SOLANA BEACH, Calif. (KGTV)- As San Diego county's COVID-19 cases continue to climb, restaurant owners hope outdoor dining isn't banned next. Los Angeles County shut down outdoor dining last Wednesday for a minimum of three weeks due to a surge in infection rates.Piero Tarantino owns Parioli Italian Bistro on Highway 101 in Solana Beach.He's down to just two employees, with the restaurant open only four days a week."We have a problem retaining employees cause we have to cut their hours since we don't have a lot of business, and we have to close a few days cause there are not enough sales to even pay one employee," said Tarantino.He says outdoor dining was going well in the summer, but it's a struggle now that cooler weather is here even when using heaters. "It's not comfortable cause you have heat coming from one side, but then the rest of your body is cold," said Tarantino.Restaurants across the country are trying to continue with outdoor dining even as the weather gets cold. Some owners are getting creative using everything from igloos, to individual pods, to tents and canopies.Dr. Anne Rimoin is an epidemiologist at UCLA. She said eating outside is only safe if you are truly outside."The issue is it needs to be completely open, wide open, ventilation if you have a roof, if you have sides, that's not outdoors, outdoors means in the open air," said Dr. Rimoin. Rimoin said everyone needs to do their part to bring down the infection rates."Right now, we're at the most dangerous point of this pandemic that we've been in, so far," said Dr. Rimoin.San Diego County Supervisor said right now there is no talk of banning outdoor dining locally."I have not seen evidence to suggest there's significant spread, at least from outdoors settings," said Supervisor Fletcher. SPRING VALLEY (CNS) - A juvenile driving a stolen minivan led deputies on a 15-minute East County road chase Tuesday before bailing out of the still- rolling vehicle near Sweetwater Reservoir and making a failed attempt to escape on foot.The chase began shortly after 8:30 a.m., when a deputy spotted the occupied van in the area of Bancroft Drive and Troy Street in Spring Valley and determined that it had been reported missing by the operators of a group home in the area on Monday, according to sheriff's officials.When the deputy tried to pull him over, the boy behind the wheel of the stolen vehicle drove off and refused to yield, Sgt. Scott Roller said. The youth sped to the south and east over various streets before jumping out of the moving vehicle in a school zone on La Presa Avenue and fleeing on foot.The suddenly driverless minivan continued traveling down the street briefly, then crashed to a halt against a jersey wall. Deputies caught up with the underage suspect a short time later and took him into custody.The boy, whose name was withheld because he is a minor, was taken to a hospital for evaluation of minor injuries he suffered while trying to outrun the pursuing patrol personnel, Roller said.The sergeant declined to release the suspect's age, citing ongoing investigation in the case. 1322

Severe weather brought heavy rain, hail and flash flooding to some parts of Maryland.  In Frederick, flood water was so high Tuesday night it covered the tires on cars. Some residents say Market Street was so flooded it looked like a river. Police sent alerts asking residents not to drive on the roads. Emergency crews rescued six people from three vehicles trapped in floodwater.  Click below to see storm pictures from across the state:Businesses in Frederick were also impacted by the storm. The basement of the YMCA on N. Market Street was completely flooded. SOLANA BEACH, Calif. (KGTV) - Lifeguards in Solana Beach have taped off an area near Fletcher Cove after a series of small bluff collapses. Video of the crumbling cliff was captured on camera Sunday afternoon. Chunks of the sandstone tumbled about 75 feet down to the beach. No one was injured but signs were still up warning beachgoers to stay away from the unstable bluffs. 383

SPRING VALLEY, Calif. (KGTV) -- Monte Vista High School is increasing security Tuesday after finding a threatening message written in the men’s restroom. According to a statement from the Grossmont Union High School District, the threatening message was discovered written in marker on a partition wall in the men’s restroom.The district says the message referenced an act of violence but lacked any specifics.
