SAN DIEGO (KGTV) -- San Diego Mayor Kevin L. Faulconer and SDPD police chief David Nisleit said they are looking to build on recent police policies on officer use of force.Faulconer, Nisleit, and other public officials made a formal announcement Wednesday afternoon."We hear what the community's concerns are,” San Diego Police Chief David Nisleit said. “The preservation of human life is our number one priority.”Nisleit said that de-escalation is a number one priority for the department.“De-escalation steps include things like creating a buffer zone between an officer and a subject to reduce tensions, or calling on specialized resources such as psychiatric emergency response team,” Mayor Kevin Faulconer said.“These policies are meant to protect the officer as much as the subject and prevent escalation as much as possible before force is used,” he added.“The officer must intervene,” Nisleit said when talking about officers stepping in when officers see excessive use of force.The announcement comes weeks since Nisleit said his department would stop the use of a hotly criticized carotid restraint procedure.SDPD, along with numerous other local agencies, stopped this technique in response to protests across the county after video surfaced showing a Minneapolis officer kneeling on Floyd's neck for nearly 10 minutes. SAN DIEGO (KGTV) — San Diego Police have made an arrest in the death of a 20-year-old in the Bay Terraces area last year.Police said 26-year-old John Orozco was arrested Wednesday for the murder of Joaquin Ruiz of San Diego.On July 12, 2019, Ruiz was found in a vehicle off the side of the road just before midnight in the 7000 block of Paradise Valley Rd. He was suffering from a bullet wound to his upper body.Police began first aid at the scene, but Ruiz died of his injuries on the way to the hospital.The investigation into Orozco is ongoing, and no other details surrounding his arrest or involvement in the murder were released.SDPD asked that anyone who may have information related to the case to call the department's Homicide Unit at 619-531-2293 or Crime Stoppers at 888-580-8477. 800

Some of them say - it's likely a lack of light that emboldens criminals. Wednesday, those neighbors brought the issue up with at a Pacific Beach Planning Group meeting, and offered a unique solution.  "Quality of life crimes are going up."Marcella Teran would know. She's lived here in the area for 30 years."We live by the Pacific Beach library, and there's so much crime over there and drug dealing," she said. "I just didn't feel safe at all."A few houses down, up in a tree above the sidewalk, Teran's neighbor took matters into his own hands."They're LED, solar powered, and it's super bright," she said, pointing out the lights her neighbor put up in front of his home. The best part is, they aren't expensive. SAN DIEGO (KGTV) - San Diego may be America's Finest City, but when it comes to parking around town, the experience is not always a pleasant one. "It's horrific," said Shadrach Vaughn the founder of Park Connect. Vaughn recently launched Park Connect in July. The company's goal is to help connect homeowners or businesses who have empty parking spots, with people who need them.The owner or business can list their spot on the Park Connect website, and select a daily, monthly or hourly rate. Vaughn said. Sara Ghodsi, one of Park Connect users, has her empty spot listed for  an hour, a day, or 0 for the entire month. And in two months, she says she has made 0. "This spot is always open. I figured I might as well get some type of income coming in." Ghodsi said. As long as people continue to hit the beaches and streets of San Diego, Vaughn says, he will continue to help people fill their parking spots and their pockets. Vaughn said, "San Diego is expensive, right? SAN DIEGO (KGTV) — San Diego and National City police departments announced several arrests Friday in violent crime cases over about two years in central San Diego and the South Bay.Police said in a release the crimes occurred between April 2018 and February 2020 in the Bay Terraces, Mountain View, and Shelltown neighborhoods, and the National City area.Many cases appeared to be linked to the same suspects, police added, and a gang allegation was attached to each crime:John Orozco, 26, of El Cajon, was arrested on Nov. 11, 2020, for the murder of Joaquin Ruiz on July 12, 2019, the attempted murder of Julio Martull on July 24, 2019, and other related crimes.Ethan Apan, 28, of National City, was arrested on Nov. 17, 2020, for the murder of Joaquin Ruiz on July 12, 2019, the attempted murder of Julio Martull on July 24, 2019, and conspiracy to commit the murder of Marco Magana on Aug. 1, 2019. Apan was also arrested for other related charges.Kevin Herrera, 26, of National City, was arrested on Nov. 17, 2020, for the murder of Joaquin Ruiz on July 12, 2019, and other related charges.Ismael Betancourt, 20, of National City, was arrested on Nov. 19, 2020, for the murder of Lowry Rivers on April 8, 2018. Jorge Sanchez, 18, of San Diego, had previously been arrested for the murder of Emily Cortez on July 15, 2020. While in custody, Sanchez was also charged with the murder of Leah Posey and the attempted murder of Adan Duque on February 2, 2020, the murder of Marco Magana on August 1, 2019, conspiracy to commit the murder of Julio Martull on July 24, 2019, and other related crimes.Police said the District Attorney’s Office is reviewing the cases and the investigations were still on-going.Anyone with information about any of the above cases is asked to call the Homicide Unit at 619-531-2293 or Crime Stoppers at 888-580-8477. 1854
