SAN DIEGO (KGTV) -- A showdown is brewing between two San Diego County supervisors about the reopening of the local economy amid the coronavirus pandemic.In a video on his Twitter account, Supervisor Jim Desmond said current California metrics make it impossible for the county to full reopen.During a Board of Supervisors meeting on Tuesday, Desmond plans to ask the county to not follow the state’s tier system, which determines when more businesses can reopen.Desmond said on Twitter: “San Diego has been backed into a corner. I hope my colleagues will join me in rejecting this non-sense,” Fletcher tweeted on Monday.Under the new state monitoring metrics, San Diego County is currently in Tier 2, also called the Red Tier. Last Tuesday, San Diego's state-calculated unadjusted case rate was 6.9 per 100,000 residents and the testing positivity percentage was 4.2%. If the county reaches a case rate of more than 7 per 100,000 residents or a testing positivity percentage of more than 8% for two consecutive weeks, the county would move back into Tier 1, or the Purple Tier.Also, during Tuesday’s meeting, supervisors are expected to vote on a stimulus program that would distribute money to small businesses.Under the program, .5 million in funds would be granted to nearly 500,000 businesses. The money is from a relief program Fletcher established in May.The majority of the money available will be given to businesses in communities experiencing economic challenges and poverty.Applications are still being accepted on the county's website. 2335

SAN DIEGO (KGTV) -- A woman says she tried to save the life of a man found dead under a bridge this morning. He was released from the hospital just hours before police found his body in Hillcrest. There was something about a man at the hospital that stood out to Megen Murray. "For whatever reason, I don't know why he caught my eye," said Murray. "I just watched the orderly wheel him outside."He was discharged from Scripps Mercy Hospital Wednesday night. He was still wearing a hospital gown when he was found."It was just unnatural to see a man in a hospital gown, in a wheelchair, sitting on the street."Murray says she tried to get the hospital to help, but she says they wouldn't listen. "Yep, he's homeless, he has nowhere to go, we dismissed him, if he wants he can come back in and be seen again but that was it," said Murray.She then took it upon herself to make him comfortable. "I said, 'I have these blankets for you,' and he looked at me and gave me the biggest smile. And then I said, 'I only have  cash on me, so here's .' I told him to put it in his pocket and said 'I'm sorry I cant do more."'The hospital told 10News the man was healthy enough to be released and aware of his surroundings. Seven hours later he was found dead after tumbling from the Washington Street bridge. And it's not the first time a patient was discharged in hospital clothes. A video from Baltimore went viral in January that showed a woman, wobbling and confused, still wearing a gown and surgical mask. Homeless patients are often discharged after being treated with nowhere to go. "We have to see these people as people. They're people. It just ripped me to the core. SAN DIEGO (KGTV) - An Oceanside woman says she was left feeling violated after her car was stolen from the Porto Vista Hotel's valet in Little Italy. "I had to leave some of my things in my car, like my work computer, some of my personal items that were expensive and personal, but I trusted they would be ok because it was a valet service at the hotel," said Ashley Holthaus, whose car was stolen. Her friend had a room at the hotel, and their group of friends went to a concert at San Diego State that evening. "The next morning, around 6:30 a.m. I got up and walked over to the valet and gave him my ticket and at that point, he looked for my keys and couldn't find my keys or record of my car being at the hotel."Holthaus says the next few hours were extremely stressful as staff tried to figure out what happened. She says she was asked to wait to call police until they had a better idea of what happened.Holthaus was eventually shown surveillance footage. She describes seeing a tall man in a hoodie walk up to the unattended valet kiosk, take her keys, walk straight to her car, and drive out of the parking garage. "Why am I paying for a service and then have something like this happen and then there's no accountability from the hotel?" said Holthaus.Her company's IT department was able to track the computer which was in the car; she says it was located out of the country.Holthaus says to make matters worse, the hotel charged her for the valet and did not offer to compensate her friend for the room.An attorney for the hotel tells 10News there hasn't been an incident like this in Porto Vista's 30 years of operation. The attorney says they've turned over surveillance to police and are cooperating with the investigation. He added that management is taking measure to ensure this doesn't happen again. Much of the demonstrators’ criticism was aimed directly at Mayor Kevin Faulconer, who is entering his final year in office and was not in council chambers Tuesday morning. SAN DIEGO (KGTV) - A young man was trapped in his car after a crash on southbound Interstate 15 at I-805 Monday afternoon.The solo-vehicle crash happened about 1:30 p.m. The man went off the freeway and into a tree, leaving his car a mangled wreck.San Diego Fire Captain Steve Salasz described the rescue as a “complicated effort”.Several firefighters used saws to free the man, whose foot was stuck in a floorboard.The man, who was alert and talking during the rescue, was taken to Scripps Mercy Hospital for treatment.There was no word on his condition but Salasz described his injuries as “severe”.Investigators did not release the cause of the crash. 662
