WASHINGTON, Aug. 16 (Xinhua) -- The White House announced Tuesday that the U.S. Departments of Agriculture, Energy and Navy will invest up to 510 million U.S. dollars in partnership with the private sector to facilitate the country's biofuel industry development."Biofuels are an important part of reducing America's dependence on foreign oil and creating jobs here at home," U.S. President Barack Obama said in a White House statement. The initiative is a response to a directive from Obama issued in March as part of the Blueprint for A Secure Energy Future, the administration's framework for reducing dependence on foreign oil."But supporting biofuels cannot be the role of government alone. That's why we're partnering with the private sector to speed development of next-generation biofuels that will help us continue to take steps towards energy independence and strengthen communities across our country," Obama added. The joint plan calls for the three departments to invest up to 510 million dollars in the next three years, which will require substantial cost share from private industry, in a bid to reduce U. S. reliance on foreign oil and create jobs at home."By building a national biofuels industry, we are creating construction jobs, refinery jobs and economic opportunity in rural communities throughout the country," said U.S. Agriculture Secretary Tom Vilsack.White House figures revealed that the world's largest economy spends more than 300 billion dollars on imported crude oil every year. With a slackening economic recovery and the government's approval rate at a record low level, the Obama administration is rolling out a string of measures in recent days to accelerate economic growth and job creation.

MOSCOW, Aug. 26 (Xinhua) -- Russia will carry out two unmanned test launches of Soyuz carrier rockets in the coming fall before delivering crews to the International Space Station (ISS), local media reported on Friday.Citing a source, RIA Novosti news agency said that one of the Soyuz rockets was scheduled to send a new Progress M-13M space freighter to the ISS.On Wednesday, a Progress M-12M cargo ship failed to reach the orbit after the engine of a Soyuz-U carrier rocket turned off during the ascend. Soon after the accident, Russia announced it will temporarily ground all Soyuz rockets.Due to the accident, Russian space authorities have put off Thursday's launch of a Soyuz-2 carrier rocket from the Plesetsk Space Center in northern Russia and a launch of a manned space ship from Baikonur space center in Kazakhstan. After the retirement of the U.S. shuttle fleet, Russia's Soyuz spacecrafts have become the only way for astronauts to reach the ISS until at least the middle of the decade.

LOS ANGELES, May 30 (Xinhua) -- The American Academy of Pediatrics (AAP) warned on Monday that children should keep away from energy drinks which may be dangerous for minors. The AAP urged young children and teens to avoid energy drinks entirely, saying routine consumption of sports drinks should be limited or eliminated.Energy drinks include such popular brands as Red Bull, AMP and Rockstar, the AAP said in a report. These drinks, the report said, tend to be heavily caffeinated, potentially having several times the level of caffeine found in a cup of coffee. In addition, manufacturers often add sugar and herbal stimulants such as guarana and taurine to the drinks, which are popular among kids, according to the report."There's no place for energy drinks for kids," said report co-author Dr. Marcie Beth Schneider, an adolescent physician in Greenwich, Connecticut. "There's a place for sports drinks, but that place is very specific."The caffeine in energy drinks can lead to high blood pressure, high heart rate and insomnia, she said. The other ingredients can boost the power of the caffeine, she said, adding that the drinks will have a greater effect on children because they're smaller than adults."Kids don't need to have this," she said. "This is not something they should be drinking."Schneider declined to identify any energy drinks that may be better than others for kids who insist on drinking them. If kids use energy drinks because they're tired, she said, they should get more rest instead of chugging caffeine.Half of the nation's 5,448 reported caffeine overdoses in 2007 were in people under age 19, although it's not known how many of the cases were the result of energy drink consumption, according to statistics provided by the AAP.

MOSCOW, Aug. 30 (Xinhua) -- Russia's space agency said Tuesday that a Proton-M rocket launch failed earlier this month because of a malfunction in the upper stage. The conclusion was reached by an independent investigation commission following a series of checks, Roscosmos said in a report that was posted on its website."The commission reported that the time span reserved for the gyrostabilized platform's turn was miscalculated and narrowed, which caused the Briz-M upper stage's disorientation and the satellite's journey to a wrong orbit," the agency said.Other systems in the upper stage performed well, the agency said, adding it has lifted a ban on launches of the Proton-M carrier rockets equipped with the Briz-M upper stage.Local media reported the Briz-M, manufactured by the Khrunichev State Research and Production Space Center, has had five failures over its 12-year history of operation. On Aug. 18, a Proton-M carrier rocket failed to deliver a communications satellite into orbit. After the failure, Russia suspended launches of Proton-M rockets pending the outcome of an investigation into the failure.

SAN FRANCISCO, Aug. 22 (Xinhua) -- Hewlett-Packard's tablet TouchPad has become the hottest consumer electronics device on Monday after HP launched a fire sale for the discontinued product line over the weekend."It was like a stampede and they went quick," a Best Buy employee in San Diego told technology news website Betanews, describing the line waiting to buy TouchPad. He said the discontinued tablet was sold out five minutes after the store opened. The device is also getting snatched up at a lighting speed online and increasingly difficult to find. The TouchPad is no longer listed on Bestbuy.com in the United States, which last week was reportedly sitting on 270,000 unsold TouchPads and was hoping HP would buy them back.On Amazon, TouchPad tops the world's largest online retailer's electronics sales list, beating out the electronic reader Kindle and iPod touch.Last Thursday, HP announced that it will completely shut down its webOS operations, specifically the TouchPad tablet and webOS phones. The 16 GB TouchPad currently is only 99.99 U.S. dollars, compared to the original price of 399 dollars. The 32 GB model, which used to be 485.99 dollars, is now priced at 149.99 dollars.
