the country's first ever manned space mission as the spaceship faced a potentially lethal impact while flying through the communications blackout area before landing, the country's space authorities revealed yesterday.China became only the third country to put a man in space, after the former Soviet Union and the United States, when Yang Liwei orbited the Earth in 2003 in what was a resounding success for its space program.But Xinhua News Agency reported that this was almost not so, quoting the Xi'an Satellite Monitor and Control Center's report on the dangers the Shenzhou V rocket faced."Yang lost every means to communicate with the ground command and control headquarters as he entered the ( Earth atmosphere), which fell in the worst-case scenario prepared by the space mission team," Xinhua quoted Dong Deyi, head of the center, as saying.Communications go down when any spacecraft re-enters the Earth's atmosphere, but in Yang's case, "even radar could not capture any signal from the returning module", Dong was quoted as saying. "After the Shenzhou V came out of the blackout area, the echo signals from the spaceship were still volatile, which sufficiently threatened the safe landing of astronaut Yang."Mission control promptly ordered optical guiding and tracking instead of a communication-guided landing, Dong was quoted as saying."Aerospace technologists used cinetheodolites (optical trackers) on the ground to measure the spacecraft's position and record movements. Precise positioning of the spacecraft enabled officers to properly control the slow-down parachute, which was vital to a soft landing."But the landing was 9 km east of the planned site, Dong said.China began its clandestine manned space program in 1992. The country has since spent at least 20 billion yuan (.64 billion) on the project and sent three astronauts into orbit.Dong also revealed that at least three orbiting satellites were malfunctioning during certain periods, but all had been salvaged by experts since October 2006.The Xi'an center, established on June 23, 1967, in the mountains of Northwest China, has monitored and controlled more than 100 satellites and the six Shenzhou spaceships. China's work safety agency denied claims that current coal shortage was due to the closure of small, illegal pits."China is not short of coal as the country turned out 2.53 billion tons last year, a rise of 8.2 percent year on year. Output could jump by 3.3. percent this year", said Huang Yi, spokesman for the State Administration of Work Safety (SAWS).The campaign against the illegal collieries is aimed at those without production permits working under risky conditions. The shut-down of 11,155 small coal mines in the past two years means the elimination of that number of potential pit tragedies, said Huang in an online interview with www.ce.cn on Friday.Among the suspended collieries, 7,000 to 8,000 have merged with larger mines. The output of small coal mines still account for one thirds of the national total, or near 900 million tons, the same share before the reshuffle, said the spokesman.The current coal supply strain is temporary and regional, according to Huang.The heavy snow that has fallen since mid-January, the worst in 50 years in much of China, has paralyzed transportation, frozen the power grid and caused serious economic losses. Up to 17 provinces experienced blackouts in the snow-hit areas.Coal mines nationwide are urged to beef up production to ensure power coal supply in the disaster-hit regions.The government has also ordered the railway system giving top priority to power coal transport.Power supply and coal reserves continued to resume in China. Reserves of coal for power generation increased 800,000 tonnes to 25.2 million tonnes on Thursday, equaling 13 days' supply for the country's power plants, said the Disaster Relief and Emergency Command Center under the State Council on Friday night.
