CHULA VISTA (KGTV) -- A frightening scene for any family to witness was captured on video just before Valentine’s Day outside an East Chula Vista gas station. A clip posted to Facebook shows a man screaming racial obscenities at a female customer while the woman he’s with calmly pumps gas into their car.The incident reportedly happened at the Shell gas station at the Village Marketplace in the Eastlake neighborhood of Chula Vista at around 4 p.m., according to the victim.In a Facebook video post, the victim wrote that the man had approached her car and began shouting vulgarities then returned to his car. “No there is nothing done prior to this on my part. No there was nothing wrong that I knew of. No, there was no history," the victim wrote in the Facebook video post."No, I've never seen this couple before. No, there were no words exchanged between us, no eye contact, he just began to spew hateful commentary when he saw me get out to pump," the victim said.Sensing that something may happen, the victim used her cellphone to record the encounter, and that's when the man approached her again.The video shows a man with face and arm tattoos jumping out of the passenger seat of a light colored Nissan Versa hatchback. He approaches the victim’s car while flashing both middle fingers and screaming, “F*** n*****s!”The man then walked up to the victim’s vehicle and spit on the windshield.10News is not identifying the victim for her own protection.According to the victim, the couple drove away after the woman finished pumping gas.“I am beyond grateful that he, for some reason, changed his mind and did not spit on me or put his hands on me,” the victim said.The woman called Chula Vista Police about five hours after the confrontation at the gas station, according to Chula Vista Police Department Captain Phil Collum. Officers took information from the woman and followed up with her Friday to gather more information and documentation, Collum said. They will evaluate the evidence to see if it amounts to a criminal offense. Collum said police do not know the identity of the man seen in the video. “This is highly unusual,” said Collum. He had recommendations for anyone in a similar situation. “Do not engage, do not get involved, always take the high road,” Collum said.Anyone with any information is asked to call CVPD. 2350

(KGTV) -- A Chula Vista woman's holiday decorations vanished from her lawn Thursday morning — but she's determined not to let "the Grinch" steal her Christmas spirit.It was beginning to look a lot like Christmas at Wendy Claproth's home in East Chula Vista. Since her husband's passing ten years ago, Claproth says she did not have the spirit to spread Christmas cheer outside. But this year, she finally got the courage to give it a shot.On her front lawn, she put up a large blowup Christmas tree snowman, hung lights along the roof, set up candy canes, wrapped her mailbox, and even created a Christmas tree with a set of lights. Her house screamed "festive." But on Thursday morning, she noticed that her brand new Christmas tree snowman inflatable was gone."Yes, you get mad, but more than anything, you get disappointed," Claproth said.It wasn't the wind, and it definitely was not an accident. Thieves had ripped the blowup right from her lawn, leaving only the stakes."It was kind of angled towards the corner all by itself over there, so I guess it was an easy prey," Claproth sighed.She wrote about the incident in her neighborhood app and found that she was not the only victim. Many others chimed in, saying the Grinch stole their Christmas decorations as well.Chula Vista Police says while there are not too many official reports of stolen decorations, these thefts, unfortunately, are common during the holiday season. But Claproth is not letting the thieves take away her holiday spirit."I ordered myself another one because they are not going to steal my Christmas cheer!" Claproth said. She plans to place it right where it was earlier in the week.She even has a message for the naughty thieves."I hope that you really needed it," Claproth said. "And if you needed it, then I guess it's OK. If they didn't need it, they might get some coal in their stocking this year!" she laughed.Chula Vista Police advises residents to mark their holiday decorations with their name or address and place them in view of lights or security cameras to prevent thefts. 2096

(KGTV) — Surveillance video caught the moment a driver caused a fiery chain-reaction crash in a South Bay neighborhood.Chula Vista Police said five cars were involved in the crash at East Paisley Street and Monserate Avenue just after 6 p.m. Thursday. Five people were taken to a nearby hospital with minor injuries.The crash started when a black truck hit a car, sending that vehicle into a parked car. The suspect of the black truck kept driving, hitting another car parked in a driveway that was being worked on by two people, knocking them unconscious. That car was sent into a nearby RV, injuring another person.Video from a resident's surveillance camera showed the truck send one man flying and the car into a concrete pillar, as it overturns and explodes into flames."I opened the door, and there was the car, it was on fire," said resident Priscilla Ramirez. "I'm still shaking from everything."Smoke and flames filled Ramirez's yard."I couldn't see my house, smoke and fire, smoke and fire all over my yard, couldn't see anything," Ramirez's brother, Adrian, said. "[Both men] were slurring and they were scared."The two suspects in the truck fled the scene, before later turning themselves in and receiving treatment for injuries at a hospital.The two suspects were arrested, but 10News is working to confirm what charges were filed against the pair. Chula Vista Police said they were investigating if alcohol or drugs were a factor in the incident. 1488

  

CHULA VISTA, Calif. (KGTV) - A new adult care center is opening next month in Chula Vista. It's the first of its kind, replicating a 1950's town with storefronts and interactive activities.The nonprofit George G. Glenner Alzheimer's Family Centers is behind the new facility, called Glenner Town Square.The indoor, simulated urban environment uses reminiscence therapy to help those with Alzheimer's and dementia, bringing people back to a time where their memories are strongest.Glenner Center's Lisa Tyburski says while the memories experienced at the center don't last forever, they bring patients joy in the moment."They'll leave tired, they'll have had a good day," said Tyburski. "It helps in the evening with sleep, which of course will help with mood the next day."After an assessment with the facility, caregivers can drop off loved ones at the center.Services range from for a full day and per half day. The facility opens in April and will operate Monday through Friday from 8:45 a.m. to 5:15 p.m. 1029

  

Chris Krebs, the now fired Homeland Security cybersecurity expert who debunked claims of a rigged election, testified before a Senate panel on Wednesday, reiterating that the 2020 election was fair and that there was no credible evidence of widespread fraud.Krebs, who was assigned to head Homeland Security’s Cybersecurity and Infrastructure Security Agency by the Trump administration in 2018, was fired last month after his agency co-signed a statement defending the 2020 election process. President Donald Trump and Republican allies have continued to claim that the election was rigged and that President-elect Joe Biden was not the rightful winner, despite dozens of court rulings by both Democratic and Republican-appointed judges that repudiate these claims.Krebs conceded that the election system has vulnerabilities, but added that voters should have faith that election canvassing and auditing measures confirm that the election was fair.Krebs went on to say that allegations that voting machines were rigged are baseless, a claim backed up in recent court rulings.“The allegations being thrown around about manipulation of the equipment used in the election are baseless,” Krebs said. “These claims are not only inaccurate and ‘technically incoherent,’ according to 59 election security experts, but they are also dangerous and only serve to confuse, scare, and ultimately undermine confidence in the election. All authorities and elected officials in positions of power or influence have a duty to reinforce to the American people that these claims are false.”Donald Palmer, the vice chairman of the US Election Assistance Commission, expressed confidence that the integrity of the 2020 election system was not compromised.“Let me be clear, the EAC has confidence in the voting systems we certify and in the state and local election administrators who ran the 2020 election; first and foremost, due to the process voting system manufacturers must undergo to receive federal certification,” Palmer said.Meanwhile, several backers of the president were also invited to deliver testimony to the Republican-led Senate Committee on Homeland Security and Governmental Affairs. One of whom was attorney Jesse Binnall, who has defended the Trump campaign in court, and provided frequent contributions to Trump and Republicans during the 2020 campaign. Binnall claimed that 42,000 Nevada voters submitted more than one ballot, and that 1,500 dead people voted in the election.But last week, Nevada’s Supreme Court rejected those findings with prejudice, adding that the claims were not backed with facts. “To prevail on this appeal, appellants must demonstrate error of law, findings of fact not supported by substantial evidence or an abuse of discretion in the admission or rejection of evidence by the district court,” court order said. “We are not convinced they have done so.”Biden’s victory in the 2020 election was locked up on Monday when he picked up 306 Electoral College votes, 36 more than needed to become the president on January 20.Last month, Krebs' agency issued a joint statement that described the presidential election as the “most secure in American history.”The letter was signed by leaders of the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency, the U.S. Election Assistance Commission and the National Association of State Election Directors, among others. The Cybersecurity and Infrastructure Security Agency was established two years ago as a branch of Homeland Security during the Trump administration.In bold, the authors of the statement wrote, “There is no evidence that any voting system deleted or lost votes, changed votes, or was in any way compromised.” This statement matches those from secretaries of state and boards of election throughout the US.While a number of Trump allies have backed Trump's baseless claims of election fraud, Republican leaders in Georgia have blasted the president for making such allegations. Gabriel Sterling, the Georgia voting system implementation manager who works under the state’s Republican Secretary of State Brad Raffensperger, said earlier this month that election officials were the target of threats from Trump supporters. Sterling said that Trump has the right to contest the election in court, but added, “You need to step up and say this, is stop inspiring people to commit potential acts of violence.
