SACRAMENTO, Calif. (AP) — California had a near-record number of daily coronavirus deaths as pandemic cases strained hospitals and reduced normal intensive care space to a record low. Yet Gov. Gavin Newsom said Wednesday that there are hints residents may be heeding medical officials’ increasingly desperate calls for caution during the holidays. The transmission rate has been slowing for nearly two weeks. The rate of positive cases reached a new high of 12.3% over a two-week period but was starting to trend down. Yet the state's worst surge is taking a horrendous toll that threatens to only worsen if people gather during the holidays. 650

SACRAMENTO (AP) — California would set a goal of generating 100 percent of the state's energy from carbon-free sources under legislation approved by the state Assembly. The bill approved Tuesday would accelerate California's renewable energy mandate from 50 percent to 60 percent by 2030. It would then set a goal of phasing out all fossil fuels by 2045, but it does not include a mandate or penalty.Supporters say the measure would help address climate change and boost California's clean energy economy.RELATED: California Energy Commission approves solar panel requirement for new homesCritics say it's unrealistic and would saddle families and businesses with higher energy bills. The measure returns to the Senate which must approve changes made in the Assembly. SACRAMENTO, Calif. (AP) — California's ballot harvesting law is creating controversy this election year. The law allows individuals to collect ballots from voters and return them to county election offices. Republicans have set up unofficial drop boxes in some counties with closely contested U.S. House races. State officials say the boxes are illegal and have ordered the party to remove them. But party leaders say they are using the boxes to collect ballots as the law allows. At least one Democratic campaign is using neighborhood hubs where designated volunteers receive ballots at their homes from voters. 620
SACRAMENTO (KGTV) -- Governor Gavin Newsom signed a bill Monday requiring California State University undergraduates to take an ethnic studies course to graduate. The change comes amid national calls to dismantle systemic and unconscious racism, starting with public education. The bill was authored by local Assemblywoman Shirley Weber, chair of the California Legislative Black Caucus and longtime professor of Africana Studies at San Diego State University.“What we are seeing in Washington and on American streets right now demonstrates the necessity of understanding the experiences and perspectives of these historically marginalized and oppressed groups who have nonetheless contributed to the building of our country,” Weber said in a statement. “This is great day for students and for the state. I am grateful to the Governor for joining me in moving California forward.”The bill, AB 1460, requires all CSU undergraduates to take at least one three-unit course in ethnic studies. The course must focus on Native Americans, African Americans, or Latina and Latino Americans. The legislation will go into effect beginning with students graduating in the 2024-25 academic year. The bill represents the first change to the CSU general education curriculum in over 40 years. 1283
