(KGTV) -- Certain businesses in Vista will be allowed to take their operations outdoors in light of the state’s COVID-19 pandemic-related restrictions.Vista officials said a Temporary Emergency Order was issued Wednesday “to relax outdoor use for personal care services, salon and barber shop services, and gym and fitness services to temporarily relocate their existing business operations to an adjacent outdoor area during the COVID-19 pandemic.”The city’s order comes as indoor operations across the state shut down -- effective July 15 -- for gyms, houses of worship, non-critical office businesses, hair salons and barber shops, indoor malls and personal care services.Vista businesses that would like to move services outdoors are asked to contact the city’s Economic Development Department at 760-639-6165 or via email at EconDev@CityofVista.com.In a statement, Vista Mayor Judy Ritter said, “It’s a top priority for the City of Vista to do everything we can to support our local businesses during this pandemic and still protect the health and safety of the community. (KGTV) — It was a heart-pounding moment at a North County gas station after a homeless woman gave birth inside the bathroom. “I just seen some lady come out with a baby saying 'we need help this lady just gave birth',” said clerk Alex Ascencio. Ascencio had just started his shift Wednesday when the woman came inside of the store. When Ascencio saw the baby, he jumped into action, tending to the baby and dialing 911. “I just sat her down and make sure she had a pulse and that she was breathing; she was perfectly fine.”Ascencio says the woman tried to leave the store without the baby, but he convinced her to stay until paramedics arrived. Ascencio says he aspires to be a paramedic and his co-workers are praising him for his quick thinking. 770

Jessica Ward, a 6th and 8th-grade teacher at Minerva, was inspired to act after seeing a Facebook post:"Hello. We are teachers in El Paso. We would like to know if anyone is interested in sending us postcards to help our students know there is plenty of good in our world. As teachers, we may only be able to say so much. We think concrete messages of support would help us calm some fears. Any thoughts?"Ward and her more than 160 students got to work, creating letters filled with love, support, funny jokes, and positivity. "I just hope this small little gesture will bring happiness and positivity to their lives," said Ward. "It's just something I like to be open about, so they understand that it's important to talk about. (KGTV) - A dog owner has a warning for other pet owners after her 5-year-old English Bulldog died during a dental cleaning at a Vista pet hospital."I just thought it was a routine visit," said Kristine Ortiz.Ortiz's nightmare began two Tuesdays ago at Banfield Pet Hospital in Vista, after she brought Chesty in for a dental cleaning. Chesty is her emotional support dog. Ortiz, a medically retired Marine, lives with a rare and debilitating bone disease. Ortiz got the call just before 3 in the afternoon."Just in shock. Kept thinking this is not my dog. Has to be a different dog," said a tearful Ortiz. RELATED: Dog dies after suffering burns during surgeryIt wasn't. She was told Chesty was dead."I was upset. I remember screaming ... I've had surgery six times since I got my dog, and she's been with me the whole time, so it was very emotional," said Ortiz. Chesty, a healthy dog, had been put under during two previous cleanings and never had any issues.
