SAN DIEGO (KGTV) - San Diegans are desperate for affordable housing and scammers are taking notice and using new tricks. 10News investigative reporter Jennifer Kastner spoke to the District Attorney's Office about how the internet is flooded right now with local rentals ads that are fake, and how renters can avoid getting burned.When Nicole Lloyd saw a Craigslist ad for a three-bedroom home in Clairemont for 50 a month, she jumped on it. “It sounded too good to be true, but [I had to] check it out,” she tells us.The person who said he was the owner sent her a text. “He said that he was out-of-state,” says Lloyd.He gave her a code for the front door and told her to let herself in. After she toured the property, he wanted her to wire him money through Western Union before he would prepare a lease.RELATED: Making It in San Diego: Study shows one-bedroom apartment rent in San Diego is cheaper than studio rentLloyd smelled a scam.“I probably see about three or four [rental scams] in a week,” explains San Diego County Deputy DA Brendan McHugh. McHugh says online rental scams are hugely prevalent right now, but most of the time scammers won't let renters see the property before asking for a wire transfer, which makes Lloyd's situation unique. The company confirmed that the house was being used in a scam.A statement from the company to 10News reads, “With regard to the home on Broadlawn Street, we have seen fraudulent activity, but fortunately no one has fallen victim to the attempted scam at this home. We have posted a sign in the home, as we do in all of our homes, alerting potential residents of potential scams so that they that will be particularly vigilant. We have asked Craigslist to remove the fraudulent listing, which they have (we do not advertise on Craigslist), and we have turned off the self-show option on the home so that prospective residents are able to view the home only if accompanied by an Invitation Homes agent.”“I was on Apartments.com, Zillow, Craigslist and a few other recommended [sites] that people gave me,” says Rebecca Weinrib.RELATED: San Diego's top neighborhoods to get more rental space for the moneyWeinrib admits that even she almost fell for online rental scams when she was recently looking for a place in Little Italy.“I went to law school. I run a company. I started a nonprofit…however, I don't remember seeing this situation two years ago when I was renting,” she adds.Weinrib was bombarded with requests to send money before she was allowed to see the properties. “A lot of them would say, ‘Wire it.’” She tells us a lot of them would also tell her that they don’t live locally.“You'll often see these scams saying that the person you need to talk to is deployed so just send the money and information now and we'll deal with it later,” says McHugh. He adds, “If you can't go inside and see the property before you're required to exchange money or personal identifying information, that's another huge red flag.”McHugh also says that it's best to be cautious when landlords are using auto-generated email addresses and when landlords post ads that contain several grammatical errors. 3405

SAN DIEGO (KGTV) — San Diego City Council President Pro Tem Barbara Bry is calling for an audit of a city-leased building repeatedly shuttered over asbestos.The building at 101 Ash Street was closed Saturday and city employees were relocated for "the next few weeks" over asbestos violations, Bry said in a memo. Bry added that she received an update on June 17, 2019 that the project at the location remained "on schedule and within budget" after she requested an update 10 days prior."It is apparent that 101 Ash Street is neither on-time nor on-budget. The costs put the project on hold, leaving the building vacant, City News Service reported.Construction was also stopped over asbestos violations in August 2019.Bry is now asking the city to answer a slew of inquiries over the city's process used to inspect and purchase the building, total costs to-date associated with employee relocations, unforeseen budget increases, subcontractor performance, and the financial impact on the city's Development Services Department."It continues to be frustrating to hear about issues with 101 Ash Street," Bry wrote.Prior to the city leasing the building, the location was occupied by San Diego Gas & Electric from 1968 through 1998, and by Sempra Energy from 1998 through 2015. 1921

SAN DIEGO (KGTV) — San Diego Police Department is investigating a video sent to several employees that depicts Hitler and makes "offensive" remarks about an investigation into officers eating inside a restaurant amid stay-at-home orders.The video was created after an internal investigation was launched over officers eating inside a restaurant during the state's stay-at-home order, said SDPD public-affairs Lt. Shawn Takeuchi. Those orders banned indoor dining at the time.Takeuchi says whoever created the video was clearly angry over the department's investigation into that incident.The video uses a clip from the 2004 film "Downfall," a German film depicting the final days of Adolf Hitler during World War II. A scene in the film showing an enraged Hitler yelling at military officials is used in various parody videos online.Takeuchi said the video being investigated added subtitles that, "negatively portrays the community and department leadership. The video also makes a homophobic comment regarding the Mayor."Mayor Todd Gloria, who took office this month, is the city's first openly gay mayor.The video surfaced on Saturday and began to circulate. Numerous department members who received the video alerted their supervisors. Internal Affairs was notified and started an investigation.Takeuchi called the video "extremely disturbing and offensive.""At this time, we do not know if this video was made by someone in the department or by someone who does not work at SDPD. We are still investigating to determine who was involved in creating it," said Takeuchi. "The department will not tolerate hateful speech of any kind. If the video was created by a department member, Chief Nisleit will take swift action. This is not who we are as a department. SAN DIEGO (KGTV) - San Diego Police identified Friday the teenager shot and killed in Chollas Creek. Damien Anthony Feliz, 16, was found lying in the north alley of 5200 Ogden Street about 10:30 Wednesday night. A witness called 911 to report the scene. Police said Feliz had at least one gunshot wound. He was taken to the hospital, where he died. SAN DIEGO (KGTV) - San Diego County is nearing a move into the state's most restrictive tier of COVID-19 regulations.California launched a tier system in late August to measure COVID-19 risk within a county. San Diego County is now moving into the so-called purple tier, or widespread tier. Moving into that level would trigger stricter regulations, including the indoor closure of several businesses like restaurants and gyms.Some restaurant owners say if San Diego County moves into that tier and they are ordered to close their indoor dining areas, they will not follow the orders."We really want to push against it. There's no other way of making it nowadays," said Nick Kacha, the manager of Rudford's Restaurant in North Park.On Thursday, they put up a sign outside the restaurant that says, "Stand Up Small Business. #Defy""We're hoping other businesses will stand up with us and join the wave," Kacha said. He says nearly a dozen other businesses have said they will also stay open.Restaurant owner, Todd Brown, says he's still deciding what to do. He owns several restaurants, but the one is focused on is Bub's at the Beach in Pacific Beach. Brown says he is worried if they have to close again, they might close for good.Both businesses have followed the public health orders since the pandemic started. But for Brown, he says this time he is thinking it through."If we decide to stay open, it's not because we're trying to make a political statement. It's because we're trying to survive," he said.
