SAN DIEGO (KGTV) - A new report says San Diego Unified School District is losing nearly million a year due to the exploding number of charter schools.School districts receive funding per student. The report by the organization, In the Public Interest, found SDUSD loses nearly ,913 a year per charter school student, largely due to costs that cannot be reduced when a student goes to a charter school. SDUSD is the second-largest district in California.There are about 120 charter schools in San Diego County. Roughly 50 of those schools are in the SDUSD. Elva Barajas’ son attends a local charter school.“I liked what they were offering for the students. There were smaller classrooms… less than 25 kids in the classroom. It was more individualized for the students,” Barajas said.Miriam Rodriguez’s daughters go to traditional schools within SDUSD.“At the end of the day, the schools are in my community,” Rodriguez said.The report, called "Breaking Point: The Cost of Charter Schools to Public School District," analyzed three California school districts including San Diego.Superintendent Cindy Marten and SDUSD trustee Richard Barrera argued that local districts need more control over school charter decisions. Barrera said district leaders need to ask critical questions, including fiscal impact. Currently, he said they are not allowed to do so.“What is it bringing to the table, what is it adding to the mix of schools… but also, what is it taking away?” Barrera said.Michelle Anderson, Regional Manager for the California Charter Schools Association, said districts already have enough oversight. “This is really a misrepresentation of issues that came through from a report that was paid for by special interests. Charter schools are really not the bad guys in this issue,” Anderson said.Both sides agree that education funding goes beyond this particular issue, although they differ in the impact of charter schools. SAN DIEGO (KGTV) – A man was arrested in connection with the shooting death of a woman in a Mountain View apartment, San Diego police announced Thursday.SDPD officials said officers responded to reports of a shooting inside an apartment unit in the 4500 block of Imperial Avenue at around 4:30 p.m. Wednesday.Officers arrived and found a woman, later identified as Emily Cortez, with a gunshot wound in her upper torso. She was located on an upstairs walkway of the apartment complex, SDPD officials said.According to police, a man was providing medical aid as officers and emergency medical crews arrived at the scene.Despite life-saving efforts, Cortez, 19, was declared dead at the scene.During their investigation, SDPD Homicide Unit detectives identified the suspected gunman as 18-year-old Jorge Manuel Sanchez and arrested him in connection with Cortez’s death.SDPD officials said Cortez and Sanchez lived in the apartment where the incident occurred, and the suspect and victim were in a relationship.No other information was released.Anyone with information regarding the incident is urged to call the SDPD Homicide Unit at 619-531-2293 or Crime Stoppers at 888-580-8477. 1188

SAN DIEGO (KGTV) -- A portion of City Hall in Downtown San Diego was evacuated after crews working in the building possibly disturbed asbestos.According to the city, construction crews working on the lobby possibly disturbed the asbestos around 2 p.m. Thursday. The city said in a memo that a contractor working on the sprinkler system accidentally dislodged a section of the ceiling, causing it to crash to the ground. "Immediate action was taken to isolate and contain the material,'' according to the memo. The substance hasn’t yet been confirmed as asbestos, but hundreds of people were forced to evacuate as a precaution. Crews plan to conduct air testing Thursday night with the expectation of reopening City Hall Friday morning. The City Clerk’s office remains open and is working out of a nearby location until Thursday evening so candidates running for office can meet their 5 p.m. deadline. 909

SAN DIEGO (KGTV) - A San Carlos family is hoping surveillance video will help track down the man recorded making himself comfortable in their home.Along Wallsey Drive, the Meduna family got a heart-sinking scare the day before Halloween.Around 8:30 a.m, Megan Meduna and her husband both got a notification that their garage door was open.  Inside the home, a camera was recording an intruder. Meduna says the man had pried open a window screen in the front and forced open a window.  A sound heard in the video is the burglar opening the door to the garage, before he's seen shutting the window he just climbed through. As he puts on his gloves, he walks up to the camera and flips it over."It's just creepy, creepy to see someone in my house sneaking around," said Meduna.By the time police arrived, the man was gone. He got away with only a little bit of cash, but the impact was felt across a neighborhood.  Surveillance video showed him casing the area.  Minutes before the break-in, a neighbor reported seeing the man knocking at her door, then pretending to need directions when she answered the door.  At another home, a ripped screen was found near a side window and an out-of-place brick was discovered outside another window.Neighbors are now wondering if the same man could be linked to other burglaries. A few weeks ago and blocks away, 10News reported on a break-in with a similar MO that left a newlywed couple missing wedding gifts and family heirlooms.  A month ago, there was a another burglary at Meduna's home, in which electronics and jewelry were taken."Feel violated and angry.
