HAIKOU, Feb. 13 (Xinhua) -- China's southern island province of Hainan saw a surge in travelers on Saturday, one day before the Chinese Lunar New Year, or Spring Festival, said local officials.A total of 65,397 people arrived in Hainan, a tourist resort, on Saturday, up 30.16 percent from the eve of the Chinese lunar new year of 2009, according to a spokesman with the local holiday and travel coordination bureau.A survey of 10 scenic spots in Hainan showed they received about 41,750 visitors on Saturday and their total ticket income hit 2.07 million yuan (303,000 U.S.dollars), up 7.32 percent and 12.37 percent respectively from the eve of the last Spring Festival, the spokesman said.Another survey of Hainan's 21 hotels showed they accommodated 6,101 travelers on Saturday, and reported an income of 5.04 million yuan, up 26.21 percent, he said.From Feb. 1 to Feb. 13, more than 3,800 foreign travelers arrived in Hainan for a holiday, according to statistics from the Haikou General Station of Exit and Entry Frontier Inspection."I am very happy to spend Spring Festival in such a beautiful island. I hope more foreign travelers could experience the Chinese traditional festival here," said Daniel Sanchez, a Spanish traveler.Last month, the central government announced a plan to build the island into a top international tourist destination by 2020.

WASHINGTON, Feb. 27 (Xinhua) -- China remains the largest foreign holder of U.S. Treasury securities as at the end of December, the U.S. media reported on Saturday.The report quoted the new government data as saying that China held 894.8 billion dollars in Treasury securities at the end of December, more than 755 billion dollars that had been previously estimated.But the new report also showed China trimmed its holdings of U. S. debt by 34.2 billion U.S. dollars in December.The U.S. Treasury reported on Feb. 16 that Japan surpassed China as the largest holder of U.S. Treasury securities in December. But the new estimate said Japan, now back in second place, held 765.7 billion dollars in December.Japan had been the largest holder of U.S. Treasury securities until China gained that distinction in 2008."Purchase of Treasuries by China would reflect only purchases by an entity in China from an entity based in the U.S.," Stone & McCarthy Research Associates said in a recent client note."The Data would not pick up purchases done on behalf of Chinese investors by dealers in the U.K or Hong Kong, for example, nor would it pick up purchases of Treasuries by investors in China from investors based outside of the U.S.," it added.China defended its move to reduce its holdings of U.S. Treasury securities, saying the United States should take steps to promote confidence in U.S. dollar .Last week, when responding to questions on China's sale of U.S. Treasury securities in December, China's Foreign Ministry spokesman Qin Gang said the issue should be viewed from two perspectives.He said on the one hand, China always followed the principle of "ensuring safety, liquidity and good value" in managing its foreign exchange reserve. BEIJING, Feb. 21 (Xinhua) -- China's Education Ministry on Sunday warned students considering studying overseas against Australian schools run by the GEOS group after more than 40 Chinese students were left stranded with the group's collapse.More than 2,300 students in GEOS group schools across Australia were affected after the college closures. The schools were scattered across Sydney, Melbourne, Brisbane, Perth and Cairns.GEOS is a Japanese company which owns hundreds of colleges around the world. The GEOS group has run out of money for its Australian colleges,according to Australian media reports.Chinese embassies and consulates in Australia are negotiating with local authorities to settle the issue to safeguard students' legitimate rights.The Education Ministry has drawn up a recommendation list of nearly 15,000 schools in 33 countries worldwide on its website. The recommended schools are relatively trustworthy and reliable.Australia has been a preferred destination for overseas education for Indian and Chinese students.The Australian Bureau of Statistics said the number of Chinese student enrollments was 146,000 by June 2009, up an average annual 16 percent over the past six years.

BEIJING, Feb. 26 (Xinhua) -- The China Banking Regulatory Commission (CBRC), the banking regulator, said Friday it would introduce four measures to facilitate the development of rural financial institutions.The CBRC would improve supervision of rural financial institutions, strengthen risk management, encourage their adopting effective corporate governance model, and evaluate the quality of their services, said Zang Jingfan, the supervision department director of the CBRC.China approved a total of 172 new-type rural financial institutions, including 148 rural banks, 8 lending firms and 16 rural mutual cooperatives by the end of 2009, according to Zang.Outstanding loans by these institutions totaled 18.1 billion yuan, of which 36 percent went to farmers and more than 50 percent to small businesses, he said.The government has been trying to boost lending to farmers and companies in the countryside, and the CBRC announced last year a plan to set up 1,293 rural financial institutions by 2011 to boost rural development.
