SAN DIEGO (KGTV) — The Port of San Diego will begin its first over water testing of lighting on the San Diego-Coronado Bay Bridge, as the Port continues efforts to install lighting across a portion of the bridge.The testing will start on Sunday, Nov. 8, and continue to Saturday, Nov. 14, from 6:15 p.m. to midnight.The testing will include 170 computer-programmed LED lights and controllers temporarily installed on three of the bridge's tallest columns near the center of the structure. Each night, a live technical test will be conducted in different colors, combinations, sequencing, and arrangements."This bridge lighting test provides San Diego a unique opportunity to see what’s possible and how the infusion of technology and art can make people feel connected to, and inspired by, our beautiful waterfront," said Commissioner Marshall Merrifield, Port of San Diego Board of Port Commissioners. "Our goal is to ignite the imaginations of every person in the San Diego region, and after years of dedicated time to the project, bring forward a viable, beautiful addition to the nighttime skyline."The testing will see periods of darkness as other aspects are being tested, so the lighting won't be constant illuminated.The upcoming testing is the second test of the project. SAN DIEGO (KGTV) - The preliminary hearing got underway Wednesday for a case that saw the California Highway Patrol reverse course on blame months after a deadly wrong-way crash.Lauren Freeman appeared in court almost a year to the day of the deadly wrong crash on the transition ramp between I-5 and I-8 near Old Town about 2 a.m. Justin Callahan, 35 , who was driving a Volkswagen Jetta, died at the scene, while Freeman and her passenger in a Toyota Camry suffered serious injuries in the crash.The CHP initially thought Callahan was driving the wrong way, eastbound in the westbound lanes, but family members told 10News it didn't make sense because he should have been heading to Ocean Beach from the South Bay after work, and not away from it. After a more thorough probe, investigators determined it was Freeman who was driving the wrong way and driving under the influence. Officers arrested her in November on charges including murder and vehicular manslaughter while intoxicated."We're just hoping for justice. The truth came out through the CHP and now we have the justice system to go through," said Tommy Villafranca, Callahan's brother.On the stand, one witness says he was driving on I-8 headed toward Sunset Cliffs, when he and his passenger saw a light-colored 4-door car race past him going the wrong way."I was in the car ... noticed headlights coming in my direction. You see it and by the time it registers, it drove past me ... it was crazy," said Valentino Asuncion IV.10News reached out to a contingent of Freeman's supporters, who declined to comment. SAN DIEGO (KGTV) - Thousands of Californians gathered Saturday night across the state to protest the newest restrictions put in place by Governor Gavin Newsom to slow the spread of the coronavirus.Last Saturday, Syndie Ly helped organize the first "Curfew Breakers" rally. "Across 16 cities, we had 10,000 people show up," she said.Ly lives in Huntington Beach and said in four days their Facebook page "blew up."She said people are frustrated by the curfew from 10 p.m. to 5 a.m. saying it is an overreach, "when the government starts telling you when you can leave the house, how many people you can invite over to your own home."What's happening in the U.S. reminds her of when her family escaped in Vietnam."I was born in China and my parents emigrated to Vietnam, and we came here [to the U.S.] legally but we came here as refugees to escape North Vietnam during the fall of Vietnam ... Just being told what to do, a lot of the government overreach, I feel we're actually on the brink of getting back to that and that's why I'm involved in this," said Ly.She said between layoffs and businesses being forced to close, the impact on people's livelihoods is worse than the virus itself."It's our lives, and we feel we are responsible individuals that can make our own decisions," Ly said.The rallies will continue every Saturday, starting at 10:01 p.m. until Ly and the organizers see change, she added.In San Diego, a rally is planned for Saturday at 10:01 p.m. at 910 N. SAN DIEGO (KGTV) — The White House insisted Thursday that the CDC and the public will continue to have access to hospital data related to the COVID-19 pandemic, trying to quell concerns after the Trump administration directed a private technology firm to collect hospital data instead of the nation’s premier public health agency.Since March, the CDC has been collecting data from hospitals on bed space, COVID tests and other key metrics, like the availability of personal protective equipment, ventilators, and certain drugs.White House Press Secretary Kayleigh McEnany said Thursday the CDC-run system, the National Healthcare Safety Network, was only capturing 81 percent of the nation’s hospitals.She said the new system, run by TeleTracking Technologies, will provide a more complete picture with faster reporting to the White House Coronavirus Task Force. Hospitals began sending data to the new database on Wednesday.“The intent of this is we need to make sure there is daily data given to Dr. [Deborah] Birx and others running point on Remdesivir and identifying hotspots,” McEnany said.The change comes at a time when President Trump has sparred with the CDC over school reopening guidelines, but CDC Director Dr. Robert Redfield said he supported the move.However, critics see the move as the latest effort by the president to politicize science. Four former CDC directors wrote an op-ed in the Washington Post this week raising concerns about the president's efforts to "undermine" the Centers for Disease Control and Prevention.“I see this as a big red flag. In some cases, hospitals manually input information to the federal database. In other cases, hospitals report data to the state or another intermediary, which passes the information along.Scripps Health said it reports COVID-related information through an intermediary, the California Health Association, so the federal database change hasn’t affected its hospitals.Sharp Healthcare and Palomar Health said the transition to the new system has been smooth on their end.“We haven’t had any problems uploading our data,” said Palomar Health spokesman Derryl Acosta. 2914
