SAN DIEGO (CNS) - The wife of an active-duty Marine stationed at Camp Pendleton is due in court Thursday on charges of sexually abusing a 15-year-old foreign exchange student who was living with her family on the base.Nicole Marie Wilson, 22, is accused of engaging in sex acts with the unidentified teen on Sept. 20 against his wishes, according to court documents.A detention hearing is scheduled Thursday morning for Wilson, who pleaded not guilty Tuesday to a single count of sexual abuse of a minor in San Diego federal court.Court documents allege Wilson sat next to the boy on the living room couch and asked him to promise that he wouldn't tell her husband, no matter "whatever happens tonight."After their initial encounter made him uncomfortable, the boy told investigators he went to sleep and awoke to Wilson touching him, then performing oral sex on him. She asked him twice whether she should continue, and one time he said, "No," yet she continued anyway, then later had sexual intercourse with him, according to the criminal complaint.She later "apologized" to him "and acknowledged" that it was not consensual, the documents allege.Wilson allegedly told Naval Criminal Investigative Service investigators she had been drinking on Sept. 20 and "blacked out" while watching television with the boy, but denied anything sexual occurred. But a search of her cell phone revealed WhatsApp messages between herself and the teen that confirmed the sexual encounter, court documents allege.It was not clear how long the teen had been living with the family, nor what country he traveled from as part of the foreign exchange program. 1648

SAN DIEGO (KGTV) - Ring doorbell video could provide the break in the strange disappearance of rent checks in North Park.A noise caused Ken Frederick to scramble from his home just past midnight Saturday, downstairs to his business, a property management company on 30th Street. He found junk mail - removed from his mailbox - coated with a sticky substance. He ended up near the front door and found a lone check that a tenant had dropped into the overnight mail slot. He checked his surveillance video, which showed a man in a hoodie appearing to jam some sort of stick-like object into the mail slot, before he removes it and takes off."We feel violated, like someone coming into your home," said Frederick.Frederick dug into his other Ring videos and found one from early last Wednesday morning. It appeared to be the same man, same hoodie, and same stick. This time, after he takes the stick out, he appears to put something in his pocket."If you know somebody's been in your business, it makes you feel insecure," said Frederick.Frederick is checking with his tenants to see if any rent checks put in the slot have disappeared. Another property management company nearby tells 10News they have had about ten rent checks vanish since June.As for the sticky substance, it's a familiar one. In the past year, 10News has reported on thieves 'fishing' checks with glue traps out of local postal collection boxes. The ink is then washed off with a chemical solution, allowing a thief to fill in the blanks.Anyone with information on the case is asked to call San Diego Police at 619-531-2000.For renters, experts suggest either looking into online payments or making sure to drop off your rent during business hours. 1725

SAN DIEGO (KGTV) - A first-of-its-kind residential tower opened in San Diego this week.The 300-unit Palisade UTC complex is located right on the Westfield UTC mall's property. It offers an expansive pool, bar area, community room, open-air gym, and a lounge on the 23rd floor, with views to the coast. "The goal was to have multiple spaces, again, that would be like staying at a four or five star resort," said Jerry Brand, executive director of developer Greystar. The building will be among the most expensive in San Diego County.Studios start at ,750 a month, while two-bedroom units start at ,300. The penthouse is advertised for ,000 per month. It also includes 30 affordable units. Analysts say luxury buildings like Palisade can play a role in easing all of the region's housing crunch. "A substantial portion of the people moving into, like, the new projects downtown are actually vacating the older projects and moving up, so the luxury projects that are going up are really helping the housing situation," said Alan Nevin, director of economic research at Xpera Group. Kimberly Brewer, senior vice president of development for Unibail-Rodamco-Westfield, said the project is part of the evolution of the shopping center. The mall recently expanded to add more restaurants and a full office for CBRE, a commercial real estate firm. SAN DIEGO (KGTV) — State officials responded earlier this week to a technical glitch that impacted as many as 300,000 COVID-19 test results being reported."We are committed to the medium and long term to address these foundational data issues so that we can approve our importance and our customer service," Gov. Gavin Newsom said earlier this week. Counties across the state felt the impact of the data inaccuracies. Local leaders use numbers and science to guide decision making. But are counties themselves having any issues with the numbers?In Kern County, public health officials were asked at the end of July if they're 100% sure no one is getting double-counted. The county says they have had to go back and subtract some people from the total number of cases when they realized they counted that person more than once, but stress that's rare.In San Diego and San Luis Obispo Counties, officials said they're confident in the daily numbers they are reporting to the public."I'm quite confident our numbers are accurate. Before we had web CMR and our tests are not all phoned through CalREDIE. Our test results are reported directly to the county," County Public Health Officer Wilma Wooten said. "The only issue which you already know about is the glitch with Quest which was going through the state and then coming to us so we are fairly confident our information is accurate."A spokesperson for San Luis Obispo County says they are confident in the number of positive cases reported:"We regularly run data queries on our positive case results to search for duplicates. SAN DIEGO (KGTV and CNS) - One person was seriously hurt in an explosion during a cannabis oil extraction operation in the South Bay, police say. According to police, the incident happened around 7:30 p.m. Saturday night at a house near the intersection of Lieder Drive and Green Bay Street. One person was severely burned and was rushed to the hospital as a result of the explosion. The person hasn't been identified and it's not immediately clear if any arrests are being made.  503
