SAN DIEGO (KGTV) - Ring doorbell video could provide the break in the strange disappearance of rent checks in North Park.A noise caused Ken Frederick to scramble from his home just past midnight Saturday, downstairs to his business, a property management company on 30th Street. He found junk mail - removed from his mailbox - coated with a sticky substance. He ended up near the front door and found a lone check that a tenant had dropped into the overnight mail slot. He checked his surveillance video, which showed a man in a hoodie appearing to jam some sort of stick-like object into the mail slot, before he removes it and takes off."We feel violated, like someone coming into your home," said Frederick.Frederick dug into his other Ring videos and found one from early last Wednesday morning. It appeared to be the same man, same hoodie, and same stick. This time, after he takes the stick out, he appears to put something in his pocket."If you know somebody's been in your business, it makes you feel insecure," said Frederick.Frederick is checking with his tenants to see if any rent checks put in the slot have disappeared. Another property management company nearby tells 10News they have had about ten rent checks vanish since June.As for the sticky substance, it's a familiar one. In the past year, 10News has reported on thieves 'fishing' checks with glue traps out of local postal collection boxes. The ink is then washed off with a chemical solution, allowing a thief to fill in the blanks.Anyone with information on the case is asked to call San Diego Police at 619-531-2000.For renters, experts suggest either looking into online payments or making sure to drop off your rent during business hours. 1725

SAN DIEGO (KGTV) -- A 2-year-old girl allegedly abducted by her father in Chollas View, triggering an area Amber Alert, was found safe in Escondido Tuesday morning, San Diego police said.According to police, young Charli-Fae Harris was last seen with her father, Lafayette Harris, in the 1000 block of 47th Street at around 5:30 p.m. Monday.Police were notified of the girl’s disappearance by her mother. SDPD officials confirmed 31-year-old Lafayette Harris is under a restraining order related to domestic violence.After an Amber Alert was issued for the child and her father, police located Harris’ white Saturn vehicle in a parking garage near UC San Diego shortly before 6 a.m. However, Harris and his daughter were nowhere to be found.Harris was eventually tracked down at a construction site near UC San Diego Health System in La Jolla. ABC 10News learned Harris, who works at the construction site, was taken into custody without incident.Charli-Fae was found safe just before 8:15 a.m. in an Escondido apartment. Escondido Police said a woman connected to the child's father was watching the news when she realized she had the child police were looking for in her care, so she then called police to alert them. It's unclear if she knew the child had been taken.The girl will be reunited with her mother later Tuesday.Police said Harris will most likely face kidnapping charges and charges related to violating the restraining order against him, and said there could be more charges added as the investigation continues. 1536

SAN DIEGO (KGTV) — A Descanso woman whose power was cut during last week's Red Flag warning was surprised to receive a utility estimate showing an increase in power use.Cheryl Erpelding's power was taken away for parts of both Oct. 30 and Oct. 31, when SDG&E was trying to prevent a wildfire from igniting and spreading. Still, she got an estimate from SDG&E showing that she used the most power during the parts of those two days when the power was on. "If you're going to email me how much I'm using, why don't you email me a better guess," Erpelding said. RELATED: Homeowners with solar heated about SDG&E proposal to raise minimum billErpelding's weekly estimate showed she used 31 kilowatt hours on Oct. 31, and 26 kilowatt hours on Oct. 30. On other days of the week, her usage ranged from 16 to 24 kilowatt hours.SDG&E says the reason for this is Erpelding is a solar customer. The estimate she received reflects her net usage, which usually reflects credit for her putting power back into the grid. That reduces her net usage significantly. During the public safety power shutoffs, she did not put power back into the grid, but still used power during parts of the day it was on. SAN DIEGO (CNS) - The U.S. Department of Defense announced Wednesday its phased plan to distribute and administer the COVID-19 vaccine from the Naval Medical Center in San Diego and the Naval Hospital in Camp Pendleton.The DOD is working with the Department of Health and Human Services and the U.S. Centers for Disease Control and Prevention on the distribution of COVID-19 vaccines.As one of the 64 jurisdictions to which the United States government has allocated vaccines, the DOD plans to administer its initial allocation of 43,875 doses of the COVID-19 vaccine to populations of uniformed service members -- both actives and reserves. That includes members of the National Guard, dependents, retirees, civilian employees and select contract personnel.The department is prioritizing DOD personnel to receive the vaccine based on CDC guidance, first focusing on those providing direct medical care, maintaining essential national security and installation functions, deploying forces, and those beneficiaries at the highest risk for developing severe illness from COVID-19 before other members of the DOD population.Distribution will be conducted in phases.
