SAN DIEGO (KGTV) - San Diego gun owners could soon face more requirements when it comes to storing their firearms.City Attorney Mara Elliott announced the proposal Tuesday. It would require gun owners to store their guns in a Department of Justice approved lockbox or trigger lock, unless the owner or authorized user is carrying the firearm or it is in their immediate control. Elliott said state law requires locks to accompany guns sold in California but does not always require their use. "Safe storage laws work when it comes to protecting our kids," said Elliott, who made the announcement next to a playground at Mission Bay. Elliott pointed to the 2013 death of 10-year-old Eric Klyaz, who was fatally shot when playing with a gun in a friend's garage. "Two families were torn apart that day, but the impact of his death cut deeper than that," Elliott said. Violators would face up to six months in jail and a ,000 fine. Elliott said police wouldn't be doing door-to-door checks, but could cite someone when responding to a different call.Still, Michael Schwartz, who heads the San Diego County Gun Owners PAC, said law is duplicative and that education is the better approach. "This is something that invades someone's choice in their home," he said. "Whether or not you have a child, maybe you're a single woman who lives at home, and now she's taking away a number of choices that a single woman has to be able to defend herself in her own home."The proposed ordinance says it will not substantially burden a person's ability for self-defense at home. SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer issued a warning to motorized scooter and bike companies, tweeting a letter Friday night. In part it reads, "ongoing violations will result in revocation of your permit to operate within the City, or will serve as justification for not renewing your permit when it expires in six months... It is your responsibility to proactively move your devices within three hours... or it will be impounded."The companies could face an impounding fee of per device.Several riders told 10News they had no idea what the rules for riding and parking scooters were. They didn't know about the 300 freshly painted corrals around San Diego streets.Other infractions include riding on the sidewalk, riding two at a time, ignoring the rules of the road and dumping or parking scooters on the sidewalk."We enjoyed it but I got pulled over by two police officers, they said read the signs there were no signs anywhere," Rider Melissa Sherman said in frustration.The only sign you can see is the painted warning on the foot of the scooters, reading 'do not ride on sidewalk.'"You see them laying all over the ground, wherever, people don't want to take the responsibility of them so it is what it is, everybody has to abide by the rules. you know? SAN DIEGO (KGTV) - San Diego Police arrested a man on suspicion of killing the owner of an East Village flooring business, but a female suspect remains at large, detectives said Thursday.Kevin Eugene Cartwright, 51, was arrested in El Cajon Tuesday. No motive was released.??????10News spoke to Venus, who told us she was Ghedeer "Tony" Radda's cousin. Ten years his junior, she said she always looked up to Radda as a "cool older brother," who taught her everything from pop culture to how to grow up. She said the tragedy was so numbing, she still cannot accept it as reality. "I wake up everyone morning thinking, is this still a dream? Am I ever going to wake up from this nightmare?" Venus asked.Officers believe Kevin Cartwright and an unidentified woman killed Radda at Bottom Price Flooring on G Steet, October 10. Radda suffered trauma to his upper body and died at the scene."I can't imagine him thinking, am I going to go now? Do I call my kids? Do I call my wife? At the end of the day, I just want him to tell us, why?" Venus said.For more than a week, investigators looked for two disguised suspects caught on Radda's newly-installed surveillance cameras. They captured a person in a Granny Mask and a woman with a purple wig.San Diego Police said Wednesday evening they arrested the man they believed was behind the Granny Mask-- Kevin Eugene Cartwright."Today did give us a little bit of peace, not that it will bring him back, but just to know that there is a little bit of closure, that one person has been caught," Venus said. 10News went to Cartwright's last known address in El Cajon. A man answered the door but provided no comment. SAN DIEGO (KGTV) -- San Diego County Fire is offering some residents key safe boxes that allow first responders to gain access to homes in emergency situations, County News Center reports.The boxes, called KnoxBoxes, are installed on or near the front door and can only be opened by local firefighters responding to life-threatening emergencies, the county says.County Supervisor Dianne Jacob says the program fulfills an urgent need.“For older folks with chronic health conditions or in need of help with basic activities, KnoxBoxes can be a lifesaver,” said Jacob. “These devices can also provide some peace of mind in a region where wildfire is a year-round threat.”County Fire received a federal grant to help purchase 200 boxes. The county plans to loan the boxes to residents in rural communities.So far, the county says it has received 70 applications. SAN DIEGO (KGTV) — San Diego Mayor Todd Gloria says the city's convention center shelter for the homeless will be funded through at least the first month of 2021.Gloria said in a release that he's directing staff to provide funding using money previously slated for shelter operations in November and December that wasn't spent due to cost-saving measures and other factors, as well as a state grant specifically for funding homelessness-related services."I am committed to protecting our homeless neighbors from COVID-19 while keeping a focus on connecting them to long-term housing," Gloria said.
