BEIJING, June 3 (Xinhua) -- Senior Chinese leader Zhou Yongkang Friday urged increased supervision of police investigations and the reform of the penal system.Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks while attending a plenary meeting of the Political and Legal Affairs Commission of the CPC Central Committee in Beijing.Representatives of the Supreme People's Procuratorate reported to the meeting on their work to strengthen supervision on the use of investigative measures such as search, detention and freezing the suspect's asset by law-enforcement officers.Officials from the Supreme People's Court (SPC) also reported the progress made in a pilot program which intends to help courts at local levels to be more transparent and fair while meting out penalties.Zhou said these were vital to the building of a just and clean law-enforcement system and must be carefully implemented."Investigative and procuratorate authorities must attach equal importance to punishing crimes and safeguarding human rights, and to procedural justice and substantive justice, and must strictly abide by the law in enforcing investigative measures such as search, detention and seizing the suspect's asset," he said.He said the SPC's pilot program in roughly 120 local courts had promoted the fairness and transparency in handing out penalties, which had significantly reduced the rates of appeal, lodging a protest against a ruling and petition in criminal cases.Law enforcement agencies must push ahead the pilot program as one of their priorities, while in the meantime working to fully engage the public in the supervision of the handling of criminal cases, he said.Zhou, who also heads the Political and Legal Affairs Commission of the CPC Central Committee, called for more transparent law enforcement to ensure the public's right to know and supervise. He also said places for interrogation, custody, trial and detention must be under 24-hour audio and video recording.

HANOI, July 23 (Xinhua) -- Chinese Foreign Minister Yang Jiechi made five proposals to the 17th ASEAN Regional Forum (ARF) here on Friday to enhance regional security.Firstly, Yang said countries should bear in mind the overall situation and interests when dealing with sensitive regional issues, and always safeguard the regional peace and stability.Secondly, Yang said countries should adopt a new security concept by seeking cooperation instead confrontation, and respecting and taking care of each other's core interest and security.Thirdly, countries should respect each other, strengthen political mutual trust, improve and develop long-term, healthy and stable relations.Fourthly, countries should exercise restraint when disputes arise and settle disputes through peaceful means.Fifthly, countries should make use of multilateral mechanism like Shanghai Cooperation Organization, ASEAN Regional Forum and Six-Party Talks to promote common interest and common security.Yang said on one hand, the situation in Asia-Pacific region is generally stable. On the other hand, the unstable and uncertain factors are increasing.Yang said ARF could serve as a security dialogue platform to push for mutual trust among members. Yang also urged ARF members to strengthen cooperation on non-traditional security issues including anti-terrorism, disaster relief, non-proliferation and maritime security.ARF comprises 27 members including the ten ASEAN member states namely Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam, the 10 ASEAN dialogue partners namely Australia, Canada, China, the European Union, India, Japan, New Zealand, the Republic of Korea, Russia and the United States, and seven other countries in the Asia and Pacific region namely Bangladesh, the Democratic People's Republic of Korea, Pakistan, Mongolia, Sri Lanka, Timor-Leste, and Papua New Guinea.

TANGSHAN, Hebei, July 18 (Xinhua) -- Chinese Vice President Xi Jinping on Sunday called for greater efforts to fuel the country's transformation of its economic growth pattern.Xi made the call during an inspection to Tangshan, a city ravaged by a 7.8-magnitude earthquake that killed more than 240,000 people in 1976, just days ahead of its 34th anniversary. The Vice President placed flowers before a memorial wall for the earthquake, and expressed his condolences for the quake victims.Chinese Vice President Xi Jinping (L, front), who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, shakes hands with an worker at an ore wharf in Caofeidian port, Tangshan City of north China's Hebei Province, July 18, 2010. SUZHOU, Jiangsu, June 12 (Xinhua) -- Scholars and officials stressed the importance of protecting cultural heritage at the World Expo's second theme forum which opened in Suzhou, east China's Jiangsu Province on Saturday.Culture remains the soul of a city and urban residents not only need to ensure that traffic moves smoothly, infrastructure projects are completed and their economic futures are secure, but they must also protect their cities' diversified cultures, noted Minister of Culture Cai Wu.The country's urbanization has improved people's lives, but also resulted in problems such as a disappearing cultural heritage and the sometimes monotonous appearance of cities, Cai said."If it goes on like that, it will certainly impede the growth of a city or a country and reduce the quality of people's lives," Cai warned.Further, globalization was causing more pressure to protect the nation's cultural heritage, said Sha Zukang, head of the United Nations Department of Economic and Social Affairs.Cultural heritage protection should focus on providing a diversified culture rather than a monotonous culture, Sha said. With the theme focusing on cultural heritage and urban regeneration, the two-day forum was co-organized by the Ministry of Culture, the State Administration of Cultural Heritage, the Executive Committee of Expo 2010 Shanghai China, the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the government of Suzhou. The forum has attracted nearly 800 participants from some 20 countries and regions, as well as international organizations.Participants to the forum include Deputy Director-General of UNESCO Hans d' Orville and the French architect and designer of China's National Center for the Performing Arts, Paul Andreu.A total of 189 countries have sponsored pavilions at the six-month Shanghai World Expo, whose theme is "Better City, Better Life".

BEIJING, July 6 (Xinhua) -- Hundreds of middle school students from Nanjing City, east China's Jiangsu Province, came to the Memorial Hall of the Chinese People's War of Resistance Against Japanese Aggression in Beijing Tuesday to mourn martyrs killed in the war."We came here to keep the past firmly in mind and cherish the present peace," said a student from the Second Foreign Language School of Nanjing.Temperatures in most parts of Beijing had risen to more than 39 degrees centigrade but even so the memorial hall was crowded with visitors from all over the country. The full-scale anti-aggression war started on July 7, 1937, when the Imperial Japanese Army bombarded the town of Wanping in suburban Beijing and advanced on the Lugou Bridge. The No. 29 Nationalists Corps fought hard to resist the siege, marking the official start of an eight-year resistance war.The Chinese resistance played a decisive role in inflicting heavy casualties on the Japanese. The Chinese people paid dearly for the victory, with an estimated 35 million casualties, including military and civilian, dead and wounded. The memorial has received more than 15 million visitors since it opened in 1987, said Li Zongyuan, deputy curator of the memorial hall.
