SACRAMENTO, Calif. (AP) — An attorney and immigrant rights activist is the first person living in the U.S. illegally to be named to a statewide appointment in the nation's most populous state, California's Senate leader announced Wednesday. The Senate Rules Committee appointed Lizbeth Mateo to be an adviser on college access and financial aid. Senate President Pro Tem Kevin de Leon framed the decision as a rebuke of Republican President Donald Trump's immigration policies. As a member of the Student Opportunity and Access Program Project Grant Advisory Committee, Mateo will advise the California Student Aid Commission to help low-income and marginalized people attend college. The position is not paid. The Senate Rules committee, which oversees such appointments, does not have a record of ever before confirming a person living in the country illegally to a statewide position, according to de Leon's office.Matteo, 33, was born in Mexico and moved to California with her parents at age 14. She was the first person in her family to earn a college degree."I hope to be able to draw from my own experiences as an undocumented, first generation college graduate," she said in a statement. "I have no doubt that California can do more for all underrepresented students, especially in regions with low college participation rates, and I appreciate the opportunity to be able to help in any way I can."De Leon announced Mateo's appointment the day after Trump visited California to view prototypes of his proposed border wall and a week after the U.S. Justice Department sued the state over policies that limit cooperation with federal immigration authorities. Democrats who run California government, including de Leon, vehemently oppose the wall and Trump's conservative stance on immigration.Matteo's appointment comes as the U.S. Congress is struggling to reach an agreement about the Deferred Action for Childhood Arrivals program, which grants temporary protected status to people living in the country illegally who came to the U.S. as children. The program's future is uncertain after Trump attempted to cancel it last year and tasked Congress with reauthorizing it.Although she isn't a DACA recipient herself, Mateo has been a vocal advocate of the program.Assemblyman Travis Allen, a Republican from Huntington Beach, criticized the appointment."This is an insult to every California citizen and legal resident," he said in a statement. "The California Democratic Party now prioritizes illegal immigrants over California citizens."But De Leon said Mateo embodies California values."Ms. Mateo is a courageous, determined and intelligent young woman who at great personal risk has dedicated herself to fight for those seeking their rightful place in this country," he said in a statement. 2806

SACRAMENTO, Calif. (AP) — California's nation-leading gas prices are set to climb even higher Monday, when the state gas tax increases 5.6 cents a gallon. It's the latest increase from a 2017 law designed to raise about billion a year for road and mass transit programs. It's among several changes taking effect at mid-year.RELATED: California will have the highest gas tax in the US starting July 1A 12 cent-per-gallon boost came that November, and voters last year rejected a Republican-led effort to repeal the law. But Southern California voters recalled one Democratic lawmaker who helped pass the measure. The money is split between state and local governments, with much of going to fix potholes and rebuild crumbling roads, bridges and public transportation.Republicans note that the tax is increasing even as Gov. Gavin Newsom and fellow Democrats complained about high gas prices. 898

Ride-hailing company Uber is offering people free and discounted rides if they need a lift to and from a COVID-19 vaccination appointment. In a press release, CEO Dara Khosrowshahi said the company offers 10 million free or discounted rides to ensure people get vaccinated, especially those who face a barrier getting there.Khosrowshahi said they are partnering with the National Urban League, the Morehouse School of Medicine, and the National Action Network because the organizations are tied to communities of color that have been "disproportionately hurt by the pandemic."A date when this is to kickoff has not been announced. 637

SACRAMENTO, Calif. (AP) — The California Senate has voted to expand job protections to more people who take time off to care for a family member. State law allows workers to take up to 12 weeks of leave to care for a family member. But the law only protects the jobs of people who work at companies with at least 50 employees. The Senate voted 21-12 on Thursday to expand those protections to companies with at least five employees. Republicans and some moderate Democrats opposed the bill. They argued it was too hard for small businesses to find short-term replacements for employees. 594

Robert Mueller could soon roar back into the news with some big announcements later this week.Roger Stone is telling anyone who will listen that Robert Mueller has it wrong. Stone is saying he did not coordinate with WikiLeaks during the 2016 campaign or try to pressure a friend into lying to the special counsel. The Trump ally and veteran GOP dirty trickster made that case in a CNN interview the other day. He repeated it in what one friend described as "nervous energy" calls to friends and associates in recent days.Stone believes the special counsel's office will seek an indictment. CNN reporting details emails and other evidence that question whether Stone coordinated with WikiLeaks -- and perhaps the Trump campaign -- about Democratic emails hacked and released late in the 2016 campaign. The new reporting on Stone raises a bigger issue that has some of the President's friends and allies worried.Mueller has been quiet for weeks. Justice Department guidelines urge prosecutors to be cautious in the 60 days or so before an election, so not to be seen as trying to influence voters. But with the election Tuesday, Trump-related investigations could climb back into the news. That includes the work of the special counsel and separate federal investigations in New York. 1294
