SAN DIEGO (KGTV) - The city of San Diego is one step closer to creating a regional energy company that would serve as an alternative to San Diego Gas and Electric.The city's Environment Committee voted 3-1 Thursday to advance the framework for the energy company to the full City Council, which it will consider Tuesday, The proposal, called Community Choice Aggregation, would include the city of San Diego and other entities such as Chula Vista, Encinitas, Imperial Beach and La Mesa. It would be managed under what is called a Joint Powers Authority. San Diego Gas and Electric would still deliver the energy, but the JPA would decide where it comes from. The city has previously estimated that it could save customers 5 percent under their SDG&E bills. Customers would be automatically enrolled, and would pay SDG&E exit fees (they can opt out of enrollment). The entity could help the city reach its climate goal of 100 percent renewable energy by 2035. It needs to get its proposal to the state Public Utilities Commission by the end of the year in order to start service in 2021. 1103

SAN DIEGO (KGTV) - Surveillance cameras caught two people in a truck turning an alley in El Cerrito into a dumping ground.Just off Dayton Street is one unsightly mess. Maurizio Rios, who lives near the alley, can barely look at it."Feels terrible. It's actually disgusting," said Rios.Right next to a new home construction are two barbecues, two chairs, and parts of a several different tables. "The image is not a good image. It's trash. It's a dump," said Rios.The men who sullied that image were likely not aware that Rios' surveillance cameras were watching.Monday afternoon, just before 3:30 p.m., a pickup truck loaded with stuff was seen driving down Dayton Street and turning into an alley. From several other cameras, the truck is seen driving through the alley, before it finally stops. Two people then get out and begin unloading. More than four minutes later, the truck drives off."It's unbelievable. Why don't they just take it to the dump?" said Rios.Rios filed a police report and delivered a big clue: a clear image of the front license plate. SAN DIEGO (KGTV) -- The future of SDCCU Stadium, formerly Qualcomm, will be in the hands of voters in 2018.The SoccerCity San Diego proposal has already earned its spot on the ballot and now SDSU West is hoping to do the same.If SDSU West can win the votes, it plans to put a university research center, stadium and river park on the stadium site.As for SoccerCity, planners hope to create a mixed-use stadium for MLS Soccer and college football, parks, housing, and entertainment.This week some SoccerCity supporters noticed "likes" on the SDSU West Facebook page increased significantly, from just under 500 to nearly 50,000 in a few days.Confusion turned to frustration when they noticed they too "liked" the page when in fact they hadn't."I went to investigate myself to see if that was true, and sure enough when I went on the page I had liked and followed it, without ever having liked or followed it," said Dory Freiberg, an SDSU alum.Freiberg says he's been open to learning more about the SDSU West plan but currently believes SoccerCity will be better for the city."I want to make sure that if it is defeated it's defeated legitimately because it's not the best plan for the city and not any kind of underhandedness," said Freiberg.James Stroud, a longtime San Diego resident, says he too noticed he "liked" the page when in fact he never clicked the 'like' button."It's something that makes them appear more popular than they are, gives them an aura of importance or trustworthiness when it wasn't deserved," Stroud believes.Stroud believes that's problematic as SDSU West tries to garner signatures to get on the November ballot.A quick search of Facebook community forums shows it's not a new issue.
