SAN DIEGO (KGTV) -- In three weeks San Diego County will elect its next district attorney,  and in a recent poll a large number of voters indicated that they're still undecided. The results of our scientific 10News Union-Tribune poll shows the battle between Summer Stephan and challenger Genevieve Jones-Wright is wide open. If the election were held today, Summer Stephan would get 35 percent of the vote. Genevieve Jones-Wright would get 22 percent and 43 percent of those polled said they are undecided. "Those polls are consistent with what our campaign research shows," Jones-Wright told 10News. "We knew we were up against a political machine and it really is no surprise to me that she's up on the polls."Progressive candidate Jones-Wright says Stephan got a head start, by being appointed to the district attorney job when Bonnie Dumanis left. Jones-Wright said she thinks the poll shows her campaign is gaining steam.Stephan was encouraged by the poll numbers. "This is very encouraging, what you're telling me, because it shows that what we're doing is working," she told 10News. "That San Diegans are enjoying that we're one of the safest urban regions in the country and that they really prefer experience over an experiment."The poll shows that Stephan's voter base is republican, white and over the age of 35. It shows that Wright's voter base is younger, more racially mixed and primarily democratic. On Monday, Summer Stephan pulled out of a community forum, one which both she and Genevieve Jones-Wright accepted to face off. 1581

SAN DIEGO (KGTV) — Military families say the squalid living conditions detailed in a new report by the Military Family Advisory Network released Wednesday don't fully portray their struggle.In Murphy Canyon, the issues range from mice, to dry rot to rust. Shelby Stevens' husband is in the Navy, and they've been stationed in San Diego for three years. On the porch she pointed out what looked like half painted pergolas and said they were full of dry rot. Inside there is no microwave, and the kitchen was much the same as it was originally in the 1990's. "We've got ant problems, roaches, mice," Stevens showed 10News her shed in the back yard. Inside there's half a dozen mice traps, with little black dots covering the floor. Stevens says those are mice droppings.On her phone, an image of a dead mouse, she said her dog killed. These issues echoed throughout the military community.A woman who didn't wish to be identified, for fear of retaliation, said her closet door had loose rusted screws she had to keep out of her toddlers' reach. She said the repair work on a clogged toilet was shoddy, saying the men left mold, and poop around the base of the toilet.The new report by the Military Family Advisory Network breaks down the problems renters face by base. For San Diego military families, the top two issues are maintenance and mold."We absolutely know that the nearly 17,000 who responded to our questionnaire, this is their reality," Shannon Razsadin, Executive Director of MFAN, said.The survey went out last January and ran for a week. Razsadin hopes the report gives military families a tool to create change.The military moms who spoke with 10News say it's not a complete picture of what they're dealing with. Stevens said 17,000 people across the country is a very small part of the military community as a whole. She said in the last several months their service has declined."We've had no shows from maintenance men, we've had no shows from contractors who are scheduled to come out to my house, no show, no call. SAN DIEGO (KGTV) - It could take more than three weeks for out-of-work Californians to get unemployment insurance payments.The California Employment Development Department (EDD) tells 10News, during normal circumstances, an Unemployment Insurance (UI) claim takes approximately 21 days from filing to payment.Right now, the circumstances in California are anything but normal.According to a report from the state's Legislative Analyst's Office, "Given the extraordinary number of applications received recently, as well as the expectation that claims will continue to increase over the coming weeks, the Legislature should anticipate that first benefit payments will take much longer than 21 days."The report states similar delays occurred in the Great Recession. EDD tells 10News they are currently experiencing a large increase in claims filed in their programs and have staff working overtime to keep up with the demand."Given the unprecedented increase in UI claims due to COVID-19, we have taken several steps — working around the clock, including Saturdays and Sundays, and redirecting hundreds of staff to process UI claims — to ensure every Californian gets benefits as timely as possible. We do not expect any significant delays at this time. Should the situation change, and delays arise, we will notify the Governor's office, stakeholders, and the public as soon as possible," an EDD spokesperson told 10News."We're seeing impacts higher than what we saw at the Great Recession," said Andrew Picard with the San Diego Workforce Partnership.This week the organization put out a report on potential impacts of COVID-19 on employment in San Diego County.The report stated, "In the first three days of partial closures (March 16-18), Californians submitted 190,000 unemployment insurance claims — more than quadruple the weekly average — and the March 19 statewide order to shelter in place will bring more layoffs."Between March 16 to 22, the Workforce Partnership received notices or phone calls from 52 employers that are considering or have executed layoffs or work-hour reductions for a total of 3,865 impacted workers. EDD said they encourage Californians to apply if they think they may qualify for benefits. Officials suggest using online services for faster processing, if possible. 2306
