During a declared state of emergency, it’s illegal for a business to increase prices for essential goods or services by more than 10 percent. SAN DIEGO (KGTV) — San Diego County's recovering job market will take a hit from the new wave of coronavirus-related restrictions that went into effect this week, SANDAG's chief economist said Thursday. The region's jobless rate had been falling from a peak of 25% in early May to 14.3% in late June, the San Diego Association of Governments reported Thursday. However, on July 6, new restrictions went into effect to slow the spread of COVID 19. Restaurants and several other public-facing businesses were forced to end indoor service, while bars that don't serve food were required to close. That sent people who had returned to work back to seeking unemployment."Until there's a vaccine in place, it's going to be a very bumpy ride," said Ray Major, SANDAG's chief economist. "It's going to be up and down. There will be times probably where they say OK we can start opening up again, and then for some reason the health numbers start to become worse, and so the economy is going to be impacted again."At Little Italy's Cloak and Petal restaurant, managing partner Cesar Vallin said only about half of the restaurant's 40 workers have been brought back. SAN DIEGO (KGTV) - San Diego Police are asking for the public's help in locating a hit-and-run driver who ran over a pedestrian in a wheelchair in the East Village.Police said the pedestrian, a 47-year-old female who was in a wheelchair, was run over at the intersection of F Street and Park Boulevard just before 4 a.m. Saturday. The woman suffered serious but non-life threatening injuries.The vehicle - described as a silver, newer model, SUV - stopped momentarily after running over the woman and her chair, before driving off westbound on F St., police said. The driver then turned northbound on 11th St. and was last seen driving eastbound on E St.Police said the suspected SUV has chrome rims, a tinted sunroof, and possibly tinted windows. SAN DIEGO (KGTV) – San Diego authorities are investigating a string of robberies involving thieves wielding hammers.San Diego police and sheriff’s department officials confirmed four incidents are being investigated, and they are trying to determine if the robberies are connected.At around 9:30 p.m. Tuesday, police were called to a Circle K store on Tierrasanta Boulevard due to a robbery carried out by multiple males armed with hammers. It is unknown what the thieves took in the robbery.About an hour later, a man told police that several men with hammers confronted him at a convenience store near Black Mountain Road and ransacked his car before fleeing.Several minutes later, police responded to a 911 call from a driver who reported being flagged down on Maya Linda Road by a man who said he was robbed by a group of people with hammers.A fourth robbery involving a group armed with hammers was reported at a 7-Eleven in Mira Mesa, authorities said.No injuries were reported in any of the incidents, ABC 10News learned.Authorities do not have detailed descriptions of the assailants. 1100
