SAN DIEGO (KGTV) - The City of San Diego Public Utilities department has spend almost 8 million since 2013 to repair and replace 116 miles of water transmission and distribution pipes as part of a program to upgrade it's aging water system, according to documents given to 10News.Most of those repairs (72 miles) were on cast iron pipes, the oldest ones in the system."We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."The project began in 2007 with a rate increase to pay for the work. As older pipes have been replaced, city officials say the number of water main breaks has decreased.The Public Utilities Department gave 10News the following numbers about the amount of breaks over the past 6 years:2012: 1022013: 952014: 742015: 632016: 852017: 66 (as of October 20)"We know we're not going to stop every break," said Eidson. "But if you look at our track record and our pace of replacement, we've seen a significant decline in the number of breaks that we've had."The project replaces aging pipes made out of cast iron or concrete with new PVC pipes. Eidson said that's the industry standard and they have a life expectancy of 50-75 years. He says economics and budgeting led to delays in the older pipes not being replaced sooner.That changed when the rate increase was approved. Now the goal is to replace 30 miles per year.The city says its water system extends over 400 square miles and moves approximately 172 million gallons per day. It includes 49 water pump stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.Through the replacement project, the department hopes to have all of the cast iron distribution lines (6-12 inches) replaced by 2018-19. Their goal for the larger cast iron transmission mains (16 inches or bigger) should be finished by 2023.Right now, they say there are still about 46 miles of cast iron pipes in the system, some of them almost 100 years old.Once the cast iron lines are replaced, they'll shift the focus to the older concrete lines."I look at it like painting the Golden Gate Bridge," said Eidson. SAN DIEGO (KGTV) -- The big concern for many health care workers during the coronavirus pandemic is their protective gear. “It's a scary time with not knowing exactly what's coming at us,” said Jay O’Brien, a local nurse and a representative for the Sharp nurses’ union.“A lot of nurses are very concerned that we don't have the proper equipment. The biggest concern is the lack of N95 masks,” O’Brien said. The masks block at least 95 percent of airborne particles, but there is now a shortage due to the pandemic.Nurses at UC San Diego said they had been wearing N95 masks when interacting with a suspected COVID-19 patient, but the Centers for Disease Control has loosened their guidelines. Now, they are used only during more complicated procedures, such as intubations.UCSD nurse Tiffani Zalinski wrote over the weekend on Facebook that the N95 respirators were "confiscated by the administration and were being distributed on a case-by-case basis." She was upset over the change, saying she works with patients "fresh out of surgery" and the N95 respirator were “the only thing that is going to protect" her. SAN DIEGO (KGTV) — The man suspected of opening fire on U.S. Customs and Border Protection agents at the border Monday has been named.San Diego Police say 23-year-old Travis James Eckstein, a U.S. citizen, was shot and killed during a shootout with CBP officers Monday at the San Ysidro Port of Entry. Eckstein was driving from Mexico into the U.S. and refused to stop for officers. Officers say Eckstein tried to drive through an inspection area, before a vehicle blocked his exit.He then began to fire on officers before he exited his vehicle continued shooting. He said he was driving back home to Chula Vista from Mexico on Monday evening. Moments after he cleared customs, he said he saw a white truck blaze past him. He immediately saw CBP agents throw out spike strips on the ground and the driver of the truck crash into another vehicle. Seconds after two separate shootouts, our viewer saw agents dragging Eckstein onto the sidewalk. Meanwhile, other officers were pointing their guns at the bullet-ridden truck, addressing the passengers. Two male Chinese nationals, ages 18 and 27, were found in the rear of Eckstein's truck and were interviewed and released to CBP officials.First responders attempted life-saving measures on Eckstein, but he did not survive his injuries.Seven CBP officers were involved in the shooting but, miraculously, none were injured.“The CBP officers risked their own lives to protect the public from this gunman,” Pete Flores, Director of Field Operations, said in a release. “Human smuggling is always dangerous. He also had many concussions, his Brain didn’t Think like a Normal Person.”Kniss concluded the post with sorrow.“We weren’t okay with the choices Travis had made. SAN DIEGO (KGTV) -- The 92-year-old San Diego man who pleaded guilty to shooting his son in the head as he slept in his father’s Old Town residence was sentenced to three years of probation. Richard Landis Peck pleaded guilty to voluntary manslaughter early in 2019. Peck had been facing a murder charge in the death of his 51-year-old son Robert. Peck was arrested in mid November of 2018 after going to a neighbor’s house on the 2300 block of Juan Street to tell her he just shot his son. Peck’s attorney claimed in hearings that his client’s son was an alcoholic who was psychologically abusive toward his father. The elder Peck was described in letters to the court as a kind man and a “quiet gardener” who had never been in trouble with the law. City News Service contributed to this report. 936

SAN DIEGO (KGTV) - The man accused of killing a Church’s Chicken employee in Otay Mesa West waived extradition in Tennessee Monday. Investigators and U.S. Marshals tracked down Albert Lee Blake in Memphis last week.Blake was wanted for the murder of Maribel Ibanez and shooting of two other employees at the South San Diego County restaurant earlier this month.According to the Shelby County District Attorney’s office, Blake’s fugitive from justice without a warrant case was dismissed by the judge, which means San Diego authorities will head to Tennessee and pick him up and bring him back to answer to charges in San Diego.RELATED: Suspect in Church's Chicken shooting arrested in MemphisIn addition the murder charge, Blake is also facing two counts of attempted murder, accused of willfully and deliberately shooting Mario Rojas and Humberto Gerardo Cota.According to court documents, Blake has a lengthy criminal history dating back to the 1990s.In 2016, he was charged with counts of manufacturing a controlled substance, possession of marijuana for sale, possession of firearm by a felon and more. He also violated probation earlier this year.
