CHULA VISTA, Calif., (KGTV) -- No justice served. That is what a Chula Vista father said after he found out that the boys and young men who publicly attacked his son in April already got out of jail. Punch after punch. Kick after kick. Cell phone video shows 16-year-old Paul Martin being beaten while lying helplessly in the fetal position. "Our family changed since that day. It's not the same," Paul's father, Margarito Martin, told 10News. RELATED: Otay Ranch family upset over violent videoThey have not been the same since April 11, 2019. Margarito said his son was at the Cotixan Mexican Restaurant in Otay Ranch after school, defending a friend who had been bullied on social media. That is when seven people robbed and violently assaulted him. Police later arrested five minors and two adults. Investigators found that some of them were wearing cleats for maximum damage. Martin said miraculously, Paul only sustained scrapes, bruises, and a sprained wrist. "They knew what they were doing," Martin said. "They're not kids. They were 18, 19, and one of them was already 20."After a lengthy trial, the attackers were convicted of felony assault. But they were only sentenced to time served. 19-year-olds Aldrin Uy of Paradise Hills and Kent Pasunting of North Bay Terraces received years probation. All seven are now back on the street. The judge cited "restorative justice" for their lighter sentences. "If you injure anybody or assault anybody, [they should] be sentenced more heavily," Martin said. That is why the family is now fighting to change the law regarding juvenile and young adult offenders. They have started a change.org petition to lower the age for adult charges when dealing with serious felonies. "I know they are minors, and they need another chance," Martin said. "We've all been there. Bad stuff when we were kids. Graffiti and that stuff, you're only affecting property. (CNS) - The body of a woman who apparently had been shot to death was found Wednesday in a patch of shrubbery near the Otay River.A passer-by made the discovery in a field behind a Smart & Final store in the 3100 block of Main Street in Chula Vista about 6:30 a.m., according to police.Preliminary evidence at the scene -- notably, spent shell casings -- indicated that the woman, whose identity was not immediately available but police described her as a Hispanic woman in her 20's, was slain, Lt. CINCINNATI -- A Lebanon Correctional Institution inmate was sentenced to three years in federal prison for mailing threatening letters to President Donald Trump and other federal officials, authorities announced Monday.Rodney D. Cydrus, 48, mailed a total of five letters in January 2017 to the FBI and Federal Public Defender's Office threatening to injure them, federal judges and the president, according to court documents.In one letter, Cydrus wrote that he wanted to "go out with a bang" by killing or kidnapping a federal agent."As soon as I get out I’m going to get everybody I can in your office…Die Die Die…I promise my word I’ll get at least 30 of you before you kill me," one letter states.One letter also included a powder that turned out to be Cydrus' own medication, causing a HAZMAT response. "The federal officials whom Cydrus targeted have hard enough jobs as it is," U.S. Attorney Benjamin Glassman said in a news release. "Disrupting operations and creating an atmosphere of fear is a serious offense, and it’s important to deter this kind of intimidation campaign."Cydrus was an inmate at Lebanon Correctional Institution in Warren County at the time he sent the letters.A federal grand jury indicted Cydrus in February 2017. He pleaded guilty in January to one count of mailing threatening communications. He had faced up to 10 years in prison. 1389

CHULA VISTA, Calif. (KGTV) - Chula Vista parents who once felt hopeless now feel empowered to care for their children with behavioral challenges. Through the Parent Intervention Program (PIP), parents learn new strategies while their children develop their social-emotional skills and new ways of expressing themselves. PIP is offered free to Chula Vista families through the Chula Vista Elementary School District (CVESD)."We want to do what we can for our families and children when it comes to the whole child, not only cognitively but socially and emotionally," said Rita Palet, the Director of Early Childhood Education Programs for CVESD.Palet says this is now a priority for the district, which is why they're offering the PIP program to families for free."Behaviors take a while to develop, so they do take a while to diminish," said Palet.Through the program, parents meet others dealing with similar struggles. "When you come here it makes you feel safe, I feel safe coming here, even when we had a rough morning getting here, they're so welcoming," said Mina Fagen, who brings her son to the program.Fagen says her son started acting out after changes happened in the family; his sister went to kindergarten and they also had a new baby in the family."I felt overwhelmed, and still at times feel overwhelmed, but this program gives me a safe place to go to," said Fagen.Parents ultimately give back to the program by volunteering their time later as a "payback parent." This means staff members have completed the program with their own child and can support others going through the program.
