LOS ANGELES (KGTV) - A man who Los Angeles Police say repeatedly punched two women during a fight with a street vendor is charged with misdemeanor battery, the LA City Attorney’s office said Wednesday. Arka Sangbaran Oroojian, 30, was caught on camera attacking the women in downtown Los Angeles Jan. 26, City Attorney Mike Feuer said. Investigators said Oroojian began arguing with a hot dog vendor at 6th and Spring Streets when two women came to the vendor’s defense. The fought escalated when Oroojian punched one woman, police said. The second woman tripped Oroojian and he fell to the ground, eventually getting to his feet and hitting both women, according to officers. As they rose, police said Oroojian punched them again and ran away. The women suffered injuries including a concussion, broken finger, and bruises. Oroojian turned himself in to Los Angeles Police and is facing five counts of battery. LOS ANGELES (CNS) - Los Angeles County will once again prohibit dining at restaurants and bars beginning Wednesday, as the recent spike in COVID- 19 has brought the five-day average of new cases to more than 4,000, health officials said Sunday.To reduce the possibility for crowding and the potential for exposures in settings where people are not wearing their face coverings, the county's Health Officer Order will be modified so that restaurants, breweries, wineries and bars will only be able to offer take-out, drive thru, and delivery services.The order will apply for a minimum of three weeks.Officials warned of the possibility of such measures last week, as new cases and hospitalizations continued to surge in Los Angeles County and statewide. They follow a statewide "soft curfew" that went into effect Saturday prohibiting all "nonessential work, movement and gatherings" between 10 p.m. and 5 a.m., continuing until the morning of Dec. 21.On Sunday, the Los Angeles County Department of Public Health reported 2,718 new cases of COVID-19 and nine additional deaths, bringing the county's totals to 364,520 cases and 7,438 fatalities. The previous three days had each seen more than 4,000 cases reported, including a single-day record of 5,031 cases on Thursday.If the five-day average of cases grows to 4,500 or more or hospitalizations are more than 2,000 per day, a Targeted Safer at Home Order will be issued for three weeks, the health department said. Other items that could provide valuable clues could have been carried away by tides or destroyed in the blaze that burned so hot DNA is needed to identify the dead."All of that will be a very large hurdle to overcome," said George Zeitler, a former Coast Guard inspector who runs his own marine investigation firm. It's not known if any alarm sounded or what the people below deck may have done to try to escape."If an emergency exit is blocked due to fire and prevents one from escaping, it's a horrific situation," said Hendrik Keijer, an investigator with Robson Forensic who has captained cruise ships and operated cargo boats. They apparently jumped from the boat's bow, where the stairway led to the sleeping quarters, and swam to the stern, where they escaped in a dinghy and were taken aboard a nearby boat.Attorney James Mercante, a former merchant marine officer who has defended thousands of maritime casualty cases, said it was unusual that only crew members survived, but that is likely because they were above deck.Mercante said he would want to find out what the crew did upon being alerted to fight the fire and for how long before they abandoned ship."Something was ignited that spread a fire rapidly," Mercante said. There were no deficiencies found in February or August 2018 inspections.The same problems that lead to house fires every day can also sink ships: kitchen fires, unextinguished cigarette butts and gas leaks.While experts did not want to speculate on a cause, Godfrey said he would want to know more about the built-in barbecue on board and where gasoline was stored for the dinghy. He said electrical fires are most common because a boat — even when docked — is always moving and wires get chafed and exposed. They can arc and spark or ignite gas vapors.A fire on board can rapidly become a terrifying situation with no help nearby."It's very difficult to fight fires without outside help," Keijer said. "You're really on your own in most instances. It's up to the vessel's crew to fight fires. It's not like one can easily escape a vessel. You walk out of a building if a fire occurs on land.
