SPRING VALLEY (KGTV) -- An hours-long SWAT standoff came to an end Thursday evening in Spring Valley. According to the San Diego County Sheriff’s Department, the incident began around 1:30 on the 10700 block of Jamacha Boulevard. Deputies tried to serve the man with a warrant when he barricaded himself inside his home. The man was taken into custody around 6:30 p.m., the department says. Several nearby mobile homes were evacuated during the standoff. It's unclear at this time what the suspect was wanted for. 522

Some say there’s a problem with the old proverb that if you give a man fish, you feed him for day, but if you teach a man to fish, you feed him for a lifetime.Some argue that in order to complete a task, or learn a life lesson, people need access to the right equipment and education from someone with the right experience.“We didn’t get an opportunity like this,” said Hanifah Chiku while practicing flyfishing with her 6-year-old grandson Kamal during an event hosted by Colorado Blackpackers, a nonprofit on a mission to provide free gear, outdoor excursions and education to ethnic minorities.“We meet those who are at the intersection of economic vulnerability and under-representation,” said Patricia Cameron, founder of Colorado Blackpackers, a group she started a few years ago with the hopes of expanding to other states.“The opportunity to provide more outdoor experiences for people of color across the country, absolutely,” Cameron said.During the flyfishing clinic, Chiku said her grandson is learning great lessons while enjoying the great outdoors“They afford the opportunities to give people this experience and to come out and participate in different venues,” she said.Helping people learn how to properly set up a reel and rod are volunteers like Eeland Stribling, who says these events give people of color unique opportunities.“I feel a lot more community when I see people who kind of look like me,” he said.The classes and gear are free, with people like Kyle Fulmer donating outdoor supplies from his company RovR Products.“We want people, it doesn’t matter where you’re from, to be able to have the same access and opportunity in the outdoors,” he said.Cameron says Blackpackers is helping people learn life lessons while creating their own proverbs.“My tag line is: economic equity and outdoor recreation,” she said. 1850

I’m a freshman, I want to get that high school experience", says Mason Asvell a student at Steele Canyon High.He wants to play water polo again.Under the current state rules, youth sports can practice as long as they follow the COVID-19 guidelines.What they can’t do is play games, and that’s something Troy Mack doesn’t agree with, that’s why he organized this rally with others parents and students. Mack's daughter plays golf, and he believes the decision to allow games should be based on each individual sport.Mack adds, “I’m just stumped why we can’t make this golf work. There isn’t much of a distant sport than golf.”And this is where the CDC stands on this issue. Something rare happened today in Washington. A bipartisan bill was signed into law. The Great American Outdoors Act is the culmination of years of environmental and conservation negotiations. WHAT IT DOESThe first thing this legislation does is create a funding stream to improve National Parks in this country. While visitors have increased 50 percent since 1980, funding has not and it has created a maintenance backlog. Currently, there are around billion dollars worth of repairs needed in America's National Parks. The Great American Outdoors Act sends around billion over the next five years to improve maintenance. PROJECTS EXPECTEDIn Colorado, it means Rocky Mountain National Park will get improved sewage systems; in Montana, Glacier National Park will upgrade their camp grounds; in Arizona, the Grand Canyon will get drinking water pipelines fixed; in the Everglades of Florida, storm-damaged buildings can be repaired; and at Shenandoah National Park in Virginia, 100-year-old trail heads will be updated with better parking lots and easier entrances. LAND AND WATER CONSERVATION FUNDApart from improving the maintenance in America's National Parks, the legislation also, for the first, permanently funds the Land and Water Conservation Fund.
