SAN DIEGO (CNS) - The U.S. Small Business Administration is offering low-interest federal disaster loans for working capital to small businesses in San Diego and 34 other California counties that are economically impacted by the coronavirus pandemic.Small businesses, private nonprofit organizations of any size, small agricultural cooperatives and small aquaculture enterprises that have been financially impacted as a direct result of COVID-19 since Jan. 31 may qualify for Economic Injury Disaster Loans of up to million to help meet financial obligations and operating expenses which could have been met had the disaster not occurred, according to SBA Administrator Jovita Carranza."These loans may be used to pay fixed debts, payroll, accounts payable and other bills that can't be paid because of the disaster's impact. SAN DIEGO (KGTV) - A bizarre series of events led to a woman visiting San Diego with her family, getting attacked in a Hyatt Hotel lobby by a stranger running from a crash scene. Construction workers tell 10News they witnessed a man drive recklessly through a Mission Bay construction zone around 5 a.m., almost striking vehicles.The workers say they jumped in their truck and followed the driver down Quivira Road hoping to get his license plate information.Instead, they say the driver made a U-turn and crashed into their truck and a parked car. The driver’s car immediately burst into flames, but he wasn’t done just yet.According to the construction workers, the man then ran from the scene toward the Hyatt Hotel in Mission Bay.They say they chased him on foot, and held him down in the hotel lobby, waiting for police to arrive.Witnesses tell 10News that’s when the man got away and attacked a woman who was in the lobby checking out of the hotel.The woman’s husband told 10News the man tackled her then put her in the choke hold. The victim’s mother said she believes the suspect was trying to kill her daughter.The victim, her husband and parents were visiting San Diego from Minnesota. They were scheduled to continue their vacation by flying out to Hawaii this morning.They have to reschedule the trip because the victim was taken to the hospital.Police arrested the suspect. They say his motive is unclear.Investigators have not yet determined if the driver was under the influence of drugs or alcohol at the time of the crash. 1547

SAN DIEGO (KGTV) – A Clairemont man is recovering after he said he was accidentally shot by his next-door neighbor.Walter Lam said he was at his dining room table inside his home on Sunday when he heard a gunshot.“As soon as I heard that shot, I felt something was really cold on the inside of my arm. And I was bleeding; I knew immediately I was shot and I called 911,” Lam said.Once at the hospital, Lam underwent surgery to remove the bullet.“If it had moved towards my heart, I would have been dead,” Lam told ABC 10News.San Diego police said the bullet was fired by his neighbor who lives right next door. The neighbor said he was cleaning his gun and did not even know it was loaded.Investigators took the neighbor’s gun into evidence, and while he was not arrested, investigators said the neighbor could face a misdemeanor gun-related charge.Lam is recovering and in a little bit of paint, but he said he’s ready to return to work as head of his nonprofit organization Alliance for African Assistance.Lam said this is a reminder that life is too short.“Life can end any time. Just a little more to the right and I would be dead. Right now, people would be planning my funeral,” Lam said.ABC 10News learned the case has been forwarded to the San Diego City Attorney's Office. SAN DIEGO (KGTV) — A 42-year-old man was arrested and charged with sexually assaulting a woman in her Talmadge apartment before stealing her car.Friday, San Diego Police arrested Leonard Derrick was arrested and charged with burglary and sexual assault.On March 22, the victim ran to a neighbor's home and reported she had been sexually assaulted. SAN DIEGO (KGTV) — A driver and motorcyclist collided in the Marina District Saturday, before the driver took off.A 44-year-old motorcycle rider was traveling westbound on Market St., approaching 1st Ave., just before 2:20 a.m. Saturday, San Diego Police says. At that time, a black sedan heading eastbound Market St. made a left turn in front of the motorcycle, causing the bike to collide with the car.The motorcyclist suffered a fractured wrist, police said.
