The former two were filed in 1972 and in 1995, respectively.

BONN, Germany, June 17 (Xinhua) -- The latest United Nations (UN) climate talks ended here on Friday with no surprise -- some " technical issues" saw some progress, as delegates usually said, while major disagreements remained.The two-week UN climate negotiations have made "clear advances" on such issues as extending carbon trading mechanisms, climate fund management and slowing deforestation, Christiana Figueres, UN Framework Convention on Climate Change (UNFCCC) executive secretary, said at a closing press conference.Figueres said delegates from 183 countries stepped forward with a technology mechanism to boost global green technology sharing. The mechanism will include a Climate Technology Center and Network to establish a worldwide clean technology stakeholder community.As for the implementation of a comprehensive package of the Cancun summit last year, this Bonn session has "paved the way" for progress at the next UN ministerial-level climate conference, which is to be held in Durban, South Africa from Nov. 28 to Dec. 9, Figueres said."Strong convergence has emerged on how the Adaptation Committee will be governed, what its composition will be and what its specific role will be," she said. "This progress means that the Committee could be fully operationalized at Durban."The UN climate chief stressed that governments, business circles and civil society cannot solve issues related to climate change "in one meeting," and climate talks are "the most important " negotiations the world has ever seen."The Bonn meeting is practical, focusing on concrete issues. The EU said it would not unilaterally step up efforts on combating climate change if other nations are not willing to do the same.Meanwhile, developing countries insisted that the updating of the Kyoto Protocol remains "the very core issue" of current talks, asking rich nations to shoulder their historical responsibilities and preserve the pact as a major legally-binding instrument to tackle climate change.The Group of 77 and China, representing over 130 developing nations, have said that the renewal of the Protocol should be the priority for Durban.On Friday, Figueres said that "resolving the future of the Kyoto Protocol is an essential task this year and will require high-level political guidance.""By Durban, governments need to come forward with options that will be acceptable to all parties," she said, adding that high- level contacts are necessary to break the ice.She told reporters that environment ministers are due to meet in Berlin from July 3 to 4, known as a continuation of last year's ministerial-level informal talks held in the town of Petersburg near Bonn. WASHINGTON, Aug. 12 (Xinhua) -- NASA announced Friday the creation of a new directorate that will focus on both the International Space Station operations and human exploration beyond low earth orbit.The Human Exploration and Operations Mission Directorate combines the Space Operations and Exploration Systems mission directorates. While the transition and personnel assignments will take several weeks to finalize, the directorate already is supporting space station operations. It also will manage commercial crew and cargo developmental programs; construction of the Orion Multipurpose Crew Vehicle, a spacecraft designed to travel beyond low Earth orbit; development of a new heavy lift rocket, known as the Space Launch System; and other programs within the directorates."America is opening a bold new chapter in human space exploration," NASA Administrator Charles Bolden said in a statement. "By combining the resources of Space Operations and Exploration Systems, and creating the Human Exploration and Operations Mission Directorate, we are recommitting ourselves to American leadership in space for years to come."Associate Administrator Bill Gerstenmaier will head the new organization. He previously served as the associate administrator for Space Operations.

WASHINGTON, May 30 (Xinhua) -- After nearly 12 days together in orbit, U.S. space shuttle Endeavour undocked from the International Space Station on Sunday night, NASA announced on Monday.According to NASA, the undocking took place at 11:55 p.m. EDT ( 0355 GMT Monday) as the spacecraft sailed 215 miles (346 km) above Bolivia.Pilot Greg Johnson, at the aft flight deck controls, flew Endeavour in a circle around the station at distances of about 450 to 650 feet. Endeavour is scheduled to land at the Kennedy Space Center at 2:35 a.m. (0635 GMT) on Wednesday.During their stay at the space station, the Endeavour crew conducted four spacewalks to complete construction of the U.S. side of the 100-billion-dollar outpost, a project of 16 nations that has been being assembled in orbit since 1998.They also brought up a logistics carrier with spare parts and performed some maintenance and installation work during the four spacewalks, the last to be carried out by an American shuttle crew.NASA plans to decommission Endeavour, its youngest shuttle with 25 voyages, and send it to a museum in Los Angeles for display.NASA's 30-year-old shuttle program is ending due to high operating costs. The Obama administration wants to spur private companies to get into the space taxi business, freeing NASA to focus on deep space exploration and new technology development.When the U.S. space shuttle program officially ends later this year, the Russian space program's Soyuz capsule will be the only method for transporting astronauts to and from the space station.
