SAN DIEGO (KGTV) - A grandmother of four had a granny flat constructed in her Point Loma backyard to help finance her retirement. Dianne Rodriguez will be retiring in the next few years after decades of working in the hospitality industry. This year, she decided to build a retirement plan. She spent ,000, construction and permits included, for a pre-built granny flat.Work started in April. The landscaping and final touches were recently completed on a 375-square-foot, one bedroom, one bath tiny home, which she plans to rent out as vacation rental on Airbnb. "Living on a fixed income won't be easy. This will supplement our income and enable us to stay in San Diego, and do some traveling," said Rodriguez.She opened it up to her first tenant this week. The cost of the granny flat will add about 0 dollars to her monthly mortgage. She hopes to take in about ,000 a month from renting it out, which translates into an extra ,700.The company that built her tiny home is Instant Guest Homes. SAN DIEGO (KGTV) - A Bankers Hill man returned home to a knife-wielding man in his kitchen, leading to a frantic dash out of the neighborhood."I heard my neighbor pull up. I'm a light sleeper. Within a couple minutes, I heard sirens coming from every direction," said Tom.Tom, who asked us not to identify him, says two Sundays ago before 1 a.m., surveillance cameras showed his neighbor parking in front of his home. In the video, the homeowner is seen walking to his front door. An outdoor light turns off, and suddenly, another light comes on. Tom says that's when his neighbor encountered a stranger in his kitchen."He came home and found the guy standing at his back door with a bottle of alcohol from his cabinet, and a knife from his butcher block. He backed off a bit and called police," said Tom.The intruder ran out the back. He is then seen making his way to the front of the home, across the street and right to Tom's front door."He tries to get into my house. It's locked so he takes off down the street," said Tom. Tom says a man fitting the same description has been spotted stealing bikes and casing homes in the area. As for the recent break-in, Tom says it's not clear how the man got in, but video of the motion-activated lights suggest he was in the home for nearly an hour."It's more than a violation. You start to lose your sense of security, and that's the worst part of it," said Tom.The intruder is described as a white male, between 20 and 30 years old, 5’6"-5’8", 155 lbs, with tattoos on both forearms. SAN DIEGO (KGTV) — A 10-year-old boy who allegedly fired two rounds from a shotgun at San Diego Police officers after barricading himself in a Southcrest backyard shed is in custody, police say.Family members at the home in the 4000 block of Boston Ave., about a block north of Caesar Chavez Elementary School, called police at about 9 a.m. after the 10-year-old armed himself with a knife and hammer.When police arrived, the child ran and hid in a shed with a shotgun, SDPD said. The child fired two rounds at officers, according to police, but no one was injured.The 10-year-old barricaded himself for nearly two hours, before surrendering to police peacefully.SDPD said the child will be taken to a nearby hospital for evaluation.The shotgun was recovered at the scene, police said, and investigators plan to look into how the child came into possession of the weapon.10News is monitoring this breaking news story. SAN DIEGO (CNS) - Three newly activated teams of chaplains certified as handlers of specially trained service dogs will offer added emotional support services to the employees of the San Diego Fire-Rescue Department, the agency announced Tuesday."We are excited to introduce our three canines," San Diego Fire Chief Colin Stowell said. "They are highly trained and available to our employees for emotional support in dealing with traumatic or emotionally challenging incidents. ... Using canines has proven successful in so many other areas, and we know these dogs will fit right in with our fire family."The SDFRD Crisis Response Canine program will be administered by chaplains Debi Arnold, Dan Guarrero and Betsy Salzman, making use of the skills of their dogs, Ty, Bodie and Genoa.Ty is a 6-year-old mini goldendoodle owned, trained and handled by Arnold, who bought him when he was 12 weeks old. They have two years' experience with a local trauma intervention program.Bodie, a 2-year-old Labrador retriever, was trained and placed by Next Step Service Dogs, which prepares canines for active-duty military personnel, veterans and first responders who have post-traumatic stress disorder and/or traumatic brain injury, SDFRD spokeswoman Monica Munoz said.The total cost for Bodie and his training was about ,000. Guarrero is responsible for the dog's ongoing costs, such as food and veterinary bills, with support from the San Diego Fire Rescue Foundation.Genoa is a 2-year-old Labrador retriever who lives with and is handled by Salzman. They have visited a variety of SDFRD facilities and supported personnel at emergency incidents. Salzman is responsible for Genoa's ongoing costs, with support from the firefighters' foundation.Bodie, Genoa and Ty are certified through Next Step Service Dogs, an Assistance Dogs International accredited organization. The chaplains and their canines have completed more than 120 hours of training, and they will continue to receive instruction through NSSD, Munoz said.The SDFRD's chaplaincy program is made up of 17 volunteer religious leaders from a variety of faiths. SAN DIEGO (KGTV) -- A group of California lawmakers is asking for an emergency audit of the state's Employment Development Department (EDD).In a letter sent to the Joint Legislative Audit Committee, legislators claimed that EDD had failed Californians when it's needed most.The letter said, "EDD reported that it has processed 9.3 million unemployment insurance claims and distributed about billion in benefits. Yet some 1 to 1.2 million potentially eligible applicants, including those that filed in March, are still waiting on payments. EDD's actions or lack thereof have real consequences: people are depleting their life savings, going into debt, and are unable to pay rent and feed their families."For months, Californians have complained to lawmakers and news outlets saying EDD was struggling to get them money. Many described calling the department hundreds of times a day trying to speak with someone about a filed claim."I'm not going to be able to pay rent, and I'm not going to be able to pay my insurance," said San Diego County resident Jaedra Miller.Miller says she was receiving money from EDD, but after a few payments, something changed."They just flagged my account, and I've been trying to figure out why," she said. "I've been calling, and I completed the paperwork they sent me."Miller said there's an issue with the effective date on her claim. She told reporter Adam Racusin she believes the dispute caused the money to stop."It's just so incredibly frustrating," Miller said. "I've tried so many avenues, and I just, I really feel helpless."In the past six months, the Employment Development Department has taken a verbal beating from Californians and their lawmakers.During a May hearing, lawmakers told the head of EDD they're hearing from constituents who are struggling in the application process, being denied with no explanation, and having difficulty getting in touch with anyone at the department."We've never heard the type of suffering that people are experiencing right now, not just in regard to the pandemic, but when they call your bureaucracy," Assemblymember David Chiu said at the time. "The feedback we're getting is atrocious."Later that month, EDD said in a press release, "The Employment Development Department (EDD) will hire approximately 1,800 new temporary full-time and hourly staff over the next several weeks from throughout California to bolster the delivery of critical Unemployment Insurance (UI) services to workers impacted by the COVID-19 pandemic. The workers will be trained in skills including call center operations, processing UI claims, and analyzing documents from claimants and employers to make wage determinations for benefits."EDD says that since March, the agency has redirected more than 600 staff from other units and 700 staff from other departments to assist the UI branch. The agency adds that it has been given approval to hire 5,500 new temporary employees, and that more than 5,200 employees have been approved for hire and more than 3,600 are in various stages of onboarding, training, and deployment.The state agency said it could not comment specifically on Miller's claim."Due to the legal confidentiality of Unemployment Insurance (UI) claimant information, we cannot discuss any details related to an individual’s case. Media Services does not have access to specific claimant information, nor the authority to share an individual’s claims details. As individual claims issues are often unique to each claimant, they are best mitigated by the UI analysts who are working the individual cases. We have added Ms. Miller to a claimant referral list that has been sent to our Unemployment Insurance branch, which handles benefits claims processing," a spokesperson said.In a press release on Aug. 27, the agency did say it has disbursed more than billion in benefit payments since March.The release stated, "EDD has processed over a total of 11.0 million claims for Unemployment Insurance (UI), Pandemic Unemployment Assistance (PUA), and benefit claims extensions over that timeframe. The average amount of benefits paid daily by EDD over last week (4 million) was 967 percent higher than the daily average paid over the same week at the height of the Great Recession ( million) in 2010."The group of lawmakers calling for an audit ask that EDD, "Assess the reasons for backlogged unemployment insurance claims (claims) and the effectiveness of EDD's efforts and timeframes for eliminating the backlog. Evaluate the effectiveness of EDD's actions to improve call center performance and response time. This includes EDD's hiring, onboarding, and training efforts to increase call center staffing levels. Determine the magnitude of EDD's claims workload, including the number and percentage of claims that were approved, denied, pending, and backlogged since the beginning of the pandemic. Assess EDD's call center capacity and determine trends in the volume of call received, the time it takes EDD to respond to callers, the percentage of callers connected to a representative, and the number of calls during which the caller was disconnected from the call." 5161
